Brown Donald Beachler Willis Booth City Manager City Attorney Representing City Engineer Police Chief The Mayor called the meeting to order. The invocation was given by Chief Booth. The Mayor announced that the purpose of this special meeting was for awarding bids for the Philadelphia Minor League Training Complex, and annexation of shopping center, on northeast corner of U. S. Highway 19 and State Road 588, and acceptance of easements and deed, and any other business that may be necessary. The City Manager explained a proposed amended agreement with the Philadelphia National League Club, Inc., which would increase the construction costs to be advanced by the League to the City to a total of $250,000.00. The City Attorney explained in further detail the lease and sublease together with the proposed addendum and recommended approval. Commissioner Brumfield moved that the Lease, dated September 26, 1966, between the City and the Philadelphia National League Club, Inc., and the Sublease, dated September 26, 1966, between the Philadelphia National League Club, Inc., and the City be amended by an addendum as recommended by the City Manager and the Ci~y Attorney and the appropriate officials be autho~- ized to execute the said instruments. Motion was seconded by Commissioner Smith and carried unanimously. The City Attorney then presented a proposed Construction Trust Fund Agreement between the Philadelphia ~ational League Club, Inc., and the City of Clearwater and the First National Bank of Clearwater and explained that the $250,000.00 construction costs would be deposited in this Trust Fund with the City drawing on the fund as needed during construction of the Training Complex. Commissioner B~umfield moved that the Construction Trust Fund Agreement, dated November 3, 1966, between the Philadelphia ~ational League Club, Inc., the City of Clearwater and the First National Bank of Clearwater be approved and the proper City officials be authorized to execute the same, in triplicate, as recommended by the City Manager and the City Attorney. Motion was seconded by Commissioner Smith and carried unanimously. The City Manager recommended accepting the low bid of W. L. Cobb Construction Company of St. Petersbung, for Grading Plan, Philadelphia Minor League Training Field, with completion by December 31, 1966. Commissioner Hougen moved that the contract for Grading Plan, Philadelphia Minor League Training Field, be awarded to W. L. Cobb Construction Company for the sum of $148,862.50, which is the lowest and best responsible bid and that the appropriate officials of the City be author- ized to execute said contpact which shall be in accordance with plans and speci- fications and bid, subject to the Philadelphia National League Club, Inc., placing the sum of $250,000.00 on deposit with the Trust Department of the First National Bank of Clearwater in accordance with a Construction Trust Fund Agreement between the City, the Ball Club and the Bank. Should the monies not be deposited, then the awarding of this contract shall be a nullity and there shall be no action against the City for damages. Motion was seconded by Commissioner Brumfield and carried unanimously. The City Manager recommended for approval Change Order #1 to the contract with W. L. Cobb Const~uction Company, St. Petersburg, for Grading Plan, Philadelphia Minor League Training Field, ~educing the contract amount to $86,0~2.50. Commissioner Hougen moved that Change Order #1 to the contract between W. L. Cobb Construction Company and the City of Clearwater, reducing said contract $62,820.00, be approved and the proper City officials be authorized to execute same. Motion was seconded by Commissioner Smith and carried unanimously. The City Manager recommended accepting the low bid of S. A. Thompson, St. Petersburg, for a ppecast prestressed concrete club house for the Philade1phia Minor League Training Field with completion by February 25, 1967. Commissioner Brumfield moved that the contract for club house be awarded to S. A. Thompson for the sum of $104,436.00, which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with plans, specifications and bid, subject to Philade1phia National League Club, Inc., placing the sum of $250,000.00 on deposit with the Trust Department of the First National Bank OI Clearwater in accordance with a Construction Trust Fund Agreement between the City, the Ball Club and the Bank. Should the monies not be deposited, then the awarding of this contract shall be a nu11ityand there shall be no action against the City for d~ages. Thompson, for precast prestressed concrete club house for the Philadelphia Minor League Training Field, decreasing the contract in the amount of $~,028.00, by deleting certain items. Commissioner Brumfield moved that Change Order #1 be approved and the proper City officials be authorized to execute same. Motion was seconded by Commissioner Smith and carried unanimously. The City Manager recommended accepting the low alternate bid, of H20 Company of Safety Harbor, Florida for (hydraulically controlled) Lawn Sprinkler System, for the Philadelphia Minor League Field with completion by January 15, 1967. Commissioner Brumfield moved that the contract for Lawn Sprinkler System be awarded to H20 Company, for the sum of $15,843.00, less $1,350.00 for use of alternate pump system, which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with plans, specifications and bid, subject to Philadelphia National League Club, Inc. placing the sum of $250,000.00 on deposit with the Trust Department of the First National Bank of Clearwater in accord~nce with a Construction Trust Fund Agreement between the City, the Ball Club and the Bank. Commissioner Brumfield moved that the contract for fencing be awarded to Reeves Fences, Inc., for the sum of $27,985.50, which is the lowest and best responsible bid and that the appropriate officials of the City be author- ized to execute said contract which shall be in accordance with plans and specifi- cations and bid, subject to Philadelphia National League Club, Inc., placing the sum of $250,000.00 on deposit with the Trust Department of the First National Bank of Clearwater in accordance with a Construction Trust Fund Agreement between the City, the Ball Club and the Bank. The City Manager recommended accepting the low bid of Pursley Grass Company of St. Petersburg for seeding and sodding the Philadelphia Minor League Training Field, to be completed by January 5, 1967. Commissioner Smith moved that the contract for seeding and SOdding the Phillies Minor League Training Field be awarded to Pursley Grass Company for the sum of $11,063.00 which is the lowest and best responsible bid and that the appropriate officials of the City be author- ized to execute said contract which shall be in accordance with the plans, speci- fications and bid, subject to Philadelphia National League Club, Inc. placing the sum of $250,000.00 on deposit with the Trust Department of the First National Bank of Clearwater in accordance with a Construction Trust Fund Agreement between the City, the Ball Club and the Bank. Should the monies not be deposited, then the awarding of this contract shall be a nullity and there shall be no action against the City for damages. The City Manager recommended accepting the low bid of Sears Roebuck & Co. for 200 Hardwood Stools for Philadelphia Minor League Training Complex. Commissioner Brumfield moved that the contract for stools be awarded to Sears Roebuck & Co. for the sum of $582.00, which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with plans, specifications and bid, subject to Philadelphia National League Club, Inc. placing the sum of $250,000.00 on deposit with the Trust Department of the First National Bank of Clearwater in accordance with a Construction Trust Fund Agreement between the City, the Ball Club and the Bank. Should the monies not be deposited, then the awarding of this contract shall be a nullity and there shall be no action against the City for damages. Motion was seconded by Commissioner Smith and carried unanimOUSly. The City Manager recommended rejecting all the bids for clubhouse lockers and furniture for Philadelphia Minor League Clubhouse as only one bid met City specifications and no bids were received from 6 other firms. Commissioner Hougen moved upon the joint recommendation of the City Engineer and the Asst. Purchasing Agent concurred therein by the City Manager that the bids be rejected. Motion was seconded by Commissioner Brumfield and carried unanimOUSly. The City Manager recommended accepting the low bid of Jack Laurance Contractor, Ii.1C. for water and gas main extension, Old Coachman Road north of Drew Street. Commissioner Hougen moved upon the joint recommendation of the City Engineer and Asst. Purchasing Agent, concurred therein by the City Manager that the contract be awarded to Jack Laurance Contractor, Inc. for the sUm of $10,967.70, which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the Dlans and specifications and bid.
