BACKGROUND: The City commission approved the Ninth Year CDBG Application on August 4, 19B3~ amended it on November 17th to provide support to the RCS Spouse Abuse Shelter~ and amended it again on February 2nd to provide assistance to the clearwater Housing Authority (CHA) for site improvements for their 50 unit elderly project "Ralph Richards .Tower". subsequently, we have received a request from the CHA for $12,500 to fund the renovation of a building at 2930 SandIe wood Drive in condon Gardens to serve as an Education Development Center, and a request from the City Planning Department to provide funds to assist in the replacement of deteriorated sidewalks along the 400 block of Cleveland Street in downtown Clearwater. Details of each request are attached as proposals from the two agencies. There are sufficient funds within the Ninth Year COBG Administrative Downtown Economic Development Budgets to accommodate this amendment. The technique, which is highly technic8l~ involves transferring the unfulfilled portion of a forward supply contract into the escrow fund for the new bonds~ thereby boosting the permitted yield on these securities fronl their present rate (about 7 7/8%) up to the actual interest rate realized on the refunding issue (estimated at about 11%). BACKGROUND: Tbe area under consideration for change in Land Use Plan and Zoning Atlas designations is located generally north and south of Drew Street and west of U. S. 19. The area along the north side of Drew Street from the Florida Power right- of-way easement to U..S. 19 is developed with the offices and broadcast station for Vision Cable and a retail furniture store. An intervening parcel between the two developments is vacant. The south side of Drew Street along the same defined area is vacant with the exception of a gasoline service station located at the southwest intersection of Drew Street and U. S. 19. .Drew Street is a two lane road that was scheduled to be transferred from the State to the County jurisdiction. Currently Drew Street carries 16,000 cars per day at a l~vel of service "E". Drew Street is expected to bear a heavily increased traffic load with the construction of Park Place, approximately 1/2 mile to the east. Future projected volumes will warrant expansion of Drew Street to 4 lanes. In addition, the intersection of Drew Street and U.S. ,19 was identified through the D.R.I. review as needing major improvements to accommodate the increased traffic demand. At the request of the City Commission, staff has prepared three alternatives for consideration which are generally as follows: 1. No change to the present Land Use Plan and Zoning Atlas designations, 2. Land Use Plan amendment from Commercial/Tourist Facilities to Residential/Office and Zoning Atlas amendment from CP and CG to PS for M & B's 44.02, 11.02 and 11.03, or 3. Zoning Atlas amendment from CG to CP for M & B's 11.02 and 11.03 with a subsequent County Land Use Plan amendment from General Commercial to Residential/Office/Retail on M & B's 44.02, 11.02 and 11.03.
