Griffith and Associates, Ltd. and a copy of the report is attached. In summary~ the report recommends a motor pool complex that features a main shop with 36 bays and 6 support structures. with a total of some 62.000 sq. ft. of structures needed. The estimated construction cost is $5, 1 00,000. The agreed upon percent of construction cost at 60/0 for architect fees is fair and even low when compared to the market. The construction cost estimate includes $537,000 for a refurbishment shop. This shop is expected to pay for itself in Z.7 years with these savings being used to help offset main construction costs thereafter. An analysis of the impact of a refurbishment program is attached. BACKGROU N 0: On July 19, ,1984, the City ~ol}'!I'Rission approved award of a contract to G~lf Coast Environmental, 'Clearwater, 'Florida to .remove and diapes,e of approximately 176,000 gallons of ~oal tar residue from the gas holding tank at 400 N. Myrtle Avenue for $14,754.00. Gulf Coast started work on July 24, 1984 and has proceeded to remove approximately 180,000 gailons from the tanK. When the top material wa~ removed, the contractor discovered a heavy crust in the bottom of the tank from which the ariginai depth of material was measured. In breaking through this crust,he found an additional 4-foot.depth of material' in the bottom of the tank. The Prust caused a false reading to be take~ in the estimation of the, material in th~ tank. In essence, it has been determdned that an additional 200,000 gallons of residue is located in the bottom section of the'tank. Tha contractor is willing to remove the additional material for an additional charge. Since this contractor has, men and equipment on the site and has performed the work'for which he contracted in a very asceptable manner, it is recomm~nded'we modify the contract and have this contractor remove the remaining' mat~ria~. 'The fee shown is based on a per gall~n cost with a guaranteed maximum cost. ~ The Utilities Director recommends amendment to the original contract and the Purchasing Officet concurs. .. . The City Commission on May 17, 1984 approved a preliminary plat for subject property proposed to be developed with an office building. The lots contain a total of .7Z t),.cres M.O.L. The Land Use Plan classification is Commercial/Tourist Facilities with a zonihg designation of RM-28. The request is to amend the Land Use Plan to Low Densi ty Residential and the Zoni ng Atlas to RS-50. On December 15, 1983, this city initiated request was reviewed by the City Commission as a part of the Area 14 rezoning area. By request ot the property owner the item was tabled. The City Commission on June 21, 1984 approved removing the request for change from the table and directed it be advertised for public hearing as initially requested by atuff. The lots are presently developed with a parking lot for employees of the Kapok Tree Inn restaurant. Such a parking lot use would be considered permitted by special exception in the proposed RS-50 zoning district. It will' not be required for the property owner to apply for approval of the special exception use with the rezoning as such use will be "~randfathered" in this locat'ion.
