CITY COMMISSION MEETING
January 3, 1967
The City Commission of the City of Clearwater met in regular session at the
City Hall, Tuesday, January 3, 1967, at 1:30 P.M., with the fOllowing members

The Mayor called the meeting to order. The invocation was given by Reverend
E. L. Graves, Trinity Presbyterian Church. Commissioner Hougen moved that the
minutes of the regular meetings of December 12th and 19th, 1966 be approved as
recorded and as submitted in written summation by the Clerk to each Commissioner.
Motion was seconded by Commissioner Brumfield and carried unanimously.
The Mayor reported that the first item on the agenda was a public hearing
for zoning changes:
ZONING ITEM #1 - Request of Gambest Corp. to change from R-4 (multiple
dwelling) to B (business) the following property: Begin 20 ft. East of the NW
corner of NE 1/4 of NW 1/4 of Section 22-29-15 for P.O.B.; run East 434.73 ft.,
South 117.5 ft., West 435.04 ft., North 117.5 ft. to P.O.B. The City Planner said
the Planning & Zoning Board approved it but called attention to right-of-way for
Greenwood Ave, and Jeffords St. Mr. Donald 0, McFarland, Attorney, representing
the applicant explained the request and said they were in accord with the setback
requirements for right-of-way. There were no objections. Commissioner Smith
moved that the request he granted and that it be included in an ordinance to be
prepared by the Legal Department and that such ordinance also include 50 ft.
setback from center line of Greenwood Ave. as recommended by the Planning & Zoning
Board, Motion was seconded by Commissioner Stephens and carried unanimously.
ZONING ITEM #2 - Request of Bernhardt Loeser to change from R-2 (duplex resi-
dence) to B (business) Lots 36, 37 and 38 of Drew Park Sub. The Planning & Zoning
Board recommended approval. The City Clerk read a letter of ohjection from
William C, Lane, Jr, Commissioner Smith moved that this Board support the Planning
& Zoning Board in their recommendation for approval of this request and instruct
the City Attorney to include the same in the zoning ordinance. Motion was secon-
ded by Commissioner Stephens and carried unanimously,
ZONING ITEM #3 - Request of Stuart S. Golding, Inc., to change from SC
(shopping center) to B (business) the West 50' of East 200' of West 674' of North
30S' of South 665' M,D,L, of NW 1/4, See, 5-29-16. The Planning & Zoning Board
recommended approval. The City Planner explained the request further. There were
no objections. Commissioner Hougen moved to support the recommendation of the
Planning & Zoning Board and that this request be approved and the City Attorney be
instructed to include it in the zoning ordinance. Motion was seconded by
Commissioner Stephens and carried unanimously.
The City Manager recommended accepting the bid of D. H. Smith Associates Inc.,
FortPierce, for 157 10-ft. long galvanized street sign posts and 157 street name
mounting brackets for Police Department, Traffic Planning & Maintenance Division.
Commissioner Brumfield moved upon the joint recommendation of the Police Chief and
Asst. PurChasing Agent, concurred therein by the City Manager that the contract be
awarded to D. H. Smith Associates Inc., for the sum of $612.30, which is the lowest
and best responsible bid and that the appropriate officials of the City be author-
ized to execute said contract which shall be in accordance with the plans and
specifications and bid, Motion was seconded by Commissioner Stephens and carried
unanimously.
The City Manager recommended accepting the bids of three separate firms for
e1ectrical materials for the Electrical Department for use at the Phillies Ball
Park Complex in the night lighting system. (Philadelphia Minor League Training
Field)

accordance with the plans and specifications and bid. Motion was seconded by
Commissioner Brumfield and carried unanimously.
The City Manager recommended accepting the bid of U. S. Pipe & Foundry Co.,
Birmingham, Alabama, for 4200 ft. 6" cast iron pipe and 3200 ft. of 4" cast iron
pipe, for ~ater service installation. Commissioner Hougen moved upon the joint
recommendation of the Utilities Manager, Water Superintendent and Asst. Purchasing
Agent, concurred therein by the City Manager that the contract be awarded to U. S.
Pipe & Foundry Co., for the sum of $11,297.00, which is the lowest and best
responsible bid and that the appropriate officials of the City be authorized to
execute said contract which shall be in accordance with the plans and specifica-
tions and bid. Motion was seconded by Commissioner Brumfield and carried unani-
mously.
The City Manager recommended for approval Change Order #1 and Supplemental
Agre~ent #1 which are all final amendments to the contract with SUllivan, Long &
Hage~ty, Pt. IX 1965 Water Project, increasing it in the amount of $759.50.
Commissioner Hougen moved that the Change Order and Supplemental Agreement be
approved and the proper City officials be authorized to execute same. Motion was
seconded by Commissioner Stephens and carried unanimously.
The Mayor recognized Messrs. Donald Willi~s, William Spain, and Mike Walker,
candidates in the forthcoming City election, to be held on February 14th, 1967.
Resolution #67-1 was presented authorizing payment of $90.00 to Pinellas
County Title Co., from Construction Trust Fund, Utility Revenue Certificates,
Series of 1965. Commissioner Smith moved Resolution #67-1 be passed and adopted
and the appropriate officials be authorized to execute it. Motion was seconded by
Commissioner Stephens and carried unanimously.
Resolution #67-2 was presented repealing Resolution #66-108 and authorizing
the filing of an application for an advance from the Department of Housing and
Urban Development under Public Law 560 for the extension of waterworks improvement.
Commissioner Brumfield moved Resolution #67-2 be passed and adopted and the appro-
priate officials be authorized to execute it. Motion was seconded by Commissioner
Stephens and carried unanimously.
Resolution #67-3 was presented requesting eligibility to participate in the
Land and Water Conservation Fund program in Florida. Commissioner Stephens moved
that Resolution #67-3 be passed and adopted and the appropriate officials be author-
ized to execute it. Motion was seconded by Commissioner Brumfield and carried
unanimousl y.
The City Attorney presented for acceptance a warranty deed from Valery J.
Loyer to the City of Clearwater for the East 30 ft. of Lots 20 and 2l,Block F,
Sunset Point 1st Addition, to be used for the Douglas Ave. extension right-of-way.
Commissioner Brumfield moved that the deed be accepted as recommended and the
proper officials be authorized to record same. Motion was seconded by Commissioner
Stephens and carried unanimously.
The City Manager reported two more proposed legislative bills, one to increase
the amount of appearance bond in the Municipal Court from $250.00 to $500.00
maximum, and the other to permit the City to extend sewer services outside the City
limits. Commissioner Brumfield moved that the bill to increase the maximum appear-
ance bond be approved for presentation to the legislature. Commissioner Stephens
seconded the motion which carried unanimously.
Commissioner Stephens moved that the bill permitting sewer systems to be
extended outside the City limits be approved for presentation to the legislature.
Commissioner Hougen seconded the motion which carried unanimous~y.
The City Clerk gave a brief report on the progress of the plans for the
forthcoming City election.
Commissioner Smith moved that the meeting be adjourned at 2:20 P.M. Motion
was seconded by Commissioner Stephens and carried unanimously.
