Members Present:
Chairman Johnson, Ms. Nixon, Messrs. Ferrell, Green,
Hamilton, Hogan, and Schwob
Chairman Johnson outlined the procedures for conditional uses and advised that
anyone adversely affected by a decision of the Planning and Zoning Board, with
regard to conditional uses, has two weeks from this date in which to file an
appeal through the City Clerk's Office. Florida Law requires any party
appealing a decision of this Board to have a record of the proceedings to
support the appeal.

Mr. Kichael Sheldon, applicant, stated he is the proposed purchaser and the
application is for a change of own.ershi.p onLy. lIe stated there iH no change in.
the use except some poss ibl(~ expansion of rood scrvice4 He also stated the
establishment has been i.n ('!xistence for a long time, with a steady group of
loyal, local customers. He advised the establishment is very smalL and, though
45 seats are allowed, there are only 23 seats on premises. He stated there is
no intention of ever having live music. Mr. Sheldon stated a copy of police
incidents at the above location were obtained before purchasing the property
to insure the location was not a trouble spot, and there have been no arrests
at the above location as a result of problems. He 3180 stated that he and his
wi.fe will be active in the everyday operation and control of the
establishment. Mr. Sheldon stated many of the customers are walk-in customers.
After questioning by Mr. Schwab, Mr. Sheldon stated he has had experience with
this type of operation and he is more oriented toward food service.
In support of the above request, Ms. Mary Guyton, presl.~nt owner, stated the
operation is being sold due to the poor health of her husband and she felt the
new owners will do a fine job.

The above property is located on the east side of El Trinidad Drive at its
northern terminus.
Mr. Prui t t adv is ed as fo llows: Th is is a reques t for annexa t ion and RS-8
(Single-Family Residential "Eight") zoning; the property is presently vacant
and a single family residence is proposed for each lot; City sewer is
available, natural gas is not available, and water is available from the
County; the Land Use Plan designation is Low Density Residential; and, the
surrounding uses are residential. Mr. Pruitt advised staff recommended
approval of the annexation and RS--8 (Single-Family Residential "Eight")
zon~ng.

Mr.. Prui.tt eKplained the Opinion Survey excerpts the Board members received
and how the statistics were achieved.
Mr. Pruitt advised the discussion regarding the public/semi-public land use
designation was not finalized at the previous task force meeting. He advised
the discussion centered around the possibility of separating this designation
into different categories. He stated, as an example, that public office
buildings be in an office category and utility substations and plants be in an
industrial category.
After discussion the BO.1rd felt, in regard to the public/semi-public
designation, the Land Use desi.gnation should remain unchanged but the zoning
category should be broken down by considering such things as noise level, use,
traffic impac t, etc. After questioning by Board members, Hr. Pruitt advised
th e id ea of break ing down the zon ing as s ugges ted wo u ld agree wi th St a te
guidelines. The Board also felt the flexibility of the zoning should remain.

Mr. Pruitt advised that the Comprehensive Plan LS required to be updated every
five yea 1"S and any neces s a ry changes sh ould be cons ide red a t the time 0 f
update.
Mr. Pruitt st.3ted the Board, as the Land Use Element Task Force, must decide
on ideas for Goa is, Ob j ec t i ves, and Po 1 ic ie s. He s ugges ted the Boa rd come up
with a central idea in order to formulate Goal~, Objectives, and Policies.
E. Board and Staff Comments
Mr. Hami.lton advised he passed by the Sandpiper and the door was still open
and Mr. FerrelL advised he passed by the Sandpiper and the door was closed.
Af ter discuss iorr by the Boa rd rega rd ing vaca t ion time s , it was de termi ned
there would be no quorum for the meetings of July 19, 1988 and August 2, 1988.
It was determined that there would be 5 members available for a possible
alternative meeting date of July 26, 1988. as. Moore stated she would advise
Hs. Harvey of the need to cancel the July 19 and August 2 meetings and the
Board will be advised after a decision is made on a possible July 26 meeting.
