CITY COMMISSION MEETING
April 3, 1967
The City Commission of the City of Clearwater met in regular session at tne
City Hall, Monday, April 3, 1967, at 1:30 P.M. with the following members
present:

The Mayor called the meeting to order. The invocation was given by the
City Attorney. The Mayor welcomed special guests who were iri:attendance at the
meeting. Commissioner Brumfield moved that the minutes of the regular meeting
of March 20, 1967 be approved as recorded and as submitted in written summation
by the Clerk to each Commissioner. Motion was seconded by Commissioner Stephens
and carried unanimously.

Resolution #67-30 was read by the City Attorney, honoring Mike Scott for his
outstanding basketball record, and then the Mayor presented him ~ith an original
copy of the resolution.
The Mayor presented diplomas to Carl A. Sawyer and Bobby Ray Beck, Garage
Division, who had recently completed courses in maintenance and repair techniques
on vehicles using liquid petroleum fuel. The Mayor announced that the employees
had taken the courses on their own time.
The Mayor announced a public hearing for the construction OI sanitary sewer
extension to serve properties on Jasmine Way opposite Pineview Ave. west of
San Remo Ave. The City Engineer reported the estimated assessable cost per front
foot was $3.60, of the two property owners involved one was in favor and one
against the project. There were no objections. Commissioner Brumfield moved that
since no valid objections have been filed that the City Manager and the City
Engineer be directed forthwith to proceed with such improvements on an assessment
basis. Motion was seconded by Commissioner Blackstone and carried unanimously.
The City Manager recommended accepting the bid of Reynolds Aluminum Supp1y
Co., St. Petersburg, for 65 sections of aluminum guard rail and 30 aluminum f1ared
ends for the Public Works Department. Commissioner Williams moved upon the joint
recommendation of the City Engineer, Asst. PurChasing Agent, and Public Works
Superintendent, concurred therein by the City Manager that the contract be awarded
to Reynolds Aluminum Supply Co., for the sum of $2,551.60, which is the lowest and
best responsible bid and that the appropriate officials of the City be authorized
to execute said contract which shall be in accordance with the plans and specifi-
cations and bid. Motion was seconded by Commissioner Stephens and carried unani-
mously.
The City Manager recommended accepting the bids of two separate firms for
three (3) refuse trucks as follows:
Commissioner Blackstone moved upon the joint recommendation of the Utilities
Manager, Refuse Superintendent, Garage Superintendent, and Asst, PurChasing Agent.
concurred therein by the City Manager that the contract for Item "a" be awarded to
Orange St"a""te Motor Co., and Item "c" to Kennedy & Strickland Co" with both units
equipped with leaf loading device, which are the lowest and best responsible bids
and that the appropriate officials of the City be authorized to execute said con-
tracts which shall be in accordance with the plans and specifications and bid.
Motion was seconded by Commissioner Brumfield and carried unanimously.
The City Manager presented an amendment to the pay plan which had been
approved by the Civil Service Board to increase the stand-by pay for Lineman I from
$8.00 to $12.00. and Lineman II from $11.00 to $18.00, both positions being in the
Electrical Department. Commissioner Stephens moved to approve the amendment.
Commissioner Blackstone seconded the motion which carried unanimously.
The Mayor recommended the appointment of Tom Walker and the reappointment of
Clinton Conway to the Board of Adjustment and Appeal on Zoning for three year terms.
Commissioner Stephens moved that the appointments be approved. Motion was seconded
by Commissioner Brumfield and carried unanimOUSly.

The Mayor recommended the reappointment of all members of the Historical
Committee. Commissioner Brumfield moved that the appotntments be approved.
Motion was seconded by Commissioner Stephens and carried unanimously.
The Mayor recommended the reappointment of Mrs. Doroth~ Akerman and
Mr. William H. Williams to the Library Board for three year terms. Commissioner
Stephens moved that the appointments be approved. Motion was seconded by
Commissioner Brumfield and carried unanimously.
The Mayor recommended the reappointment of all members of the Parking Board.
Commissioner Brwmfield moved that the appointments be approved. Motion was
seconded by Co~issioner Blackstone and carried unanimously.
The Mayor recommended the reappointment of all members of the Parks &
Recreation Board for two year terms. Commissioner Blackstone moved that the
appoin~ments be approved. Motion was seconded by Commissioner Wi11iams and
carried unanimously.
The Mayor recommended the appointment of Commissioner Brumfie1d to the
Pinellas Planning Council. Commissioner Williams moved that the appointment be
approved. Motion was seconded by Commissioner Stephens and carried unanimously.
Commissioner Blackstone moved that Mayor Hougen be appointed a member of the
Tampa Bay Regional Planning Council. Motion was seconded by Commissioner Brumfield
and carried unanimously.
The Mayo~ recommended the reappointment of Mr. Arthur M. Kruse and Mr. Boynton
Butler to the Upper Pinellas County Planning Commission. Commissioner Williams
moved that the appointments be approved. Motion was seconded by Commissioner
Blackstone and carried unanimously.
The City Attorney presented for acceptance an agreement for purchase of Lot 13,
Kapok Forest from Ray B. Lundy, Inc., in the amount of $1,250.00, he explained that
in addition an assignnent of an outstanding agreement for deed from Jackie A. Cruz
would be necessary at a cost of $1,000.00 making a total of $2,250.00. Commissioner
Blackstone moved that the contract be approved and the proper officials be author-
ized to execu~e it. Motion was seconded by Commissioner Stephens and carried
unanimously.
The City Attorney presented for acceptance a deed for Belcher Rd. right of way
in Lot 8, Pinellas Groves, in SW 1/4 of Section 19-29-16, from Imperial Homes Corp.,
at no cost to the City. Commissioner Williams moved that the deed be accepted and
the City Clerk be directed to record the sarne in the public records of Pinellas
County, Fla. Motion was seconded by Commissioner Brumfie1d and carried unanimously.
The City Attorney presented a contract for the sale of the East 140 ft. of
Lot 1, Clear~ater Industrial Park (1.066 acres) to Joseph r. Gaspelin, for
$3,357.90. Commissioner Brumfield moved that the contrac~ be approved and the
proper officials be authorized to execute it. Motion was seconded by Commissioner
Williams and carried unanimously.
The City Attorney presented a contract for the sale of the S 225 Ft. M.O.L.
of Lot 15 in C~earwater Industrial Park, to Mr. George W. Harmony for $15,907.50.
Commissioner B~ackstone moved that the contract be approved for $15,907.50 for
approximately 5.05 acres and the proper officials be authorized to execute it.
Motion ~as seconded by Commissioner Brumfield and carried unanimously.
Resolution #67-30 was presented honoring Mike Scott for his outstanding
basketball record. Commissioner Brumfield moved that Resolution #67-30 be passed
and adopted and the proper officials be authorized to execute it. Motion was
seconded by Commissioner Williams and carried unanimoUSly.
Resolution #67-31 was read opposing special legislation concerning occupa-
tional ~icense taxes. Commissioner Blackstone moved that Resolution #67-31 be
passed and adopted and the proper officials be authorized to execute it. Motion
was seconded by Commissioner Brumfield and carried unanimously.
Resolution #67-32 was presented requesting the owners of 12 properties to
clean their lots of weeds and undergrowth. Commissioner Brurnfie~d moved that
Resolution 167-32 be passed and adopted and the proper officials be authorized to
execute it. Motion was seconded by Commissioner Stephens and carried unanimOUSly.
Commissioner Stephens spoke about the need for restroom facilities on
Clearwater Beach and then moved that the Ci~y Manager study the matter and corne
up with recownendations. Motion was seconded by Commissioner Brumfield and
carried unanimOUSly.
The Mayor read from the bulletin of the League of Women Voters of Clearwater
regarding the minimum standard housing code and recommended yardstick for such
code. The Mayor recommended the Board of Realtors appoint a committee to make a
study of the housing situation, the minimum standard code, then present recom-
mendations ~o the Commission. Commissioner Brumfield moved that the Mayor be
authorized ~o have th~ Board of Realtors appoint a committee to bring forth
recommendations concerning minimum housing and minimum code, and that this be done
forthwith. ~otion was seconded by Commissioner Stephens and carried unanimously.
