BACKGROU NO: The Public Servic':e Division obtained a surplus l50KW Generator from govet"11rlent surplus for ,$1200. This generator was obtained to replace the generator at too Main Police Station which is being relocated as a p:>wer supply fo~ the Police Sub- station. Repairs and rrodifications required to make the 150~1 generator fully operational, however, were beyond the electric lTOtor shop. s capability. fvbreover, the exact extent of work requi.red could not I:e detennined, nor could specifications, suitable for corrpetitive bidding, be! prepared. Therefore, four (4) local area vendors were a:mtacted about esti- mating and perfonning the work. Only Coastal Service and Supply expressed any interest in it. They quoted a not-to-exceed price of $6000 to nake the generator fully operational. This price was considered very reasonable when cc::trpared to the ,$50, 000 price of a new l50KW generator. Coastal has previously done excellent work for the City at fair and reasonable prices. The staff reccmrends award to Coastal and the Purchasing Officer concurs. The primary purpose of the generator is to support an Emergency Operations Center that would be activated during emergency situations, i.e. hurricanes, etc. This would permit uninterrupted communications in the almost certain event of commerical power failure. BACKGROUN 0: Created at the direction of the City Commission, a Beach Task Force consisting of ten (10) citizen appointees, the Chief of Pollce and members of city staff, conducted meetings at the Clearwater Police Department on July 17th and July 24th, 1984. All members of the Task Force were present at each meeting and agreed that the 'reason for its creation was to: 1. 'Recommend measures to control and eliminate "rowdyism" on Clearwater Beach, its parking lots, streets and public facil i ties. 2. Recommend measures to improve and solve parking and traffic problems o~ Clearwater Beach. To'd~velop specific recommendations that wou14 address each of the above stated,reasone for creation of the Task Force, it waG agreed that to attain the objectives of the Task For.ce, it was necessary to establish a working definition of "rowdyism" which is provided as follows: "We would define it (rowdyism) to include activities which are unlawful, activities which are offensive to others, and activities which infringe on the rights of others to peace and quiet, freedom from harrassment, and a feeling o~ safety and well-being~" At the present timo, the Taek porce has developed one specific recommendation to t.he City Commission which is provided as follows: "The Task Force recommends the above activities, "rowdyism", not be tolerated anywhere on Clearwater Beach by any age group, at any time". To implement its recommendation, the Task Force is recommending a specific plan of action to the City Commission as follows: 1. That the Chief of Police be authorized and funding provided, to establish a specific Beach Patrol necessary to carry out the above recommendations with continuity and a consistent level of enforcement, initially with existing police personnel and as soon as possible with a separate, additional Beach Patrol and sub-station, to serve all, public lots and streets on Clearwater Beach, Sand Key, Island Estates and Memorial Causeway. 2. That, to help defray the cost of the above, parking meters and/or attendant parking in all lots remain operational at all hours they are open and that rates be increased as necessary. 3. That, on a timetable to be recommended by the Chief of Police and approved by the City Commission, as the Chief of Police can confidently predict the above to be carried out satiSfactorily, the lots currently closed after 10:00 P.M. be segmentally reopened twenty-four (24.) hours a day beginning with the "Pier 60" lot. 4. That, public bathroom facilities be opened and expanded as needed during the hours the lots are open. It is clearly the understanding of the Beach Task Force, that the above described recommendation and plan of action is at best a short-range plan to a long-standing problem. A need exists for the Phillies to expand their office facilities for secretarial \\Ork, managarent meetings, negotiations, public relations, etc. These offices will be oonstructed under the concrete grandstands toward the south side of the stadium on a site which is currently oot utilized. Z-84-37. RECOMMENDATION: City Commission approve the Zoning Atlas amendment to AL on the Gubject property; and direct the City Attorney to include this in an ordinance. BACKGROUND: The property Is located east vacated Sixth Avenue South. of U.S. 19,' west of Main Street and The area contains .51 acres M.O.L. north of The request is, to amend, the Zoning Atlas designation from CP (Parkway Business) to AL (Aquatic Lands). The application has been submitted by the property owner as a condition of preliminary site plan approval for the Dimmitt Dealerships to be located north of the area proposed to be zoned AL. The final site plan for the Dimmitt Dealerships was approved subject to conditions by the City Commission on June 7, 1984. The subject area is proposed to be utilized as part of the storm water retention system for the car dealerships.
