CXTY COMMISSION MEETING June 3, 196B The City Commission of ~he City ox Clearwater met in regular session at the City Hall, Monday, June 3, 1968, at ~:30 P.M., with the f0110wing members present: ~. The invocation was given by Reverend Walter Ha11, Peace Memorial Presbyterian Church. Commissioner Brwmfield moved that the minutes of the regular meeting of May 20th, 1968, be approved as recorded and as submitted in written swmmation by the Clerk to each Commissioner. Motion was seconded by Comm~ssioner Carter and carried unanimous1y. The Mayor announced the first item on the agenda was a public hearing to consider the demolition of a structure under the Minimum Housing Ordinance on Lot 2, ~lo~k G, Avondale Sub - William Woo11ey, owner. The City Clerk reported that affidavit of publication was on xile and that notices had been sent by certified mail to the owner and others. The City Building Inspector described condition and past action taken by the Building Department, The City Manager recommended demolition of the structure with the County Health Department concurring, There were no objections. The City Attorney read Reso1ution #68-66, authorizing action to compl~ with minimum housing code. Commissioner Brumfield moved that Resolution #68-66 be passed and adopted and the appropriate officials of the City be authorized to execute it. Motion was seconded by Commissioner Williams and carried unanimously. The next item was a public hea~ing on proposed Ordinance #1150 amending the R-4 multiple dwelling c1assifications. The City Manager reported receipt of letters from the local section American Institute of Architects, the Clearwater- Largo-Dunedin Board of Realtors, the Downtown Association of Clearwater and from Alexander & Moskowitz, Inc. of Ne~ York. Mr. Lee Ba~bee, President of the Clea~water-Largo-Dunedin Board read a report from a committee of realtors who had studied the proposed ordinance. The City Manager read a letter from Alexander & Moskowitz Inc. with their recommendations. Mr. Lewis Homer, Chai~man of the Special Committee of the Board of Realtors spoke objecting to the proposed changes. Mr. William MacKenzie, representing Carand, Inc. re~ues~ed information as to new1y proposed changes that had been made in the o~iginal ordinance and stated that he was opposed to the new ordinance as a whole with the whole zoning ordinance needing to be completely rewritten. Mr. Forrest E. Watson, Jr., President, Clearwater Sect~on American Institute of Architects, stated that their recommendations had been made in two letters, but requested further study after incorporation of the reco~endations of his group and otners. Mr. Dana Johannes, architect, felt there was a difference between the downtown and outer areas and requested a chance to study the matter further. The City Planner' reported that the Planning & Zoning Board had reviewed the letters received and recommended certain revisions be made, Commissioner Brumfield moved that the proposed ordinance be referred to the City Manager, the Planning & Zoning Board, and the City Attorney for recommendations and public hearings. Motion was seconded by Commissioner Carter and ca~ried unanimously. Resolution #68-67 was read by the City Attorney authorizing the City Manager to apply as soon as possible to Trustees of the Internal Improvement Fund of the State of Florida and to the U. S. Corps of Engineers for necessary permit to remove sand by dredging for improvement of navigation channels and recreation in the area East of ~he Nortnern pa~t of Clearwater Beach, Section 32-28-15. Mr. Wallace Skinner, representing North Bay Co., developer of Is~and Estates, said they would be glad to do this work at no cost to the City. Mr. Gordon Staples, Commodore of Yacht Club, spoke in favor. Mr. John Finnegan, 1834 Venetian Point Dr. objected. Commissioner BLackstone moved Resolution ~68-67 be passed and adopted and the appropriate officials be authorized to execute i~. Motion was seconded by Commissioner Williams and carried unanimously. The City Manager announced a pub1ic hearing for the paving, curbing and drainage of Jurgens St. - Vine to Pennsylvania; Vine st. - Palmetto to Jurgens; and Metto St. - Myrtle to Vine. The City Enginee~ eKplained at the preliminary hearing out of a total of 22 property owners, 21 in favor and 1 opposed, with the estimated assessable cost per f~ont foot as $3.95. The City Clerk reported a letter ox objection from Mr. Frank C. Logan, attorney for ~annel1e P. Lowell. Mr. Logan was present and expanded on the contents of his letter. Commissioner Williams moved that since no valid objections have been filed for the paving, curbing and drainage of Jurgens, Vine and Metto St.. that this project be approved and the City Manager and City Engineer be directed forthwith to proceed with such imp~ovements as an assessment proje~t. The rodent control inspector considered the lots a menace to public health, safety and welfare. There were no objections. Comrr.issioner Brumfield moved Resolution #68-64 passed on May 20th, 1968, be confirmed and made effective as to all persons and parcels listed thereon except for those whose lots have been verified as being cleared and those who have paid the City for the clearing and the proper City officials and employees are hereby directed to proceed in accordance with law to see that the lots are cleared. Motion was seconded by Commissioner Carter and carried unanimousl)'. The City Manager presented request from the Bishop of Diocese of St. Augustine for annexation of Lots 2 and 15, PINELLAS GROVES Sub. in SE 1/4 of Section 12-29-15, with R-4 zoning. Commissioner Williams moved that the request of the Diocese of'St. Augustine be referred to the Planning & Zoning Board for study and appropriate public hearings, and report back with recommendation at , earliest convenience. Motion was seconded by Commissioner Brumfield and carried unanimously. The City Manager presented for approval Change Order #1 for the contract with Sullivan, Long & Hagerty for 1967 Water & Sewer Project - Part XII Belcher Rd. Interceptor Sewer & Water Main, reducing the contract in the amount of $1,429.45. Commissioner Williams moved that Change Order be approved and the appropriate officials be authorized to execute it. Motion was seconded by Commissioner Brumfield and carried unanimously. The City Manager recommended the bid of American Meter Co., Birmingham, Ala., for 1 aluminum case gas meter. Commissioner Blackstone moved upon the recommen- dation of the Asst. Purchasing Agent, concurred therein by the City Manager that the contract for the gas meter for Royal Stewart Arms project be awarded to the American Meter Co., in the amount of $837.77, which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans and specifica- tions and bid. Motion was seconded by Commissioner Brumfield and carried unanimOUSly. The City Manager recommended the bid of Bud's Electric Motor Service for 1 electric motor as a replacement for Water Dept. Well pump. Commissioner Brumfield moved upon the recommendation of the Asst. Purchasing Agent concurred therein by the City Manager that the contract for 1 electric motor be awarded to Bud's Electric Motor Service, Clearwater for the sum of $774.77, which is the lowest and best responsible bid and that the appropriate officials of the City be author- ized to execute said contract which shall be in accordance with the olans and specifications and bid. Motion was seconded by Commissioner Carter and carried unanimously. The City Manager recommended accepting the bid of L. C. Williams for 2500 yards, garland for Christmas decorations. Commissioner Blackstone moved upon the recommendation of the Asst. PurChasing Agent, concurred therein by the City Manager that the contract for Christmas decoration garland be awarded to L. C. Williams, St. Petersburg, for the sum of $3,558.75, which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans, specifications and bid. Motion was seconded by Commissioner Brumfield and carried unanimOUSly. The City Manager recommended accepting the bid of Double Envelope Corp. for envelopes for Utility Bill mailings. Commissioner Brumfield moved upon the recommendation of the Asst. Purchasing Agent, concurred therein by the City Manager that the contract be awarded to the Double Envelope Corp., Miami, Fla. for envelopes, for the sum of $2,205.60, which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Williams and carried unanimOUSly. The City Manager recommended the bid of Orange State Motor Co., Inc., for 4 International 1890 Refuse Trucks with Leach Packmaster bodies, at a net cost of $47,337.~8, which includes trade-in allowance for 3 trucks. He explained that the City of Safety Harbor has offered the same amount as the trade-in for 1 of the 4 proposed trucks to be traded. This means a total net cost to the City of $46,239.48, which is the same as the Orange State Motor Co., bid. Commissioner Williams moved upon the recommendation of the Asst. Purchasing Agent, concurred therein by the City Manager that the contract for 4 Leach garbage trucks be given to the Orange State Motor Co. Inc., Tampa, in the amount of $47,339.48, which is the lowest and best responsible bid and that the appropriate officials of the Cit)' be authorized to execute said contract which shall be in accordance with the plans and specifications and bid, and the City Manager be given the authority to negotiate with the City of Safety Harbor for sale of one of the proposed trade-ins. Purchasing Agent, con- curred therein by the City Manager that the contract be awarded to Campbell Paving Co., for the sum of $9,010.65, which is the lowest and best responsible bid and that the appropriate officials be authorized to execute said contract which shall be in accordance with the plans and specifications and bid, Motion was seconded by Commissioner Brumfield and carried unanimously. The City Manager recommended the bid of K & K Company 1 for Turner St. paving, curbing and drainage from Duncan to Phoenix. Comm~ssioner Carter moved upon recommendation of the Asst. The City Manager recommended the bid of Azzarelli Construction Co., to renew existing high pressure gas mains to serve Island Estates & Clearwater Beach, starting at Drew St. & Osceola Ave. and running to a point about 900 ft. East of the West bridge on Memorial Causeway. Commissioner Williams moved upon the recommendation of the Asst. Purchasing Agen~, concurred therein by the City Manager that the contract be awarded to Azzarelli Construction Co., Tampa, for the sum of $23,610.50, which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans and s~ecifications and bid. The City Manager recommended the bid of Gulf Cities Concrete for concrete groin slabs for annual inventory requirernen~s, Commissioner Blackstone moved upon the recommendation of the Asst. The City Manager reported progress in his discussions regarding the joint use of school recreataonal facilities and recommended aonroval of a proposal to use Williams elementary school for the City recreationai~prograrn. Commissioner Brumfield moved that the City Manager negotiate with Dr. Southard and the School Board for use of Williams elementary school for the City summer recreational program and express appreciation for their cooperation. Motion was seconded by Commissioner Carter and carried unanimously. The City Attorney reminded the Commission that Ordinance #1150 amending the zoning ordinance had been deferred earlier in the meeting. The City Attorney presented the following easements for acceptance: Drainage easement from Hansel Harner over South 5 ft. of Lot 4, Block G, Unit 0, Skycrest Sub. . 5 ft.
