And that the appropriate officials be authorized to execute same. BACKGROUND: This project is located on the northwest corner of Sharkey Road and Old Coachman Road. City Commission approved a 24-month extension on this RPD (Residential Planned Development) on 6-3-76. On 9-16-76 the City Commission reviewed and denied a plan with all efficiency, apartments. On 11-4-76 the City Commission reviewed and denied a plan with efficiency and 1 bedroom apartments. The present proposed revised plan in- cludes 5 - 1 and 2 bedroom apartment sites. Although designed as part of a . 'master plan each site has a separate entrance in order that each parcel may .be-managed and/or owned separately. Existing drainage easement to be converted into a ponding area with outfall' being controlled by either a weir or pipe, detaining the difference in runoff flow between the undeveloped land and developed land. Runoff from parking areas into street to be minimized. Minimum driveway width is 24 feet. A "tree removal permit and additional landscaping around parking areas will be required. .The Planning and Zoning Board and the Acting Planning Director concur with the recommendation. BACKGROUND: ,Copies of the Annual Financial Report, External Audit and Management Letter have previously been distributed to the City Commission. Representatives from Peat, Marwick, Mitchell &.Co. and City staff will be available to respond to questions in the Commission meeting. In accordance with the City's agreement with Peat, Marwick, Mitchell & Co., and consistent with provisions of the new City Charter, the staff recommends extending the audit contract for one additional year which will be the second year of an anticipated five-year engagement. The City Commission ' passed a resolution on January 6, 1977, requesting that the.Floxida Depart- • ment of Transportation join the City of Clearwater in planning the route for State Raad 60 ?,rhich will be compatible with local land use objectives. On rebruary 2, 1977, the staff met with the staff of the Florida Department of Transportation to coordinate the planning process. On February Z5, 1977, the '..:State Raad 50 Committee held a meeting attended by FZarida DOT District -'Engineer C. W. Monts De Oca, at which Mr. Monts De Oca stated that Florida ?]QT will cooperate in the State Raad 60 planning process. At this time, the alternative proposed by the State Road GO Committee is being testes} on the Pinellas Area Transportation Study (PATS} network. The Bank is conducting a r ?~ '?w?'?` marketing campaign to sell these units, and feels that multi-colored 2' x 3' flags on 10' ?i s aluminum poles and sandwich signs are effective in attracting prospective purchasers. ,I, MIN City Code of Ordinances permits the use of such flags and signs for promotional use for only a brief period of two weeks. The applicants feel that they could sell most of the unoccupied units within a three-month period with an aggressive sales campaign. BACKGROUND: The City has often encountered problems resulting from damages to its gas, water, sewer and storm drainage systems as a result of excavations by contrac- tors and private individuals. These damages are sometimes costly and often inconvenience the.public. On February 12, 1976 Florida Gas Co., Florida Power Corp., General Telephone Co. , Peoples Gas System, Tampa Electric Co. , and the City of Tampa entered into an agree- ment (Primary Members) to establish a notification center whereby each could be notified of underground excavations that might affect their utility systems. The agreement provides that others may join the consortium as associate members. There are approximately 89 such centers operating in the United States. Charges for participation in this system are based on a sliding scale according to the population of the area served by the member. BACKGROUND: Sealed bids; public bid opening. Twelve (12) potential suppliers were mailed bid sets. Seven (7) responded with bids, one (1) with "no bid" and four (4) did not reply as indicated sheet. In addition, three (3) alternate bids were submitted. The low bidder, Harris Pontiac of Clearwater, Florida, did not meet specifications in that the cab and chassis was bid with a 711, cubic foot air brake compressor instead of a 1211 as specified and cast wheels instead of steel disc as specified. Neither alternate bid submitted by Great Southern Equipment of Tampa, Florida, met specifidations. Both alternate bids offered vacuum brakes and steel spoke wheeld instead of air brakes and steel disc wheels.. In addition, one of the trucks bid was a 1976 model. And that the appropriate officials be authorized to execute some. 'BACKGROUND: Bid opening was held on February 17, 1977, for purchase of parking meters. Two firms submitted prices on the base bid, two on Alternate Bid A and one on Alternate Bid B. K-R Industries was the low bidder an the base bid as well as on Alternate Bid B. The base bid covered meters which would be used for routine replacement under the department's maintenance schedule. Alternate Bid B provided for a type of meter which has been determined to produce more revenue due to its design. The recommended meters will be placed in the Rockaway Lot to test public reaction as well as the claims for production of revenue. The meters were bid at $62.75 each compared with $55.00 for the standard meter.
