October 26, 1967
The City Commission ox the City of Clearwater met in speoial session at the
City Hall, Thursday, October 26, 1967, at 10:30 A.M. with the following members
present:

The Mayor called the meeting to order. The invocation was givenby
Chief Booth.
The Asst. City Attorney read in full on i~s first reading proposed Ordinanoe
#1130 repealing Ordinances #1127, #1120, #1128, and #1129, which set up the intent
to annex certain properties into the City and provided for a special election on
November 21st. Commissioner Brumfield moved Ordinance #1130 be passed on its
first reading. Motion was seconded by Commissioner Stephens and carried
unanimously.
Commissioner Brumfield moved Ordinance #1130 be read and considered on its
second reading by title only with the unanimous consent of the Commission. Motion
was seconded by Commissioner Stephens and carried unanimously. The Ordinance was
read by title only.
The City Engineer left the meeting at this time.
Commissioner Brwnfield moved that Ordinance #1130 be passed on its second reading
by title only. Motion was seconded by Commissioner Stephens and carried unani-
mously.
Commissioner Brumfield moved that Ordinance #1130 be read and considered on
its third and final reading at this meeting of the Commission by unanimous consent
of the Commission. Motion was seconded by Co~issioner Stephens and carried
unanimously. The Ordinance was read in full. Commissioner Brumfield moved
Ordinance #1130 be passed on its third and final reading and adopted and that the
appropriate officials be authorized to execute it. Motion was seconded by
Commissioner Stephens and carried unanimously.
The Asst. City Attorney read Ordinance #1131 in full on its first reading
declaring intent to annex certain described properties into the City. Commissioner
Williams moved that Ordinance #1131 be passed on its first reading. The motion
died for lack of a second.
Commissioner Brumfield moved that the meeting be recessed for about 15
minutes. Motion was seconded by Commissioner Stephens and carried unanimously.
The Asst. City Attorney read Ordinance #1132 in full on its first reading,
providing for a special referendum election on November 28, 1967, relating to the
extension of terms of office for the Mayor-Co~issioner and Commissioners from
two to four years. Commissioner Blackstone moved Ordinance #1132 be passed on its
first reading. Motion was seconded by Commissioner Stephens and carried unani-
mously. (Commissioner \vil1iams originally voted "No", but changed his vote to
"Aye", to make it unanimous and explained that in view of the controversy over
annexation that the voters might not consider the merits of the Special Act to be
voted on relating to 4 year terms for the City Commission. Commissioner
Blackstone concurred with Commissioner Williams' remarks.)
Commissioner Blackstone moved Ordinance #1132 be read and considered on its
second reading by title only with the unanimous consent of the Commission. Motion
was seconded by Commissioner Stephens and carried unanimously. The Ordinance was
read by title only. Commissioner Blackstone moved Ordinance #1132 be passed on
its second reading by title only. Motion was seconded by Commissioner Stephens
and carried unanimously.
