J', BACKGROUND: For the past several years, the city of' Clearwater has used var.ious school facilities in order to offer certain recreation programs and activities. Since the city has a deficiency in certain facilities, such as gymnaSiums, it became necessary .to utilize the school facilities. On the other hand, numerous schools have had a need to use various city of Clear- water facilities, primarily ballfie!ds and swimming pools. Since a healthy working relationship exists between the county school system and the city, and since the various uses by both the City and the School Board are basically equal, the attached reciprocal use agreement was first created in 1981. The agreement allows .both the City and the various schools the flexibility .needed in order to offer the citizens quality educational and recreational opportunities. It further enables the City and the School Board to use each other's facilities at no charge, provided the use conforms with regular staff working hours. The School Board, at its meeting of December the 14th, 1983, approved the renewal of this joint use agreement with the city for 1984. Atlas to RM-12 (Duplex-Apartment Residential) .District on those subj ect properties not n.ow zoned RM-12. The area is developed with 189 single family residences and 74 duplex units. The resulting density of the 263 total dw.elling units is 9.1 units per acre. This request is made at the direction of the City Commission on November 17, 1983 following denial of a city-initiated request to rezone the subject properties to RM-8 in conformance with the present Low Density Land Use Plan classification. .
