BACKGROUN 0: Hydrogen Sulfide ( HzS ) is a very corrosive gas which is formed or generated in wastewater ( sewage) It has a very disagreeable odor (that of "rotten eggs")and in high concentrations is toxic to humans. It is, therefore, important to treat for H2S at it's source rather than trying to mask or cover up the odors once they have been created and become a problem at the treatment plants or in the collection system lift stations. The main reasons for this is that; 1. The odor is only a symptom of the problem. and Z. The corrosive effects of H2S on sewer lines, lift stations & equipment as well as potential health l1azard to employees would be present if we were to only attempt to mask odors. For the past two years we have been using ferrous Bulf.ate ( FeS04 ) for the control of H2S with considerable success. This present package proposal represents our attempt to face the ongoing situation with a long range approach. The feeling being that a long term contract would result in direct cost reduction in this area. When applied as proposed this system will reduce pipe line and equipment damage normally expected from the effects of HZS, it will also reduce to an absolute minimum odor complaints. The net effect is a reduction in the costs associated with maintenance of the collection system and at the WPC Division plant sites This system installation is a joint venture with the Public Service Division of the Public Works Dept. and will benefit both. City Clerk to prepare a notice of pUblic amendment to RM-!6 for the subject The property is located on the south side of Nursery Road east of Belcher Road. The site contains 17.4 acres M.O.L. The Land Use Plan classification is Medium Density Residential. The present zoning is RM-20 (H1gh Density Multi-Family Use) District. The request is to amend the Zoning Atlas to RM-16 (Medium Density Multi-Family Use) District in compliance with the Medium Density Land Use Plan classification. The property is developed with the Oakbrook Village apartments containing 400 units at a density of 25.9 units per net acre. A Land Use Plan amendment to High Densi ty Residential' for the subject property was approved by the City Commission on December 15, 1983 as lJart of the Area 16 rezoning area in recognition of the current zoning of RM-20. The Land Use Plan amendment was forwarded to the Pinellas County Planning Council requesting approval of the High Density Residential classification. On February 15, 1984, the Council denied the amendment.
