Jack Russell Stadium Scoreboard
RECOMMENDATION: Approve agreement between Florida Coca-Cola Bottling Company
and the City of Cloarwater which allows the Coca-Cola Bottling Company to erect a
new scoreboard at Jack Russell Stadium at no cost to the City.

During the past several ~onths City staff has met with representatives of the Coca-Cola
Company which .is interested in install1nq a new "Fair-Play" scoreboard at the Stadium.
Coca-Cola would purchase the new board from the Fair-Play company and install it at the
Stadium at no charge to the City. In return; Coca-Cola would retain certain advertising
'rights on the board, around the Stadium as well as a guarantee that their soft drink pro-
ducts would be handled by the concession,
Staff recommends in favor of entering into this agreement with Coca-Cola and feel~ that the
new "Fair-Playll scoreboard will result in specific advantages, For exarnpl~;

Although the board would be identical in size to the existing board, the wattage
of the bulbs would be 25 and 40 watts. The operator of the scoreboard could change
the wattage by flipping a switch with 25>watts being used during evening activities
and 40 watts being used during daytime games. The same feature is included on the
Fair-Play scoreboard in St. Petersburg's Al Lang Field and 40 watts allows the
numerals to be read quite easily, Bulbs in the existing scoreboard have a maximum
wattage of 25 and this ,...attag8 cannot be increased.
A condition of the agreement with Coca-Cola also specifies that the manufacturer's
product warranty will be operative for the ten year term of the agreement. This
being the case, major repairs that may be required will be at no cost to the City,

Reference to I-A - The additional I-ton truck and two (2) Water Distribution Serviceworker
r's were approved in the budget for Fiscal 83-84. Once the truck is acquired, this crew
will be utilized to replace and/or upgrade small water mains and service lines. Since
this vehicle haa not yet been acquired, these employees are now working with other crews.
The mid-year budget review proposes a elP project (315-6185) in the amount of
$11,000 to purchase this item. A third-quarter budget amendment will address the

In June of 1983, the City saw the beginnings of turmoil and unrest in the
North Greenwood area. Youthful members of the Black Community became
involved in sporadic outbreaks of violence directed at City police officers
and firefighters.

Noting the makeup of the North Greenwood business area during evening and
nighttime hours, primarily bars arid nightclubs, the presence of young
people in this area demonstrated the need for a program away from a bar
area in which young people could generate energies in a positive direction.

Time being of the essence, the Chief of Police set out to locate a program
already in existence that would meet the above criteria.
Ervi~'s AII-Arnericah Youth Club was located at 211 S. prospect Avenue. The
club, a nonprofit corporation, was founded by its director, Mr. Ervin
Harris, who is a former City employee in good standing and is himself a
product of Clearwater's Black Community. The club provided activities
including running, weight-lifting, and Golden Gloves boxing, but suffered
low membership due to lack of transportation and a perceived lack of
community support.
With the approval of the City Manager, the Police Department assumed
sponsorship of Ervin's All American Youth Club, on a temporary basis, under
the auspices of the Officer Friendly program. Mr. Harris was employed by
the City and provided with a van, fuel and needed equipment.

In November 1982 the City Commission approved an agreement wf~h the P1ne11as Suncoast
Transit Authority for the operation of the Jolly Trolley on Clearwater Beach. The
agreement expired in December 1983. Since that time the Trolley operation has
continued without an agreement.
During January thru April 1984 the Jolly Trolley had more than 76,000 passengers with,
the peak month being March at 24,821 passengers. The operating cost"is approximately
$3,200 per month,

BACKGROUN 0:
The program to Dredge Clearwater Pass has entered the final phase, the placing of fill around
the Bridge pilings. It Is estimated that 100,000 cubic yards of fill will need to be moved In this
phase. Given the relatively short distance and the good condition of the City's equipment, this
project will require approximately 12 weeks to complete.
Analysis of the status of the current project and estimates of future costs Indicate the

establishment of this project to account for Dredging costs that would
not be eligible for State Grant reimbursement.

Braeside Place Subdivision to provide that the City of Clearwater shall no
longer require its written approval to any amendments to the restrictions.

BACKGROUND:
The proverty is located on the east'side of Bayshore Boulevard fronting on
Tampa Bay and abutting the southerly ~ity limits of Safety Harbor. The
site contains 5.77 acres M.O.L.
On November 5, 1981, the City Commission approved at public hearing the
RPD-6 (Residential ~anned Develop~ent) District z6ning for thi~ property
and a preliminary subdivision plat for a seven lot.single farn~ly sub-
division on the site.
The owners of the property had requested that ~he existing restrictions on
the property as amended and approved by the City Commission on November 11,
1981 be further amended to more clearly define the use and.development of
the seven lots in the Braeside Place Sub~ivision. The original restric-
tions were adovted in 1972 and applied to the subject property and .the
'property adJacent' on the south developed with the Sunfish Hey Condominiums.
*Both the original restrictions and the amended restrictions required the
consent of the City of Clearwater for future amendments.
.By request of the City Commission an amendment has been prepared to no
longer re4uire City of Clearwater approval of further amendments to
these restrictions. The attached amendment has been reviewed by the City
Attorney who has no 6bjection to the amendmen~.'

City Commission approve the Community Impact Statement and Addendum and
the final site plan for Countryside Woods subject to the following

Easements be provided over the water lines up to and including the
meters and hYdrants.
An easement be provided over the sidewalk.
Final storm water detention design be subject to the approval of
the City Engineer.
Final design of the driveways to the individual units be subject to
the approval of the Traffic Engineer.
The developer work closely with the City Forester on the landscape
plan. including plans for preserving existing vegetation.
The gopher tortoise existing on the site and any other endangered,
or threatened wildlife species found on the site be captured and
relocated by a tirm approved by the Public Works Department.
The requisite initial building permit(s) be procured within six (6)
months from the date of City Commission approval of the final site

The vroperty is located at the southwest intersection of Countryside
BOUlevard and Curlew Road. The site contains 5.0 acres M.O.L. The Land
Use Plan classification is Medium Density Residential with a zoning
designation of RM-12 (Duplex-Apartment Residential).
Plans are to develop a condominium project on the property containing' 68
units at a net density of 15.5 units per acre. Access will be from'a
single point pn Countryside Boulevard.
The applicant is requesting a transfer of density (16 units) to this site.
A maximum of 52 units could be constructed on the site under the present
RM-12 zoning. In 1979, the City agreed. in principle, to a 'transfer of 39
units from a 4.9 acre parcel (M&B 6~4) located south of State Road 590,
east of U.S. 19 Which was owned by U.'S. Home and donated to PACT. The
transfer was proposed to be made to an adjacent site located north of the
donated parcel (M&B 6-3). Development o~ the ~orthern parcel (M&B 6-3) did
not utilize any of the requested transfer of 39 units. .
In 1981, the City agreed, in principle, to allow the transfer of the 39
units to Tracts 62, 63 and 64 of Countryside owned by U.S. Home.
Utilization of this transfer could ~ot exceed the 16 unit per acre limit
imposed by the Land Use Plan category. Development'of Tracts &3~ 64 (St.
Tropez Condominium) under an RPD'15 zoning utilized 20 units of the 39
available for transfer. Tract 62. the subject parcel for Countryside Woods
could be considered for the remaining 19 units available for transfer in
accordance with the agreement as described in the attached correspondence.
Approval of this site plan will utilize 16 of the .units eligible for
transfer. No further denSity transfer from the PACT site donation has
been indicated.

The property is located on the east side of U.S. 19 south of First Avenue
North. The total acreage of the two separate parcels is 16.15 acres M.O.L.
The Land Use Plan classification is Commercial/Tourist Facilities with a
zoning designation of CP (Parkway Business) District. The applicant has
submitted an application to thp. City for rezoning the southeast corner of
the property to AL (Aquatic Lands).
Plans are to develop an auto dealership on the site to include new and used
car sales and service. The project is divided into three phases -- a
Chevrolet dealership, a Subaru dealership, and a Cadillac dealership.
Access is proposed from U.S. 19 by four driveway cuts and from First Avenue
North by two driveway cuts.
This project is exempt from the requirement of payment of open space fees.
On November 19, 1981, the City Commission waived the parkland/cash payment
requirement for this property under the previously ~pplied policies for
annexation.
On April 12, 1984, the Resource Development Committee recommended approval
of the CIS and Addendum and the final site plan subject to conditions which
have been met or are included in the recommendation.

BACKGROU N D:
The following prooedures are followed i~ complianoe with Chapter 95 - Lot
Clearing.
1. Complaints are received and investigated by the Sa~itation Inspector.
2. Written notice is sent to property owner by certified mail to clear
property within 10 days or a Public Hearing will be held to author-
ize clearance. Time, date, place and approximate cost to clear 1s
inoluded 1n notice.
3. Hearing is held not less than 15 days after reoeipt of notice by
property owner. who may be present to be heard. If found to be in
~iolation. Commi8sion authorizes Clearing - requires payment.

5. Property owner notified ~f costs and given 30 days to pay.

between May, 1973 to August, 1981. This group of properties is now conti-

Petitions for Annexation. The remaining annexations have been initiated by
