The meeting was called to order at 4:05 P.K. by Chairman, Mr.
Jonson, in Conference Room B at the City Hall Annex on January S,
1992.
I. ROUTINE AGENDA
A. REVIEW MINUTES FOR APPROVAL.
Motion made by Mr. DeBlaker to approve minutes of December 11, 1991
as submitted, and seconded by Mr. Foley. Motion carried
unanimously.
Mr. Miller welcomed members back after the ho1idays.
E. OTHER BUSINESS
Mr. Jonson requested a status report on Lake Chautagua. Ms. Kathy
Rice distributed a letter (Attached) from the City Manager to Mr.
Fred Marquis regarding pollution of Lake Chautaqua. She told the
committee that the City Manager would recommend to the Commission
that service be provided based on public health issues if County
residents would absorb the cost of pipe installation. The City
also requested confirmation tnat the apparent pollution problems
are due to septic tanks in the area and not from some other source.
The City is presently waiting a response from Pinellas County.

B. Status Update on Environm~ntal Enforcemerit Activities
Mr. Miller informed the members that there had been two serious
- viola tions that hls department was working on and distributed
packets of information.
The first violation was a mangrove trimming violation on Gulf Blvd.
Mr. Miller stated that the S-tate had initiated a new rule in April,
1991 and are considering bringing enforcement action against the
residents of a condominium for illegally pruning and removing
mangroves, The City of Clearwater has been requested by the State
not to issue notices of violation under its tree requirements until
the residents have been notified of the mangrove violations. After
such not ice s have been received, the City of Clearwater may
consider further ac'tion in con junction with the St:ate Attorney's
Office. There was a discussion regarding penalties against Condo
Assdciations and licensure penalties against landscape comeanies
that break the law. Mr. DeBlaker asked that some info/regulations
be provided to landscape companies I and Mr. Johnson requested
mangrove cutting regulations be provided to residents in some
manner to educate the public in this regard. City staff agreed to
pursue this matter for future review.
The second enforcement activity involved an illegal dredge and fill
violation on Osceola Dr. in Clearwater. Mr. Miller distributed
documents and pictures taken by the County Environmental
Enforcement Officer showing what violations had taken place and
disussed the violation at length. Mr. Miller indicated that the
State Attorney's office has ci'ted t:he homeowner and legal action is
pending. The Cit.y of Clearwater has also cited the homeowner and
continues to work with the State Attorney's office and the FDER to
mitigate damages.

Mr. Miller also talked about the Chi Chi Rodriguez Youth Foundation
which has gone through a site plan process, and is presently
undergoi.ng DER enforcement \'1i thin the City of Clearwater for dredge
and fill violations. The City has been trying to assist them to
work through the difficulties. Mr. Miller told the Committee that
he has asked his staff to work with the Foundation to implement the
tree replanting program at the site since resolution of the FDER
difficulties are nearing resolution. Mr. Miller pro~ised to keep
the committee informed.

Mr. Miller also notified the members that they are in the final
planning stages of a landscape reinspection program. He explained
that there are a number of properties in town -that are out. of
compliance City landscape requirements. Staff have developed a new
process that will be provi~ed to City management for review. Staff
would like to begin implementation of the program in February
subject to obtaining City approval to begin.

The Conuuit.tee supported the.. reinspectJon plan objectives and
suggested the Ci ty acknowledge developers in some manner that
adhere to Ci-ty ~egula tions, and also asked that Environmental
Management be pro*ided recognition for all their fine efforts to
administer their enforcement activities. Ms. Rice and Mr. Miller
agreed to get together and identify a way to handle this request.
III. ELECTION OF COMMITTEE OFFICERS
Floor was open for comruen ts . Mike Foley was nominated by Mr.
Reuter and seconded by Mr. DeBlaker, Mr. Hunt was nominated by Mr.
Perry and seconded by Mr, Jonson. Mr. Hunt was elected by a 5 to
2 ballot count for Chairman. Mr. DeBlaker moved that Mr. Foley be
nominated for the Vice Chairman, seconded by Mr. Hunt. Unanimously
approved by the Committee.
IV. SUBCOMMITTEE REPORTS

'l'here had been no meeting of the subcomrni ttee 1 therefore
there \vas no official report. However, Mr. Reuter
expressed concerns that Wastewater Reuse may not be ~he
best way to treat water. He suggested that the committee
continue to pursue alternative methods of wastewater
reuse that might be more environmentally acceptable.
Nr. Miller offered the Committee the opportunity to
review the consultants plan that will be provided to the
Commission for their comment. Camp Dresser & McKee has
completed their report and is now ready to make a
presentation to them before being taking the plan to the
Ci ty Commission. The Cornmi ttee agreed to review the
plan, beginning with the Reuse Subcommittee.
B . Wat.ershed MaIlu.gemen t Subcommittee
There had been no meeting of the subcommittee. However,
Mr. Miller provided an overview of activities performed
since last meeting on this subject with the Committee and
handed out: (1) a copy of a December 18, 1991 report to
Kathy Rice (Attached) on the comprehensive watershed
management program; (2) summary of consultant
authorizations to commence work; (3) a summary of
consultant expenditures to date; and (4) status of
Pinellas-Anclote River Basin Board Funding request for
the Comprehensive Watershed Management Program. All
items are attached.

he has provided to the committee at past meetings and requested
that the members review that information and discuss it at the next
meeting.

The ~committee recommends that the city of Clearwater
proceed with the plans to expand the reclaimed water system
to xelieve the impending severe problems associated with
pumping water out of the underground aquifer. If There are /'1 '
financial benefits to proceed now because of D.E.R. low
interest loan approvals and S.W.F.W.M.D. Grants in place for
this fiscal year.
We urge the Commissioners to familiarize themselves with st.
Petersburg Beach's plans .to rollout their system. We feel
it effectively answers the marketing problems of recla~med
water and resolves the "mandatory or voluntary" question.

The EAC believes the City of Clearwater Environmental
Program is well directed and that its continued effective-
ness can be further enhanced through increased public
awareness. Accordingly, the EAC will strive to assist in

The EAC proposes to stress provision of news articles
and similar widely distributed information channels (utility

Commendable, yecent, city staff activities to cite include:
-The proposed environmental reinspectiQn plan (now drafted)
-Inclusion of environment&l considerations in building and

TAe EAC is currently updating its action plan for the
balance of 1932 and will incorporate future Commission
guidance resulting from their yeview. In addition to the
public awareness and participation solicitation efforts
identified above, the committee expects to:
-Continue administrative oversight of the reasonableness
of on-going and new programs (objectives, budgets etc)
-Identify innovative approaches to present and future tasks
The EAC believes it can provide a useful communication
channel between local goveynment and Clearwatey citizens_
EAC comprehension and expertise is improving through city
staff tutorials and should enable provision.of specific,
feasible vecommendations on future assessment actions. The
City Commission can assist this enhancement by identifying
areas wheY'e comments aye desive~ and providing advisories of
imminent environmental actions.

The EAC was pleased to hear T. Finch's verbal report
yelative to efforts to assess City capability to perform.
some elements of the Stormwater Master Plan task. The EAC
continues to be concerned with the long term responsibility
as well as interim scope reductions through utilizati~n of
county data. The EAC presumes that Staff recommendations
will be generated for maximum overall economy wherever it is
clear that the work task will be unavoidable at some later
time. Obviously postponement until funds appear from other
sources may well be beneficial to Clearwater citizens.
The EAC subcommittee wishes to suggest that your staff

I inspected the laxe system today and found floating weed populations to be
higher than acceptable. Although the amount of weeds, namely Water Lettuce and
Hyacinth, is far leBS than the heavy collection noted in Dec. 1991, more
control is in order.
James Seymour, Supervisor of Pesticide operations, has secured some price
quotes for mechanical removal of the majority of the floating weeds from the
lake system. He has also been trying to have County personnel and equipment to
come do the job at no cost. The County haa backed out of one tentative d~te to
do the work due to the lack of priority. They may be able to do the work 'in 45
days.

I've also attached spray application records for recent herbicide applications
to cliff stevens lakes for your review. Lots of weeds have been killed, and
have rotted and sank. No fish kills or other noticeable problems have been
encountered as a xesult of our efforts.

The Northeast area of the city of Clearwater receives complete
wastewater treatment servibe at the Northeast Advanced
wastewater Treatment Plant. Treated wastewater is reclaimed
for delivery to several existing sites for reuse by
irrigation, or is discharged to Ta':npa Bay. The City of
Clearwater developed the Reclaimed Water Master Plan (Camp
Dresser & McKee Xno., April 1990) to identify the basis for
expanded reuse of reclaimed water :for irrigation in the
Northeast area and throughout the city. The Reclaimed Water
Master Plan established a three phase program for expansion of
the reuse system. The proqram identif~ed construction of
pipelines for service to residential, commercial and open
space areas, located in the Northeast area, as the first phase
of construction. Table 1 presents a summary of land uses and
potential reclai.med water customers in the Northeast area.
Reclaimed water could initially be used for lawn irrigation,
and other nonpotable uses, independent of the restrictions
experienced with the operation of the existing water system.
As the experienc~ with recl~imed water reuse improves,
additional alternative uses of that water resource, including
uses for commercia,l operations, toilet flushing and other
practical functions which do not require water of the highest
quality, could be developed.
The city is considering initiating the planning, design and
construction of over 40 miles of pipelines, as Phase 1, to
deliver 3.6 million gallons per day of reclaimed water for

The Clearwater city commission has expressed its commitment to
the effective use of availab~e water supplies, and considers
that the Northeast Reclaimed Water project would provide a
reasonable means o~ increasing available city water supplies.
The city ca.n receive a grant throuqh the Pinellas-Ancl.ote
Basin Board to help reduce t.he local costs for project
construction. The city can also receive low interest loans,
availab1e through the Florida Department of Env.ironmental
Regulation, to assist in financing the project construction

construct the Northeast Reclaimed Water System, would result
in the lowest practical costs to reolaimed'water customers.

(ERUs) ~ Costs for the transmission system, storage and

to the number of ERUs represented by each customer. Costs for

and commeroial/publio customers according to the number of
ERUs assiqned to each customer.
Use of rec1aimed water for irrigation appea.rs to offer several
advantages over 'the continued use of oity-supplied potable
water: (1) the estimated relative cost is low; (2) it would
reduce the amount of water whioh must be devloped in remote
areas an~ subsequently purchased from Pinellas County; and (3)
irrigation using reclaimed water would not be subject to the
water use xestxictions whiob are now being imposed with
increased frequenoy by the water management district. These
water use restrictions generally apply to the use of public
water supplies and to the use of private wells.

expressed by means of petitions and by participation in a public
hearing to discuss the project.
If Northeast area. residents and propert.y owners support the
project, they would become responsible for payment of the costs
for the loan, and for project administration, operations and
maintenance. An assessment offers a high assurance of project
loan repaymen~ and of future service to new customers, and is
the preferred methQd of payment. 'rhe City commission would

share of the project costs; residents and property owners who do
not apply for service would be required to pay a sbare of the

It is anticipated that system oustomers classified as
