CITY COMMISSION MEETING September 1, 1966 The City Commission of the City of Clearwater met in special session a~ the City Ha11, Thursday, September 1,1966, at 1:30 P.M. with the following members present: Joe Turner Amos G. Smith H. Everett Hougen Clifton Stephens Geo. R. Brumfield Mayor-Commissioner Commissioner Commissioner Commissioner Commissioner Also present were: James R. Stewart Herbert M. Brown Max Battle Asst. Chief Mackey Kenneth McCreary Ci ty Manager City Attorney City Engineer Representing Police Chief Finance Director The Mayor called the meeting to order. The invocation was given by the Ci~y Attorney. The Mayor announced the purpose of this meeting was to hold a public hearing on the budget for the fiscal year beginning October 1, 1966, and ending September 30, 1967. Mr. Alex D. Finch, Attorney, asked questions about the Marina Fund; income from Fines, Forfeitures & Penalties; the estimated increase in the Utility Fund due to increase in water rates; the new Service & Information Center; salary increases for City Manager and City Attorney. Mr. Paul Kimball, 2195 University Drive South, inquired about the Service & Information Center. Mr. James A. Novotny congratulated the Commission upon giving the City employees a 5% increase in salary, approved the sa1ary increase for the City Manager but wished there was another way to cover the increased water cost from the County rather than increasing water rates. Mr. Wm. Spain, 320 Sunburst Court, commended the Commission on giving pay raises to employees with- out an increase in millage. Mrs. H. T. Heaton, 607 Oak Ave., questioned the cost basis in purchase of City lands and was told they we~e appraised before purchase. Miss Dorothy Benjamin, 401 Sunburst Cou~t, asked about the Beach Branch Library funds and commented on operation of the main library on N. Osceola Avenue. It was suggested that Miss Benj~in attend a meeting of the Library Board and pass her suggestions on to them. Messrs. Ray Daniels and Ormond Loomis complimented the Commission for holding the tax line in the proposed budget. Mrs. Adeline McFarland, l52~ Seabreeze Street, as a City water custome~ living in the County, objected to the water rate increase. Mrs. Heaton asked if the Chambe~ of Comme~ce expenditures could be publicized once a month. Mayor Tu~ner replied that the" report was being ~eceived monthly and was available to the press. The Commissioners expressed appreciation to all of the property owners who had attended the hearing. Commissioner Stephens moved after having heard this pUblic hearing on the budget that the action of the City Commission on August 26, 1966, approving Resolution *66-l0~ be ~econfirmed and that the budget as set up therein be adopted as the budget for the City of Clearwater for the fiscal year October 1, 1966, through September 30, 1967. Motion was seconded by Commissioner Brumfield and carried unanimously. Commissioner Brumfield moved to adjourn the meeting at 2:40 P.M.
