The meeting was called to order at 4:00 P.M. by the Chairman,
Mr. Hunt, in Conference Room B at the City Hall Annex on March 11,
1992.
I . ROUTINE AGENDA
A. REVIEW MINUTES FOR APPROVAL
Corrections to minutes on second page, last paragraph, last line to
read "... spraying and improve the ecology." Motion made by Mr.
Foley to approve minutes of February 12, 1991 as submitted. and
seconded by Ms. Donovan. Motion carried unanimously.
B. CONFIRMING AGENDA.
As no corrections or additions were made to the agenda, it was
accepted as presented. Mr. Miller recommended Special Items be
placed prior to Routine Items. So presented.

II. PUBLIC WORKS AGENDA
2. SPECIAL ITEMS
a. Recycling Discussion
Mr. Miller introduced Ms. Teresa Eturaspe, Assistant Superintendent
of Solid Waste for Special Services, to discuss the city's
recycling program.
Mr. Miller also introduced Mr. Bob Brumback, Assistant Director/
Public Works fUtility, who is in charge of Utilities and solid
waste, and air park management.
Ms. Eturaspe is responsible for the recycling program in its
entirety, dealing with the residential, commercial and multi family
recycling program. The City would be interested in having this
type of program city wide. Ms. Eturaspe went into an elaborate
description of the City's pilot curbside recycling program. This
program will run until October 1, 1992, at which time the final
evaluation and report will be presented to the commission for
consideration for City wide use.
The pilot program is being introduced to Rosewood and Skycrest on
May 5, 1992, and to Morningside and The Meadows on May 8, 1992.
Ms. Eturaspe gave a list of i terns that will be collected for
recycling. An 18 gallon container will be delivered to residents,
at no charge, for curbside collection. Ms. Eturaspe presented
samples of the pamphlets and literature, that will be distributed
to the participants of this program in Clearwater.
The City of Clearwater has a separate yard waste program, and as
part of the recycling program, the ci ty will also introduce
information to the participants of the pilot area as to how the
yard waste clippings could be handled. The City is looking into a
separation of all yard waste, and an intense type of program will
be scheduled in the future. A revised garbage collection of once
a week is scheduled for July la, 1992.
The City will attempt to do as much as possible in the recycling
program with current staff. Mr. Brumback commented that the City
is going to try and balance automation with the labor intensive
requirements, in order to keep ra tes down. A truck has been
purchased with grant funds where it will allow curb sorting with a
clean process. Mr. Brumback described the "Labrie Truck" with the
adjustable compartments and bins. A. brief description of the
capabilities of this truck were given. A discussion ensued among
committee members.

Mr. Brumback stated that he has been to Tallahassee and involved
with the solid waste bill. He presented some of the arguments in
the house and senate committee.

Ms. Eturaspe requested the support of Environmental Advisory
Committee in the recycling program. Ms. Eturaspe went into the
marketability of certain recycled items.
Mr. Foley moved that committee make statement that EAC supports the
project as presented, motion was seconded by Mr. Reuter.
Mr. Foley requested a copy of the a budget report after the
completion of this program.
b. TNNEP Eco-Neighborhood Program
Mr. Miller introduced Mary Hoppe, Public Information Coordinator
for the Tampa Bay Estuary Program. Ms. Hoppe also serves on the
Citizens Advisory Committee for the Tampa Bay Estuary Program and
works to develop public education program and community outreach
programs.
The City of Clearwater is looking to participate in the "Florida
Neighborhoods Program" some manner. The National Estuary Program
requests the support of the Environmental Advisory Committee.
A draft prospectus "Florida Neighborhoods" was distributed to the
members presen.t. Ms. Hoppe gave an overview of the National
Estuary Program and the involvement with the "Florida Neighborhood
Program. They are in the Tampa Bay for a period of four years
studying conditions and working with Hillsborough, Manatee and
Pinellas Counties, to develop a regional master plan for restoring
the Bay. Ms. Hoppe described how a team from the Florida
Neighborhood Program will actually go into a neighborhood and
assess the areas for vital issues that effect Tampa Bay. This is
an opportunity to combine expertise and resources and work with a
large manageable sized group and establish an environmental action
plan.
National Estuary Program plans to fund II Florida I s Neighborhood \I
throughout the term of the program, and have committed to fund
$40,000, this year, to provide a project coordinator for the
assessment team. The County Cooperative Extension will be housing
the coordinator. Three major agencies that will be involved are
Water Management District, DER and DNR; and the two Utilities will
be Florida Power and Tampa Electric Company. A program will be set
up and given a year, then returned to and observe if the program
was a success. Because of the way this program has been
structured, it will be possible to return and note if change in
behavior has been motivated. Piloting of this program will begin
this year I and .then open up for application next. Ms. Hoppe
expressed that this was a "Hands on Support" program. A pilot site
decision should be made by May 1992.

Mr. Jonson inquired how are the differen"t environmental committees
coordinating the funds, since it appears they are all doing the
same thing. Some discussion followed. Mr. Miller stated that one
of the largest concerns is water pollution which begins on land and
which is the result of land usage. If the citizens could be better
educated as how do deal with their own waste products, keeping them
out of water ways and create greater emphasis on public awareness
would be very beneficial. Mr. Miller also notified that the
Clearwater Chamber has agreed to meet on some of the issues and
discuss doing a similar type of program with the businesses. Mr.
Miller expressed the concerns involved and the purpose of making
the public a more educated user of the system. A discussion
followed referencing to the possible areas within the City of
Clearwater, if selected as pilot site.
Comments on "Florida Neighborhoods" draft presented may be directed
to Ms. Hoppe.
Mr. Fo ley made motion that the Watershed Subcommittee meet and
discuss the pr0gram that was presented, and their findings can then
be pre sented the next EAC meeting. At that time the EAC can
decide if they wish to support this program, and then proceed to
notify the Commission. It was decided to hold meeting on March 26,
1992, at 9:30 at City Annex.
Mr. Hunt, the Chairman thanked Ms. Hoppe for her presentation on
the project.
I. Routine Items
a. Commission Actions
Mr. Miller stated that a response was received to the
letter written by Mr. Hunt to the commissioners. EAC
comments have been taken under advisement, however, no
direction has been given. Copy of response was
distributed to members.
Commissioner Fitzgerald expressed concerns about spraying
at Cliff Stevens Park, and requested additional
information. In response, the City Manager provided a
copy of August 28 1991 memo to Mr. Fitzgerald. (Copy of
that memo was distributed to members for their
edification.) Mr. Jonson wished to make certain that the
commissioners were properly informed and that Item 3 of
response should be phrased to indicate to permit the
reduction of chemical spraying rather than elimination.
Mr. Jonson stated that he believes if any member has any
concerns to bring them forth to the EAC meeting so that
concern can be discussed, and then concerns be addressed
to the commissioners by the EAC committee.

b. Cliff Stevens Parks
The original spray program was established through Parks
and Recrea"tion Department. .As a resul.t of EAC requests,
Mr. Miller has been directed to identify some of the
concerns of the EAC. Mr. Mi..ller informed the committee
members that he is presently i..n the process of obtaining
total cost associated with the spray program cost and
with the mechanical harvester, as well as the total cost
of hand removal. Also in process of obtaining an
estimate from a consulting ii..rm on a contract basis to
maintain the pond in a natural way. Reports to be
accomplished within the next four months.
c. Waste Oil Contamination Event
Mr. Mi ller dis cussed a problem the City has with the
Municipal Motor Pool at Vine and Myrtle. Presently the
City has property outside the perimeter of this site,
which is being made available to residents as new homes.
The city had at one tanks of fuel on site and decision
was made to close site and closure reports were
provided. The whole site was placed of the Flori..da
Department of Environmental Regulation Early Detection
List for cleanup. The site where the homes are presently
made available has been checked for contamination by
staff. To date no contamination was found as result of
oil tank removals, At that time a waste oil tank was
located in the right-of-way, and is of concern to
Environmental Management. The tank will be pull.ed out of
the ground, and above ground tank supplied for Parks and
Recreation. Mr. Miller went on to explain the necessary
procedures required in contamination of this nature.
Mr. Hunt requested additional information on Hillcrest
and should the EAC look into this issue. Mr. Miller
Public Works Department did not believe this to

III. Subcommittee Status Reports
1. Wastewater Reuse
Mr. Davis stated that he was disappointed to see that City Council
saw not to pursue the program in place. Mr. Davis stated that he
was concerned when he noticed that subcommittee motion was
separated, and the entire issue was not presented up front. Mr.

Jonson stated that he spoke to Kathy Rice in reference to this
issue, and Ms. Rice stated that the council is looking for a more
marketable approach before addressing the commission for approval.
A discussion followed as to the funding.
5. Organization sub committee
Mr. Jonson stated that the Orqanizational sub committee met and
looked at the scope of the committee. Did not come up with
conclusion, however will meet again and invited committee members
to join on March 31/ at noon. Mr. Jonson presented minutes of
meeting.

Mr. Hunt inquired if there were other subjects that members thought
should be discussed in the near future.
Mr. Foley stated that he would like to put the Mosquito issue on
the table, as well as stream side maintenance. Also concerned
about the sediment at the mouth of Stevenson Creek going out to
Clearwater Harbor. Mr. Foley would like to discuss this and the
impact on Clearwater Harbor.
Inqui.red if there were any new subjects. Mr. Davis suggested
looking into Septic tanks. Mr, Jonson would like to look at a re-
treeing proqram for streets of Clearwater. Mr. Foley went along
with this I also requesting some of the municipal areas to be
enhanced ~ith trees. Mr. Hunt suggested that some of the trees
needed to be replanted by Chi CHi Rodriquez should be planted along
the city streets.
Mr. Davis complemented the city's project in re-establishing the
park in his area with new sidewalks, planting grass and replanted
trees in his area. The ci ti zens are in support of this and
enjoying the area.
Mr. Rueter stated he would like some comments on the use of liquid
fertilizer. He also feels that water heaters should be insulated,
and the City should install more solar panels.
Mr. Jonson brought to the attention of the members, an article in
the Tampa paper about the Environmental Enforcement of the
Landscape Code, and approves of this.
Mr. Foley stated that he spoke to Detective Bob Ankenbauer,
Environmental Investigator of the County. Detective Ankenbauer
stated he would be willing to come and discuss the county's
ordinances and the enforcement of same.
Mr. Miller made reference to copy of letter distributed, stating

that it directed Ring Engineering to do only what they are required
to do. The last page of the letter indicates results of action.
The City is looking for other alternatives to accomplish certain
work. This was presented to conuni ttee for their information. This
was based on the meeting the city had with the County. Some
discussion followed.
The next meeting was scheduled for April 8, 1992 at 4:00 PM.
Motion was made for adjournment at 6:45 by Mr. Davis, Mr. Reuter
seconded motion.
