CITY COMMISSION MEETING
August 26, 1966
The City Commission of the City of Clearwa~er met in special session at the
City Hall, Friday, August 26, 1966 at 1:30 P.M. with the following members
present:

The Mayor called the meeting to order. The invocation was given by the
City Attorney.
The City Manager recommended accepting the bid of SUllivan, Long & Hagerty,
Bessemer, Ala., for Part IX - Water Mains 1965 Water Project, Belcher Road from
Nursery Rd. to Morningside. Commissioner Brumfield moved upon the joint recommen-
dation of the Consulting Engineer (Briley, Wild & Associates) and Asst. Purchasing
Agent, concurred therein by the City Manager that the contract be awarded to
Sullivan, Long & Hagerty, for the sum of $10,837.50, which is the lowest and best
responsible bid and that the appropriate officials of the City be authorized to
execute said contract which shall be in accordance with the plans and specifications
and bid. Motion was seconded by Commissioner Hougen and carried unanimously.
The City Manager presented a contract with Roy A. Rigel for $3,500.00 to
purchase acreage (30' x 1338') in Section 9-29-16 for installation of water line to
connect to new water tank. It was explained this could also be used for a future
extension of Drew Street. Commissioner Stephens moved that the con~ract be approved
as recommended by the City Manager, and the proper officials be authorized to execute
it. Motion was seconded by Commissioner Brumfield and carried unanimously.
The City Attorney read Resolution #66-104 adopting a budget for the fiscal year
beginning October 1, 1966 and ending September 30, 1967; setting a ~ax of 10.24 mills
fpr operation purposes; 2.0 mills for pension purposes and 1.26 mills for bonded
indebtedness; setting a public hearing on the budget for 1:30 P.M., on September 1,
1966. Commissioner Stephens moved that Resolution #66-104 be passed and adopted and
the appropriate officials be authorized to execute it. Motion was seconded by
Commissioner Brumfield and carried unanimously.
The City Attorney read in full on its first reading Ordinance #1095 amending
Section 24-28 Chapter 24 of City Code, 1962, by amending schedule of rates by
increasing charges for water service. Commissioner Stenhens moved Ordinance #1095 be
passed on its first reading. Motion was seconded by Commissioner Brumfield and
carried unanimously.
Commissioner Stephens moved Ordinance #1095 be read and considered on its second
reading by title only with the unanimous consent of the Commission. Motion was
seconded by Commissioner Brumfield and carried unanimously. The Ordinance was read
by title only. Commissioner Stephens moved Ordinance #1095 be passed on its second
reading by title only. Motion was seconded by Commissioner Smith and carried
unanimously.
The City Attorney read Resolution #66-105 whereby on request of the State Road
Department the City agrees to maintain the remainder of outfall from south end of the
Turner St. dedication on easement on Lots 5 and 6, Block V, Hibiscus Gardens Sub., in
connection with Missouri Avenue widening project (SR 595-A). Commissioner Brumfield
moved Resolution #66-105 be passed and adopted and the appropriate officials be
authorized to execute it. Motion was seconded by Commissioner Smith and carried
unanimously.
The City Attorney presented three easements for installations of interceptor
sewer installations in northeast Clearwater from the following persons:

James Harwell Smith
Lot 5, Block V, Hibiscus Gardens
permanent & temporary easement Lots 19 & 20
Kapok Forest
permanent & temporary easement - NE 1/4 Sec. 11-29-15
Paul Hennesen
and an agreement for grant of easement with Henry C. Klein to be located in Lot 23,
Kapok Forest. Commissioner Brumfield moved that the easements and agreement be
accepted as recommended and the proper officials be authorized to record them.
Motion was seconded by Commissioner Stephens and carried unanimOUSly.
