Miller, Assistant Director/ Environmental; Charles King, WKD; Thomas Burke, CDM, Michael Taylor, CDM and Viola Wasilewski (Recording Secretary) Action Items: None The meeting was called to order at 8:00 A.:M. by Chairman, Bill Jonson, in the DRe Conference Room at the City Hall Annex on February 19, 1991. Motion was made to approve minutes and seconded. Motion carried unanimously. Stevenson Creek Presentation: Mr. Hunsicker provided an overview of the Stevenson's Creek Project to the committee to provide flood protection to residents in the Stevenson Creek watershed. The city is required by federal regulation to protect water quality. To accomplish the mission of flood protection, the city has elected to increase the stormwater capaci ty of Stevenson Creek, as a means of reducing property flooding. Mr. Hunsicker stated that Phase I of Stevenson Creek has been permitted by Environmental Regulatory Agencies, and therefore, would also protect water quality. plans are now being considered by local contractors. Mr. Baker was then introduced and presented a chart of the entire watershed of Stevenson Creek, including construction of Phases I and II. He discussed the removal of sediment by means of a sediment trap. Mr. Baker stated that it will ultimately be an 15"";'-. ( ,. i' environmental enhancement once the pro ject is completed. The mitigation of disturbed wetlands was discussed due to the construction of Phase I. The mitigation will be constructed in the Clearwater Country Club golf course. Mr. Baker also explained that re-channeling leads to greater storrnwa ter velocities. Higher velocities cause serious erosion, therefore the need for additional hardlining. Mr. Baker indicated that where hardlining is not necessary, natural wide earthen sections would be used. Mr. Baker discussed at length the location of the proposed channel and the new drainage structure improvements. Discussion ensued regarding Mr. Foley's Stevenson Creek "Natural Plan" and the drainage cri teria used to model Stevenson Creek hydrology. Stevenson Creek Sub-Committee Report Mr. Foley presented and discussed recommendations for City Commission consideration in reference to Stevenson Creek (Attachment A). These comments were recognized as Mr. Foley's comnlents and were not necessarily the comment of the Subcommittee. Mr. Mazur discussed and elaborated on the memorandum submitted to the Committee members by the Stevenson Creek Subcommittee (Attachment B), in which 5 recommendations were listed. These recommendations included: 1. Verify that proposed engineering solution properly accounted for blocked culverts (at Cleveland Street, Pierce Street, Franklin Street, Court Street, Druid Street and Jeffords Street) that, which from all indication may have existed for the calibration event. 2. The "natural plans" (per Tom Reese letter of ,1991) positive affect on existing flooding conditions has never been determined since the intent of the "natural plan" was to reduce structural solutions to the maximum extent practicable in support of features to return and enhance the natural functions of the creek. 3. Modify the current "City Plan" to utilize Glen Oaks to the maximum extent possible for water quality, quantity and environmental benefits. 4 . Determine whether the purchase of flood damaged homes upstream of Belleview Boulevard is more economical than the current "City Planll in that vicinity. 5. Stevenson Creek should receive the highest priority for implementation of a comprehensive watershed plan in accordance with NPDES guidelines and comprehensive Plan Policies 16.2.8 and 17.1.5. 2 . , I ' . Request to receive minutes sooner and more timely; discussion of a Stevenson'sCreek committee being left off - decided to defer it tl'1is meeting and approve these minutes r B. no modifications II A. 1. Distributed list of current stormwater retention ponds, both in working and non- working order. Terry Finch addressed the committee and will look into getting us better descriptions of the ponds. 2. Stormwater utility was adopted on Dec. 20 B. Legislative Watch List was passed out, and Mr. lVIiller discussed a few items. Stormwater was also discussed. Mr Miller will pull together a description of what a .. good stormwater system is (easily maintainable and what functions best); Terry Finch has a good brochure being printed she can bring; well head protection a topic to be discussedat a later meeting; Mr. Mazur Vlill bring someonein to talk about pond design; Mr. Hunsicker informed us that every site plan that comes in for the city has to have storlnwater facilities. ~@ Allen's Creek handout passed out and discussed. Hunsicker informed us that there are 6 main programs with 5 years of implementation plans for /15 years of programming (?): Water, Wastewater, Reuse, Solid Waste (Recycling), Stormwater, and Estuary. Mr. Davis looked over the list and tried to reduce it to a more manageable size according to the 6 main programs listed above. A motion was made to accept this list. c'/ /
