04/22/1966 / ss' CITY COMMISSION MEETING April 22, 1966 The City Commission of the City of Clearwater met in special session at the City Flall, Friday, April 22, 1966, at 9:30 4.M. with the following members present; Joe Turner Mayor-Commissioner Amos G. Smith Commissioner H. Everett Hougen Commissioner Clifton Stephens Commissioner Geo. R. Brumfield Commissioner Also present were; James R, Stewart City Manager Guy L, Kennedy, Jr, Asst, City Attorney Willis Booth Police Chief The Mayor called the meeting to order. The invocation was given by Chief Willis Booth, The Mayor announced the purpose of this special session was for the purpose of appointing a City Prosecutor, to receive a report and recommendations on a Service and Information Center, to pass a resolution regarding Mr. Peter Andresakis and any other business that may come before the Commission at this time, Commissioner Stephens moved that Mr. Elwood Hogan, Jr., be appointed as City Prosecutor at a salary of $8,000 annually, Motion was seconded by Commissioner Brumfield and carried unanimously, Commissioner Brumfield recommended that night court be held for working people, tourists and others who may not be able to attend during the day. The City Manager recommended the creation of a City Service and Information Center with a Supervisor who would be Administrative Assistant to the City Manager, and a Secretary I and a Clerk I at an estimated cost of 58,925 for the balance of the fiscal year, lie stated that the Supervisor would not be under Civil Service and that the funds would be available through transfers in the budget, Commissioner Hougen moved that the recommendation of the City Manager be accepted to establish a Service and Information Center; that the City Manager be authorized to employ the necessary personnel; that the transfer of 56,925 be authorised and the Service Center be put into operation at the earliest possible date, Motion was seconded by Commissioner Stephens and carried unanimously. The City Manager announced that Mr, E. H. (Bud) Parmer Jr., had been selected as the Administrative Assistant and Supervisor of the Service 6 Information Center, to be effective May 13, 1966, Mr, Parmer was then introduced to the Commission. Resolution #66-55 was presented commending Mr. Peter Andresakis for his public service to the City as a member of the Pinellas County Industrial Council represent- ing Clearwater. Commissioner Brumfield moved that Resolution #66-55 be adopted and that the proper officials be authorized to execute it, Motion was seconded by Commissioner Stephens and carried unanimously. Commissioner Smith moved that the meeting be adjourned at 9:55 A,M. Motion was seconded by Commissioner Stephens and carried unanimously.
