Everett Hougen Clifton Stephens Geo. R. Brumfield Donald S. Williams Mayor-Commissioner Commissioner Commissioner Commissioner Absent: Cal Blackstone, Jr. Also present were: JalILes R. Stewart Herbert M. Brown Ma~ Battle Asst. Chief Wallace Mackey Commissioner City Manager City Attorney City Engineer Representing Police Chief The Mayor called the meeting to order. The invocation was given by the City Attorney. The Mayor recognized special guests who were in attendance at the meeting. The Mayor presented Ambassador-at-Large cards to AIESEC student trainees, Pekka Karhumaki from Finland, and Louis Long, Algiers, who came to the United States for on-the-job training as part of their educational program. The Mayor presented citations to ten persons for their efforts in the recent community-wide clean-up campaign in the North Greenwood area and received a letter commending the cooperation of various City departments. The Mayor announced a public hearing for sanitary sewers for properties not presently se~ved on Drew St., South Side, from San Remo to Highland Ave.; Grove St. from San Remo to Highland Ave.; and Laura St. from Hillcrest to Highland Ave. The City Engineer explained that of the 46 property owners involved, 23 were in favor, 21 against and 2 were not located. He estimated the cost per assessable front foot as $3.79. The Clerk had one letter in favor and two in objection and also a lette~ with a petition attached in opposition signed by eleven persons. Mr. Patrick Iley spoke in favor. Mrs. Juanita Brown, a widow, spoke in objection. Commissioner Brumfield moved for the health and welfare of all the citizens of the City of Clearwater that the sanitary sewers be installed and the City Manager and City Engineer be directed forthwith to proceed with such improvements as an assessment p~oject. Motion was seconded by Commissioner Williams and carried unanimously. The City Manager recommended accepting the bid of K & K Company of Clearwater fo~ storm and sanitary sewer replacement on Grove and Lau~a St., from Lake Dr. to Highland Ave.; Cleveland St. from Lake Drive to Glenwood Ave.; and Crest Ave. from Drew to Cleveland St. Commissioner Brumfield moved upon the joint recom- mendation of the City Engineer and the Asst. PurChasing Agent, concurred therein by the City Manager that the contract be awarded to K & K Company, for the sum of $28,718.50, which is the lowest and best responsible bid, and that the approp- riate officials of the City be authorized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Stephens and carried unanimously. The City Manager recommended accepting the bid of Sarasota Engineering, Sa~asota, fo~ Traffic Loop Detectors, for the Electrical Department. Upon the question being raised as to whether Sarasota Engineering was the low bidder, the Co~ission b~ consent deferred action. The City Manager recommended accepting the bid of $1~1.50 from St. Clair Equipment Co., Clearwater, for purchase of 52 pieces of obsolete Office Furniture & Equipment owned by the City. Commissioner Brumfield moved to delay action until a future meeting. Motion was seconded by Commissioner Williams and carried unanimously. The City Manager recommended accepting the low bids from the fOllowing firms for street lighting materials for the Electrical Department: ITEMS A,B,C - poles - per specifications D,E,F - luninaires - per specifications K - wire - per specifications G&H - contactors - per specifications I,J,L,M - wire - per specifications - $8,215.30 ) ) - $6,282.50 $805.01 $1,374.68 Hughes Supply Westinghouse General Electric Graybar Electric Comooissioner Stephens moved upon the joint recommendation of the Electrical Superintendent and Asst. Purchasing Agent, concurred therein by the City Manager that the contracts be awarded to the above firms as outlined for the total sum of $~6,677.49, which are the lowest and best responsible bids and that the app~priate officials of the City be authorized to execute said contracts which shal~ be in accordance with the plans and specifications and bid. Commissioner Brumfield moved that the proposal be approved as recommended. Motion was seconded by Commissioner Stephens and carried unanimously. The City Manager recommended accepting the bid of U. S. Pipe & Foundry Co., Birmingham, Alabama, for 4200 ft. 6" cast iron pipe for Utilities Department. Commissioner Williams moved upon the joint recommendation of the Utilities Manager, Water Superintendent, and Asst. PurChasing Agent, concurred therein by the City Manager that the contract be awarded to U. S. Pipe & Foundry Co., for the sum of $7,476.00, which is the lowest and best responsible bid, and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Brumfield and carried unanimously. The City Manager presented a request from Albert P. Rogers for annexation of Lot 1, Block 14, Highland Pines 2nd Addition. Commissioner Brumfield moved to approve the request for annexation and direct the City Attorney to prepare the proper ordinance. Motion was seconded by Commissioner Stephens and carried unanimously. Resolution #67-75 was presented requesting the Board of County Commissioners of Pinellas County to exempt from taxation property purchased recently by the City for right of way and other public purposes. Commissioner Brumfield moved Resolution #67-75 be passed and adopted and the proper officials be authorized to execute it. Motion was seconded by Commissioner Williams and carried unani- mously. Resolution #67-76 was presented requesting the owners of 59 properties to clean their lots of weeds and undergrowth. Mrs. Dorothy Greenwood, spokesman for a group of women, representing several organizations expressed concern because Miss Ronnie Mitchell did not have the opportunity to take the test for the position of Recreation Superintendent. Mrs. Don Bailey also spoke for Miss Mitchell. The Mayor explained that this was an administrative matter and as the City Manager just returned from a trip, he would investigate the matter at the first opportunity. The Mayor reported complaints of noise from motorcycles and recommended the City Manager and City Attorney investigate methods to abate this noise. By consent the Commission agreed to approve the Mayor's recommendation. In answer to a question from the Mayor, the City Attorney reported that a leash law was ready to be presented when a full Commission is available. Commissioner Brumfield moved that the meeting be adjourned at 2:22 P.M. Motion was seconded by Commissioner Stephens and carried unanimously. The City Commission then met as Trustees of the Pension Fund with the Mayor calling the meeting to orde~ and heard a letter read from the Advisory Committee recommending that Alice M. ShOUlts, Clerk I, Garage Division, Engineering Dept., be admitted to the Pension Plan. Commissioner Brumfield moved that the above named employee be accepted into the Pension Plan. Motion was seconded by Commissioner Stephens and carried unanimously. A letter was also read from the Advisory Committee recommending that James G. Walb, Warehouse Manager-Buyer, be retired at a pension of $262.86 per month, beginning December 7, 1967. Commissioner Stephens moved that James G.
