Commissioner Stephens moved upon the joint recommendation of the Utilities Manager
and Asst, Purchasing Agent, concurred therein by the City Manager that the contract
be awarded to Cameron 6 Barkley for various sizes of galy, pipe for the sum of
$9,145.00, with discount ($8,962,10 after discount), which is the lowest and best
responsible bid and that the appropriate officials of the City be authorized to
execute said contract which shall be in accordance with the plans and specifications
and bid, Motion was seconded by Commissioner Brumfield and carried unanimously,
The City Manager recommended accepting the proposal of Roots-Connersville
Mfg. Co,, Atlanta, Georgia, for one set of timing gears with keys and one counter
drive stub shaft, for $566,20, for the Sewage Treatment Plant, Commissioner
Brumfield moved upon the joint recommendation of the Utilities Manager, Sewage
Treatment Plant Superintendent and Asst, Purchasing Agent, concurred therein by the
City Manager that the contract be awarded to Roots-Connersville Mfg, Co,, the only
source, which is the lowest and best responsible bid and that the appropriate officials
of the City be authorized to execute said contract which shall be in accordance with
the plans and specifications and bid, Motion was seconded by Commissioner Stephens
and carried unanimously.
The City Manager recommended accepting the bid of Art James, 5t. Petersburg,
for ten pieces of equipment consisting of trucks and tractors, owned by the City and
unfit for further use, Commissioner Smith moved upon the joint recommendation of
the Garage Superintendent and Finance Director and Asst. Purchasing Agent, concurred
therein by the City Manager that the contract he awarded to Art James for the sum of
51,065,00, which is the highest and best responsible bid and that the appropriate
officials of the City be authorized to execute said contract which shall be in
accordance with the plans and specifications and bid. Motion was seconded by
Commissioner Stephens and carried unanimously.
The City Manager recommended accepting the bid of Minnesota Mining and Mfg, Co.,
St, Paul, Minnesota, for street name faces, Commissioner Hougen moved upon the joint
recommendation of the Police Chief, Traffic Planner and Asst. Purchasing Agent,
concurred therein by the City iManager that the contract be awarded to Minnesota
Mining and Mfg, Co,, in the amount of 51,048,12, which is the lowest acid best respon-
sible bid and that the appropriate officials of the City be authorized to execute
said contract which shall be in accordance with the plans and specifications and bid,
Motion was seconded by Commissioner Stephens and carried unanimously.
The City Manager presented for approval a list of polling places and poll
workers prepared by the City Clerk for the City election on February 14, 1967.
Commissioner Smith moved that the polling places and pull workers be approved as
submitted by the Clerk, and that the pay rate be the same as last year. Motion was
seconded by Commissioner Stephens and carried unanimously,
The City Manager presented for approval agreement with the Seaboard Air Line
Railroad Co. permitting the City to construct an 18 inch cast iron sanitary sewer
main under their tracks approximately 1,000 ft, East of U. S. Highway 19 in the NW 1/4
of Section 8-29-16, together with Resolution #67-4 authorizing the agreement,
Commissioner Hougen moved that Resolution #67-4 be passed and adopted and the proper
. - officials be authorized to execute it, Motion was seconded by Commissioner Stephens
and carried unanimously.

The City Attorney read in full on its first reading Ordinance #1105 amending
the Traffic Code, Sec, 22-109, by requiring ignition keys to be removed from cars
when parked, Commissioner Hougen moved Ordinance #1105 be passed on its first
reading, Motion was seconded by Commissioner Stephens and carried unanimously,
Resolution #67-5 was presented authorizing payment of $200,00 to Leo Butler
for survey work, from Construction Trust Fund, Utility Revenue Certificates, Series
of 1965, Commissioner Brumfield moved Resolution #67-5 be passed and adopted and
the appropriate officials be authorized to execute it, Motion was seconded by
Commissioner Stephens and carried unanimously,
Resolution #67-6 was presented authorizing payment of $19,274,32 to Briley,
Wild E Associates, Consulting Engineers, from Construction Trust Fund, Utility
Revenue Certificates, Series of 1965, Commissioner Stephens moved Resolution #67-6
be passed and adopted and the appropriate officials be authorized to execute it,
Motion was seconded by Commissioner Brumfield and carried unanimously,
Resolution #67-7 was presented authorizing payment of $75,00 to K. Whitney
Dalzell, Jr,, Architect, from Construction Trust Fund, Utilities Tax Improvement
Certificates, Series of 1962, Commissioner Smith moved Resolution #67-7 be passed
and adopted and that the appropriate officials be authorized to execute it,

The City Attorney presented for acceptance deed from William G. Blackburn and
Wallace W, Blackburn for right of way for Harn Blvd, extension in SE 1/4 of NE 1/4
of Section 19-29-16, Commissioner Hougen moved that the deed be accepted and the
proper officials be authorized to record same, Motion was seconded by
Commissioner Brumfield and carried unanimously,
Resolution #67-8 was presented dedicating Harn Blvd., as described in the
above deed, as a public street, Commissioner Stephens moved Resolution #67-8 be
passed and adopted and the appropriate officials be authorized to execute it,
Motion was seconded by Commissioner Brumfield and carried unanimously,
The City Attorney presented agreement between the City and Coachman Properties
Inc., whereby the City will purchase for $14,700,00, from them the sewage treatment
plant serving Coachman Lake Estates Subdivision and will lease the site of the
plant until such time as the City sewers are available in that area and Coachman
Properties Inc, will provide free of charge the following easements:
Two 15 ft. permanent easements in the SW 1/4 of NW 1/4, Section 8-29-16;
a 15 ft. permanent easement in N 1/2 of Section 7-29-16 meandering Southerly
and Northerly of the Seaboard Air Line Railroad from U,S, Highway 19 to
extension of Belcher Rd,;
and a 15 ft. permanent easement along the extension of Belcher Rd. from the
Seaboard Air Line Railroad Southerly to Palmetto St. in Section 7-29-16,
Commissioner Smith moved that the contract be approved and the proper officials be
authorized to execute same and that the lease be approved and the proper officials
be authorized to execute the lease, Motion was seconded by Commissioner Stephens
and carried unanimously,

Resolution #67-9 was presented requesting the owners of 6 properties to Olean '±??'??
Chair lots of weeds and undergrowth. Commissioner Brumfield moved that Resolution ? ':??k'.=
X167-9 ba passed and adopted and the proper officials be authorized to exeoute it. `??
Motion was seconded by Commissioner Stephens and carried unanimously. ,
Commissioner Brumfield asked questions regarding the widening of Court St.
from Missouri to Hillcrest Ave. After discussion it was recommended that the
street be closed so that the work may be completed sooner. Commissioner tiougen
moved that this be referred to the Traffic and Planning Division for the proper
action and study. Motion was seconded by Commissioner Brumfield and carried
unanimously
The Mayor recognized students from St. Petersburg Jr. College, Clearwater
Campus, and also Cal Blackstone and Mike Walker candidates for the City Commission.
Commissioner Stephens moved that the meeting be adjourned at 2:40 P.M. Motion
.. was seconded by Commissioner Brumfield and carried unanimously.
The City Commission then met as Trustees of the Pension Fund with the Mayor
calling the meeting to order and heard letters read from the Advisory Committee
recommending that Tommy Williams, refuse collector, Utilities Department; Charlie
Payton, meter reader, Utilities Department; and Jack Elder, firefighter, Fire
Department be admitted to the Pension Plan. Commissioner Stephens moved that the
above named employees be accepted in the Pension Plan. Motion was seconded by `
Commissioner Brumfield and carried unanimously.
A letter was read from the Advisory Committee of the Employees' Pension Fund
recommending that Walter Larsson, janitor, Central Services Department, not be
accepted for membership in the Pension Plan. Commissioner Brumfield moved that
the recommendation be accepted to deny Walter Larsson, Janitor, Central Services ,
Department, membership in the Pension Plan. Motion was seconded by Commissioner
Stephens and carried unanimously.
A letter was also read from the Advisory Committee of the City Employees'
Pension Fund recommending that Mrs. Onie Markham, widow of Athol Markham, be
granted a widow's pension of $177.93 per month effective December 27th, 1966, for
five years, and thereafter one-half of said pension or 588.96 per month until said
widow remarries. Commissioner Smith moved that the pension be approved as recom-
mended. Motion was seconded by Commissioner Stephens and carried unanimously.
Commissioner Stephens moved that the meeting be adjourned at 2:45 P. M.
Motion was seconded by Commissioner Brumfield and carried unanimously.

Gentlemen:
As Trustees of the City of Clearwater Employees' Pension Fund, you are hereby
notified that in view of the attached evidence from Onie Markham, widow of
Athol Markham, deceased, the Advisory Committee recommends that she be given
the widow's Pension in accordance with Section (7), amendment passed in 1955.
Athol Markham started to work with the City on Sept. 8, 194? and was employed
for nineteen years, three months, and nineteen days before his death, His widow
is entitled to a Pension of $177.93 per month, effective Dec. 27, 1966. This
pension will be paid for five years and thereafter one-half of said pension or
$88,96 per month until said widow remarries.
