Smith H. Everett Hougen Clifton Stephens Geo, R. Brumfield Mayor-Commissioner Conunissioner Commissioner Conunissioner Commissioner Also present were: James R. Stewart Herbert M. Brown Max Battle Willis Booth City Manager City Attorney City Engineer Police Chief The invocation was given by Reverend The Mayor called the meeting to order. Harold Popp, Grace Lutheran Church. The Mayor introduced and welcomed special guests who were visiting the City Hall and attending the meeting. The City Manager recommended accepting the bid of Florida Business Systems, Inc., Tampa, for motorized rotary elevator card file for Police Department, Investigations Division. Commissioner Brumfield moved upon the joint recommendation of the Police Chief and Asst. Purchasing Agent, concurred therein by the City Manager that the contract be awarded to Florida Business Systems, Inc., for the sum of $3,q50.00, which is the lowest and best responsible bid and that the appropriate officials be authorized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Stephens and carried unanimously. The City Manager presented a request for a variance in the sign ordinance to permit erection of sign at 1916 Gulf-to-Bay Blvd., which will have flashing lights in arrow pointing to the place of business. Commissioner Hougen moved to abide by the ordinance and deny the request. Motion was seconded by Commissioner Stephens and carried unanimously. The City Manager concurred in the recommendation of the City Engineer, and Briley, Wild & Associates, Consulting Engineers, approving Change Order #1 to the Smith-Sweger contract for Section A, 1965 Water and Sewer Project Part VII, for pumping station on Jeffords St., increasing the contract in the amount of $8,51Q,07, making a new total of $117,366.92. Commissioner Hougen moved the Change Order be approved as recommended. Motion was seconded by Commissioner Brumfield and carried unanimously. The City Attorney reported a clarification of the term surface area which had been added since the first two readings of Ordinance #1102 amending the sign ordinance. Commissioner Smith moved the clarification amendment of Ordinance #1102 as outlined by the City Attorney be approved. Motion was seconded by Commissioner Stephens and carried unanimOUSly. The City Attorney read in full on its third and final reading Ordinance #1102 as amended. Commissioner Smith moved Ordinance #1102 be passed on its third and final reading and adopted as amended and that the appropriate officials be author- ized to execute it. Motion was seconded by Commissioner Brumfield and carried unanimously. The City Attorney reported that the Commission previously had approved a change in Chapter 4 of the Code pertaining to intoxicating liquors by adding three new zones, but that one request at 1456 S. Missouri Avenue had been withdrawn and the request for 416 S. Madison Ave. was not the required distance from a school, and therefore only one location 1575 S. Ft. Harrison Ave. (W 1/2 of SE 1/4 of SE 1/4 Section 21-29-15) was included in Ordinance #1103 which he proceeded to read in full. Commissioner Stephens moved that Ordinance #1103 be passed on its first reading, Motion was seconded by Commissioner Smith and carried unanimously. Mrs. Rachel Davis read an article on liquors, and referred to Colonel Clearwater's column in the Clearwater Sun and objected to the passing of the ordinance. Commissioner Stephens moved Ordinance #1103 be read and considered on its second reading by title only with the unanimous consent of the Commission. Motion was seconded by Commissioner Hougen and carried unanimously. The ordinance was read by title only. Commissioner Stephens moved Ordinance #1103 be passed on its second reading by title only, Motion was seconded by Commissioner Hougen and carried unanimous~y. Commissioner Stephens moved Ordinance Hl~03 be read and considered on its third and final reading at this meeting of the Commission by unanimous consent of the .Commission. Motion was seconded by Commissioner Hougen and carried unanimously. The Ordinance was read in full. Commissioner Stephens moved Ordinance #1103 be passed on its third and final reading and adopted and that the appropriate offic- ials be authorized to execute it.
