~ITY COMMISSION MEETING
October 6, 1967
The City Commission of the City of Clearwater met in special session at the
City Hall. Friday, October 6th, 1967. at 9:45 A.M. with the fo1lowing m~nbers
present:

The Mayor called the meeting to order. The invocation was given by Chief
Booth. The Mayor then commended Chief Booth for being appointed by Governor
Claude Kirk of Florida as a member of the Law Enforcements Minimum Standard Council.
The Cit~ Attorney read in full Resolution #67-93 adopting amendments to the
Pay Plan. Commissioner Brumfield moved that Resolution #67-93 be passed and
adopted and the appropriate officials of the City be authorized to execute it.
Motion ~as seconded by Commissioner Stephens and carried unanimously.
Commissioner Stephens moved that

salary increases be approved for the

$600.00 per year
$1200.00 per year
5% increase
Motion was seconded by Commissioner Brumfield. Upon the vote being taken. Mayor
Hougen and Commissioners Stephens, Brumfield and Blackstone voted "Aye".
Commissioner Williams voted "No". Motion carried.
The City Manager stated that the Pinellas County Commission acting as the
Pinellas County Navigation Control Authority still planned a hearing on Tuesday,
October 10th, 1967, on the request of Highpoint Corp. and East Cove Inc., relating
to a bulkhead change to construct a marina immediately South of Pierce St.
(between Haven St. and Pierce St..> and request the City Attorney to report on the
matter. The City Attorney stated it was still a question as to the County's
authority but he was inclined to think that they still have the authority to act.
He recommended that the City should have a statement r'eady and someone present to
represent the City on the matter. Commissioner Williams moved that the City
Manager and City Attorney and other appropriate staff represent the City at that
meeting and take the following action: After having this matter on the City's
publicly advertised agenda for two or more successive meetings and studying the
matter since it was presented to the City Commission two weeks agot I find that
the City is not in a position to render expert opinion as to whether this appli-
cation will help or hurt the fish and wild life, I therefore move that the proper
City officials be authorized to send a communication and represent the City at
the Pine1las County Navigation Control Board stating the City's position on the
request which is:
1. That the City finds that this project is in the best interest of the
citizens of the City of Clearwater.
2. That the City does not object to the anolicant acquir'ing bottom lands
in front of property owned by the applicant.
3. That the City does object to the applicant acquiring bottom lands in
front of the publicly owned Haven Street property owned by the City, it being
understood that the City will acquire said bottom lands.
q. That the City does not object to the applicant dredging and filling for
the purposes of installing a protected harbor and marinat provided there are no
boat repair facilities located in the area, which the City proposes to control
by proper zoning.
Motion was seconded by Commissioner Blackstone and carried unanimously.
The City Manager reported that he will be out of town neKt week and suggested
that the City Engineer as well as the City Attorney attend the meeting.
Commissioner Brumfield moved that the meeting be adjo
was seconded by Commissioner Stephens and carried unanimo
