CITY COMMISSION MEETING March 20, 1967 The City Commission of the City of Clearwater met in regular session at the City Hall. Monday, March 20,1967, at 1:30 P.M. with the following members present: a. Everett Hougen Clifton Stephens Geo. R. Brumfield Ca1 Blackstone, Jr. Donald S. Chief Wallace Mackey Ci ty Manager City Attorney Representing Police Chief The Mayor called the meeting to order. The invocation was given by Reverend Carl Houston, Skycrest Baptist Church. The Mayor welcomed special guests who were in attendance at the meeting. Mr. Alfred Hibbard, Helena, Montana, was given a card as Ambassador at Large from the City of Clearwater. Commissioner Brumfield moved that the minutes of the regular meeting of March 6th, 1967 be approved as recorded and as submitted in written summation by the Clerk to each Commissioner. Motion was seconded by Commissioner Stephens and carried unanimously. The City Manager recommended accepting the low bids from the following dealers for 22 automobiles and trucks with ~3 vehicles offered for trade-in: $J.3,234.02 Thayer Motor Co. Inc. 1. Commissioner Brumfield moved upon the joint recommendation of the appropriate department heads, Garage Superintendent and Asst. Purchasing Agent, concurred therein by the City Manager, that the contracts be awarded as listed in Items 1 through 13, which are the lowest and best responsible bids and that the appropriate ofxicials of the City be authorized to execute said contracts which shall be in accordance with the plans and specifications and bids. Motion was seconded by Commissioner Stephens and carried unanimously. The City Manager recommended accepting the low bid of Harris Paint Co.. for annual requirements of traffic paint for the Traffic Division of the Police Department. Proposals were obtained by consolidated bidding for the requirements of Pine11as County, the Cities of Dunedin, Pinellas Park, and Clearwater, for a betta~ price. Purchasing Agent, ooncurred therein by the City Manager that the contract for paint as outlined by the City Manager be awarded to Harris Paint Co., of Clearwater, at $1.70 per gallon for white traffic paint and $1.80 per gallon for yellow traffic paint, which is the lowest and best responsible bid, and that the appropriate officials be a~thorized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Blackstone and carried unanimously. The City Manager recommended accepting the bid of Minnesota Mining and Manufacturing Co., Chamblee, Ga., the only bid received for 100 24"x24" red Scotchlite stop sign faces and 100 l8"x24" (blank) per hour speed faces for the Traffic Division, Police Department. Commissioner Williams moved upon the joint recommendation of the Police Chief and Asst. Purchasing Agent, concurred therein by the City Manager that the contract be awarded to Minnesota Mining and Manufac- turing Co. for the sum of $700.00, which is the lowest and best responsible bid and that the appropriate officials of the City of Clearwater be authorized to execute said contract which shall be in accordance with the plans and specifica- tions and bid. Motion was seconded by Commissioner Blackstone and carried unani- mously. The City Manager recommended accepting the low bid of Rockwell Manufacturing Co., Atlanta, Ga., for one (1) commercial gas meter of 10,000 dUe ft. per hr. capacity for the Utilities Department, Gas Division. Commissioner Blackstone moved upon the joint recommendation of the Gas Superintendent and Asst. Purchasing Agent, concurred therein by the City Manager that the contract be awarded to Rockwell Manufacturing Co., for the sum of $810.00, which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Stephens and carried unanimously. The City Manager presented for approval agreement between the City and the Board of Pinellas County Commissioners for interruptible gas service at the Court House. Commissioner Brumfield moved that the contract between the City of Clearwater and the Board of County Commissioners of Pinellas County be approved and the proper officials be authorized to execute it. Motion was seconded by Commissioner Stephens and carried unanimously. The City Manager presented an application from Mrs. Alice S. Mayers, for a second hand store license at 1411 N. Ft. Harrison Ave. The City Manager reported that the Police Department found no reason to deny the license. Commissioner Stephens moved that the recommendation of the City Manager with regard to this license be approved. Motion was seconded by Commissioner Blackstone and carried unanimously. The City Manager presented a request from Sam Wilson of 1013 N. Vine St. for a Junk Dealer's License, and stated that the Police Department found no reason to recommend denial. He explained the applicant would be traveling about collecting junk but it would not be stored in the City. Commissioner Williams moved that the license be granted. Motion was seconded by Commissioner Stephens and carried unanimously. Resolution #67-27 was presented assessing properties on Kings Highway from Palmetto to Overlea St., for paving, curbing, drainage installation, and sanitary sewer replacement. Commissioner Brumfield moved that Resolution #67-27 be passed and adopted and that the appropriate officials be authorized to execute it. Motion was seconded by Commissioner Stephens and carried unanimously. Resolution #67-28 was presented authorizing payment of $2,809.30 to Briley, Wild & Associates, Consulting Engineers, from Renewal and Replacement Fund. Commissioner Stephens moved Resolution #67-28 be passed and adopted and the proper officials be authorized to execute it. Motion was seconded by Commissioner Brumfield and carried unanimously. Resolution #67-29 was presented requesting the owners of three (3) properties to clean their lots of weeds and undergrowth. Commissioner Blackstone moved that' Resolution #67-29 be passed and adopted and the proper officials be authorized to execute it. Motion was seconded by Commissioner Stephens and carried unanimously. The City Attorney presented for acceptance right-of-way and easement deed from Louis and Michael Petrone for East Terrace Dr. right-of-way in Section 8-29-16. Commissioner Brumfield moved that the deed as outlined by the City Attorney be accepted for right of way purposes and the City Clerk be directed to record same in the public records of Pinellas County. Motion was seconded by Commissioner Williams and carried unanimously. .... :', The City Attorney reported while in Washington, D. C. attending the National League of Cities meeting he and Commissioner Stephens had a conference with the noise abatement staff of the FAA office concerning complaints from the Del Oro area of noise from the training flights of jet aircraft using the St. Petersburg- Clearwater International Airport. It was explained only one runway has an instru- ment landing system, the approach to that runway was over the Northeast section of the City and realigning the runway would not be feasible as the cost would be excessive. It was recommended that the City send a delegation to the regional office of the FAA in Atlanta which is in direct charge of this area.
