Everett Hougen Clifton Stephens Geo. R. Brumfield Cal Blackstone, Jr. Absent: Donald S. Williams Mayor-Commissioner Commissioner Commissioner Commissioner Commissioner Also present were: James R. Stewart Herbert M. Brown Max Battle Willis Booth City Manager City Attorney City Engineer Police Chief The Mayor called the meeting to order. The invocation was given by Chief Booth. The City Manager recommended accepting the bid of Campbell paving Co.. Clearwater, for the Seminole Street Launching Ramps. Commissioner Stephens moved upon the joint recommendation of the City Engineer and the Asst. PurChasing Agent. concurred therein by the City Manager that the contract be awarded to Campbell Paving Co., in the amount of $152,970.25, which is the lowest and best responsible bid and that the appropriate officials of the Cit1 be authorized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Brumfield and carried unanimously. The City Manager reported that it was the recommendation of the Florida Outdoor Recreational Development Council and the Federal Government that the power lines on the Seminole Launching Ramp property be placed underground, and he had a firm price of $18,168.00 from the Florida Power Corp. for the work. Commissioner Brumfield moved that the recommendation be approved and the proper officials be authorized to execute the necessary documents. Motion was seconded b1 Commissioner Stephens and carried unanimously. The City Manager recommended accepting the bid of Interbay Corporation of Clearwater, for the construction of sidewalks for Coachman Park. Commissioner Blackstone moved upon the joint recommendation of the City Engineer and Asst. Purchasing Agent, concurred therein by the City Manager that the contract be awarded to Interbay Corporation for the sum of $5,208.00, which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans and specifi- cations and bid. Motion was seconded by Commissioner Brumfield and carried unanimously. Commissioner Brumfield moved that the meeting be adjourned at 9:45 A.M. Motion was seconded by Commissioner Blackstone and carried unanimously. The City Commission then met as Trustees of the Pension Fund with the Mayor calling the meeting to order. The City Manager repo~~ed that the Finance Director had requested authorization to purchase 300 shares of the common stock of Standard Oil Company of ~ew Jersey which meets the legal requirements of House Bill #1001, Special Act passed in the last legislature, pertaining to Employees' Pension Fund investments. Commissioner Stephens moved that the Finance Director be autho~ized to make the purchase as requested. Motion was seconded by Commissioner BlaCKstone and carried unanimously. The City Manager reported that from time to time some of the City of Clearwater's General Obligation Bonds, Series of 1946 become available at attrac- tive prices and are qualified securities for the pension plan. However, the acquisition requires immediate acceptance and the Finance Director had requested continuing approval of this type of purchase when he deems it a good investment for the pension plan. Commissioner Blackstone moved that the Finance Director be given continuing approval for the purchases as recommended. Motion was seconded by Commissioner Stephens and carried unanimously.
