CITY COMMISSION MEETING
October 18, 1967
The City Commission of the City of Clearwater met in special session at the
City Hall, Wednesday, October 18, 1967, at 11:30 A.M. with the following members
present:

The Mayor called the meeting to order and announced that the purpose of the
meeting was to receive bids on the sale of $1,250,000.00 Utility Revenue
Certificates, Series of 1967, and any other business that may be presented. The
invocation was given by Commissioner Williams.
The Mayor stated that certain newspaper reports were wrong regarding the
annexation of Belcher Rd.
The City Manager read the bids from nine firms for the Utility Revenue
Certificates as follows:

The Mayor announced that at this time the bids would be referred to the Fiscal
Agent, Loomis Leedy, Jr. of ~eedy, Wheeler & Alleman and the City Finance Director,
Kenneth McCreary, for tabulation and recommendation.
The Asst. City Attorney read amendments to Ordinance #1127 which amendments
combined certain election precincts and redesignated the items contained in the
ordinance. The City Engineer displayed a map of the area and approximately 20
people viewed the map and discussed the matter with the City Manager and Commission,
Co~issioner Brumfield moved ~hat these amendments to Ordinance #1127 as read be
approved. Motion was seconded by Commissioner Williams and carried unanimously.
Mr. Leedy reported that ~he tabulation was completed; that the bids were in
order; and that the lowest and best bid was that of John Nuveen & Co. Inc., et al,
and he recommended it be accepted.
Commissioner Brumfield moved that the bid of John Nuveen & Co. Inc., offering
to pay the sum of $1,237.755.00 for the City of Clearwater $1,250,000,00 Utility
Revenue Certificate-Issue, Series of 1967, dated August 1, 1967, together with
accrued interest to the date of delivery and having a net interest cost of
$831,330.00, and an effective interest rate of 4.5929%, be accepted and that
Resolution '67-99 be passed and adopted and that the appropriate officials be
authorized to execute same and that the City Clerk is hereby authorized and directed
to return forthwith the good faith checks of all unsuccessful bidders. Motion was
seconded by Commissioner Blackstone and carried unanimously.

Mr. Leedy ex~ressed the opinion from financial information obtainable that
a change in interest rates is likely but indications are that there would be no
lowe~ interest rate for at least 9 monthR.
The City Manager reported receipt of d phone call from the Department of
Housing and Urban Development office in Atlanta that the City's application for
a Federal grant in the amount of $313,000.00 had been approved, for sewer
improvements, but official word would come from Washington.
The Asst. City Attorney read in full on its third and final reading
Ordinance #1127 repealing Ordinance "1120 and declarinR the intention of the
City to annex certain unincorporated property. Mr. J. E. Satterfield asked the
City Commission not to do the election this way, as it waG forcing people into
Largo. Mr. Donald Sampson, President of the Rural Federation of Civic
Associations, stated that the figures published by the City in the newspaper
were not correct. He also spoke about sanitary sewers, pOlice protection and
not enough policemen and asked questions about fire protection, saying people
annex:ed would be paying for services they Ii/ere not receiving. Mr. Wm. Gallant,
resident of Kapok Forest said it would be taking $200.00 in taKes out of the
peop1es pockets through annexation for services that cannot be provided,
especially by the Police Department. Mr. John Bonner, Attorney for the City of
Largo, said he was not objecting for Largo, but wished officials to meet to
discuss cooperation for future services, etc. Mr. Ted McLane spoke for a lady
living on Social Security, whose husband was an invalid, saying she would have
to give up her home with increased taxes, etc. if the referendum is passed.
Mr. Earl F. Schreiner, Precinct 15, asked what the City could offer him in
addition to what he has in the County. Commissioner Brumfield moved Ordinance
#1127 be passed on its third and final reading and adopted as amended and that
the appropriate officials be authorized to execute it. Motion was seconded by
Commissioner Williams and carried unanimously.
The Asst. City Attorney outlined amendments to Ordinance #1128. Commissioner
Williams moved that these amendments to Ordinance #1128 be aDDroved as read.
Motion was seconded by Commissioner Brumfield and carried unanimously.
The Asst. City Attorney read in full on its third and final reading
Ordinance #1128 providing for a special election on November 21st, 1967 for
ratification of Chapter 67-1216 Special Acts of Florida 1967, and a referendum
determining whether certain unincorporated property shall be annexed to the City
etc. , as amended. Commissioner Williams moved Ordinance #1128 be passed on its
third and final reading and adopted as amended and the a~pro?riate officials be
a uthorized to execute it. Motion t.las seconded bv Commissioner Brumfield and
carried unanimous Iv. -
The City Clerk presented for approval a list of polling places for the City
elec~ion on November 21, 1967. Commissioner Brumfield moved that the list of
polling places be approved as outlined by the City Clerk. Motion was seconded
by Commissioner Blackstone and carried unanimously.
The .City Clerk recommended a pay rate of $17.50 per day for the inspectors
and $20.00 per day for the Clerks at the polling places, for the November 21,1967
City election. Commissioner Brumfield moved to approve the recommendation of the
City Clerk as outlined. Motion was seconded by Commissioner Williams and
carried unanimously.
The list of poll workers for the polling places within the incorporated area
of the City was presented for approval by the City Clerk. Commissioner Brumfield
moved that the list as prepared by the City Clerk be approved. Motion was
seconded by Commissioner Williams and carried unanimously.
The City Clerk presented for approval the partial list of workers in the
area outside the Citv in the areas to be annexed. Commissioner Brumfield moved
that the list of poll workers for the area to be annexed as submitted by the
Clerk be approved with the Clerk being authorized to shift workers as needed and
the Mayor being authorized to approve any additional workers needed. Motion was
seconded by Commissioner Williams and carried unanimously.
The City Manager recommended for approval an agreement with the Pinellas
County Commissioners for the resurfacing of Highland Ave. from Palmetto to
Gulf to Bay Blvd. whereby the County agrees to pay one-half the cost and the City
to pay an expenditure of not more than $7,500.00 or one-half the cost.
Commissioner Blackstone moved that the recommendation be approved and the proper
officials be authorized to execute it. Motion was seconded by Commissioner
Brumfield and carried unanimously.
