BACKGROU N 0: For the past several months the Police, Building and Traffic Engineering Departments have attempted to resolve the issue of who may legally park on various portions of the property on the east side of Harnden Drive. Several abuses of the right-of~way portion of that property resulted in the Police Department asking the Traffic Engineering Department to clarify parking regulations by installing more signs along the east side of the street. In addition, Building officials were requested to work on weekends to verify reports that motel owners were charging the public to park on the public t'ight~of-way. After several months of struggling with this problem' the staff recommended that a strip immediately east of the curb be paved and parking meters be installed in order to clearly indicate where the public may' park. Upon learning of the staff's intentions in regard to this strip of property the motel owners presented a petition to the City of Clearwater requesting that this action not be taken. Some of the motels have designated the spaces on the east side of the street as their private parking for motels located on the west side of the s~reet. RECOMMENDATION: City Commission authorize City Manager approval of routine Agreements for Annexation involving one existing or proposed single family ~esidence. [] And that the appropriate officials be authorized to execute same. aACKGROUNO: The City Commission regularly reviews during scheduled Commission meetings Agreemen~s for Annexation of properties not contiguous to the City limits and ineligible for annexation. The r~quests for appro~al of Agreements for' Annexation are prompted by the desire of individual property owners to receive City water and/or sewer service. Thirty-two (32) Agreements for Annexation have been' processed in the first five months of 1984 while only twenty-four (24) were processed during 1983. The increase is precipitated by the extension of ~ewer service to Carlton Terrace and Virginia Grove Terrace Subdivisions and by increased infill development. A precedent was set for City Manager approval of Agreement~ for Annexation on July 21, 1983 when the City Commission authorized City Manager review of Agreements to Annexation in the Pine Ridge Subdivision, a neighborhood 'strategy area in conjunction with Pinellas County. BACKGROUND: The property 1s located east of Landmark Drive, west of Landmark Woods 2nd Addition and north of Heather Trail Subdivision. The site contains a total of 25.6 acres M.O.L. The Land Use Plan classification is Low Density Residential. The zoning designation is RS-100 (Single-Family Residence) District zoning. Plans are to subdivide the property into 63 single family lots at a net density of 3.06 units 'per acre. Access to the subdivision will be from a 50 foot entrance road extending from Landmark Drive to the subdivision and located north of Landmark Woods 2nd Addition. The roadway system within the subdivision will be private and maintained by the homeowners. The Resource Development Committee on May 21, 1984 recommended approval of the CIS and preliminary plat subject to conditions which have been met or are included in the recommendation. JACK KENNEDY RECOMMENDATJON~ To consider the vacation of an access road right-of-wa easement granted May 1973, and recorded in O.R. 4028, Page 18, located In the Northeast corner of U.S.Hwy. 19 and Drew Street, less the West 50 feet and the South 50 feet. o And thai the appropriate officials be authorized to execute same. BACKGROUN D: .. This access road easement is similar to one presently in use on the Southwest corner of Drew Street and U.S. Hwy. 19 in rear of the Texaco Station. This request has been reviewed by the various City departments concerned vacations. The Planning Department objects to the vacation because the development order for "Park Place" may require the use of this easement. other City departments have no objections. It appears that a portion of easement is currently being used by Life Savings and Loan Association. with The this Life Savings and Loan Association submitted a letter stating they support the vacation request. The City Commission reviewed and denied a similar request by Mr. Kennedy on December 8, 1983. lorida Department of Transportation haVe no objections providing the South 50 feet and the West 50 feet are not vacated. KJ And that the appropriate officials be authorized to execute same. BACKGROUN 0: Since 1972, Peerless Florida Company, ,The first lease was approved for five in 1977 for a three-year term at the portion used for storage and parking. Inc. has leased the subject property from the City, years at $90 a month. The lease was renegotiated $110 a month with the requirement that the Lessee fence provide a stable surface for the portion used as lease at $110 a month, but this time, for tc investigate the possibility of declaring with an access easement to the water tower. Such consideration was and it has been determined that this property' is not surplus to City needs in that future water treatment _,plantshould one be necessary. The lease presented is identical to the lease executed in 1982, In 1980. the City Commission again approved a two years,' Staff was instructed at that time this property surplus made ~ it is ideal for a for your approval The Assistant to the Public Works Director for property matters and the Water Superinten- dent concur in the recommendation.
