The City Commissi~n of the Ci~y of Clearwater met in regular session at the
City Hall, Monday, November 16, 1964, at 1:30 P.M., with ~he following members
present:

The Mayor called t he meeting t.,o order. The invocation was given by
Rev. Robert E. Coleman, Jr., First Christian Church. Commissioner Smith moved that
the minutes of the meeting of November 2, 196~ be apprcwed as recorded and as sub-
mitted in written summ~tlon by the Clerk to each Commissioner. Motion was seconded
by Commissioner Fields and carried unanimously. The Mayor approved the minutes of
the meeting of October 19, 1964, which had been previously accepted by the
Commission subject to nis approval.
A public hearing ~as announced for the paving, drainage and curbing of
Bay Esplanade, from M~dalay Avenue east. ~o Clearwa~er Harbor. The City Engineer
reported that the six property owners were notified of the preliminary hearing,
4 objected, one was in favor of the project and one did not answer. The estimated
cos~ per front foot was ~6.25, but lowered to $5.26 at this time. Mr. David Shear
stated the proposed wo~k was unnecessary but i~ i~ was done the City should pay t.he
entire cost, since it ~as purely for public use, as the city-owned Youth Maritime
Center, a boat launchi~g ramp, public beach and nearby Palm Pavillion patrons all
used it, and the abutting property owners would not derive any ben~fit from it. He
also represented Mr. W. S. Wightman, and referred to a letter from him. Mr. Harvey
Richardson, Breezeway ~Qtel, 602 Poinse~tia Avenue was in favor, bu~ requested a
sidewalk on the South side. Rev. Walter McMullen, pas~or or Chapel by the Sea,
sta~ed the church was in favor of it. ~he Clerk read a letter or objection to ~he
cost from Louis Presti, 556 Bay Esplanade. Commissioner Smith moved that Resolution
#6~-167 be passed autporizing the project. Motion was seconded by Commissioner
Fields and carried unanimously. The Mayor recommended a motion be made for t.he
sidewalk. Commissioner Fields moved that the City Manager and Ci~y Engineer be
authorized ~o construct a sidewalk on t.he South side of Bay Esplanade. Motion was
seconded by Commissioner Turner and carried unanimously.
The City Manager rEcommended accepting the low bid of Westinghouse Elec~ric
Supply Company, Tampa, for street lighting mat.erials. Commissioner Turner moved
upon ~he joint recommendation of t.he Elec~rical Superint.endent and Assistant
Purchasing Agent concurred therein by the City Manager that the contract for 8
octoflute aluminum street lighting poles and 46 light fixtures be awarded to
Westinghouse Elect.ric S~pply Company, for the sum or $4,04$.42, which is the lowest
and best responsible bid, and that the appropriate officials of the City be author-
ized to execute said co nt. ract which shall be in accordance with the plans and
specifications and bid. Motion was seconded by Commissioner Fields and carried
unanimously.
The City Manager recommended accepting the low bid of Graybar Electric Supply
Company, Tampa, for strEet lighting material for use at Morningside Estates. The
cost of this project ha~ been placed in escrow by the developer. Commissioner Fields
mewed upon the joint recommendation of the Electrical Superintendent and Assistant
Purchasing Agent, concurred in by the City Manager that the contract be awarded to
Graybar Electric Supply Company, ~or the sum of $6,162.67, which is the lowest and
bes~ responsible bid and that the appropriate officials of the City be au~horized
to execute said contrac~ ~hich shall be in accordance with the plans and specifi-
cations and bid. Motio~ was seconded by Commissioner Insco and carried unanimously.
The City Manager r~commended accepting the low bid of Consolidated Pipe Company,
Birmingham, Alabama, fox 5,000 ft.. 2" black steel line pipe. Commissioner Fields
moved upon the joint re~ommendation of ~he Utili~ies Manager, Gas Superintendent and
Assistant Purchasing AgEnt, concurred in by ~he City Manager that the con~ract, be
awarded to Consolidated Pipe Company, for the sum of $1,950, which is ~he lowest and
best responsible bid, a~d that. ~he appropriate officials of the City be authorized
~o execute said contrac~ ~hich shall be in accordance with t.he plans and specifi~
cations and bid. Motio~ was seconded by Commissioner Turner and carried unanimously.
The City Manager rEcommended accepting the lo~ bid of Thayer Motor Company, ror
4 new 1965 van trucks w~t,h 4 trade-in vehicles. Commissioner Smith moved upon the
joint recommendation of t.he Utili~ies Manager and Assistant Purchasing Agent concurred
t.herein by the City Man~ger that ~he con+.ract for 4 van trucks at $7,~49, less $1,200
t.rade-in, or a cost of ~6,2~9, be awarded to Thayer Motor Company, which is the lowest

The City Manager presented for approval Change Order #2, revising layout of
~he gas pipes, on the Sout.heastern General Corp., cont.ract for the new Cit.y Hall,
which reduces it in the amount of $364.21. Commissioner Turner moved that. the Change
Order be approved as recommended and t.he appropriate officials be authorized to exe-
cute it. Motion was seconded by Commissioner FieLds and carried unanimously.
The Assistant City Attorney read in full on i~s rirst reading Ordinance #1036
amending certain provisions of Chapter 7, Article III of the City Code pertaining
t.o Electricity. Commissioner Smi~h moved Ordinance #103~ be passed on its first
reading. Motion was seconded by Commissioner Fields and carried unanimously.
Commissioner Smith moved Ordinance #1036 be read and considered by ~itle only
on its second reading by unanimous consent of the Commission. Motion was seconded
by Commissioner Fields and carried unanimously. The Ordinance was read by ~it.le
only. Commissioner Smi~h moved ~hat Ordinance #1036 be passed on its second reading
by title only. Motion was seconded by Commissioner Fields and carried unanimously.
The Assistant City Attorney read in full on its first reading Ordinance #1037
intent to annex site of Kings Highway elementary school property (the SW 1/4 or
SW 1/4 of SW 1/4 or Sec. 2-29-15). Commissioner Smith moved that Ordinance #1037
be passed on its ~irs~ reading. Motion was seconded by Commissioner Fields and
carried unanimously.
Commissioner Smith moved ~hat Ordinance #1037 be read and considered by title
only on it.s second reading by unanimous consent of the Commission. Motion was sec-
onded by Commissioner Fields and carried unanimously. The Ordinance was read by
ti~le only. Commissioner Smith moved that Ordinance ifl037 be passed on its second
reading by title only. Motion was seconded by Commissioner Fields and carried unani-
mously.
Commissioner Smith moved Ordinance #1037 be read and considered on i~s third
and final reading at this meeting or t.he Commission by unanimous consent of the
Commission. Motion was seconded by Commissioner Fields and carried unanimously.
The Ordinance was read in full. Commissioner Smith moved Ordinance #1037 be passed
on its third and final reading and adopt,ed, and that. the proper orficials be au~hor-
ized to execute it. Motion was seconded by Commissioner Fields and carried unani-
mously.
Commissioner Insco moved that the City Engineer be excused at this time.
Motion was seconded by Commissioner Smit.h and carried unanimously.
Resolution #64-168 was presen~ed assessing the property owners on Ewing Avenue
rrom Court Street ~o Park St.reet, ~or cons~ruction of paving, curbs and drainage.
Commissioner Turner moved that Resolut.ion #64-16S be adopted and t.hat ~he appropriate
officials be authorized to execu~e it. Motion was seconded by Commissioner Fields
and carried unanimously.
Resolution #64-169 was presented assessing the property owners on Corona Avenue
~rom Cleveland Street to Gulf to Bay Blvd., and also on Mercury Avenue from
Gulf ~o Bay Blvd. nor~h approximately 250 ft. for ~he con~truction of paving, curbs
and drainage. Commissioner Fields moved that Reso~ur,ion #64-169 be adopted and ~hat
~he appropriate officials be au~horized to execute i~. Motion was seconded by
Commissioner Turner and carried unanimously.
Resolution #64-170 was pre5en~ed authorizing payment of $235.20 t.o ~he Bond
Buyer for advertising - no~ice of sale of $975,000 Revenue Certi~icates, from
Construction Trust Fund, Utilities Revenue Certifica~es, Series of 196~.
Commissioner Fields moved that Resolution #64-170 be adopted and that the appropriate
officials be authorized ~o execu~e it.. Motion was seconded by Commissioner Turner
and carried unanimously.
Resolution #64-171 was presen~ed authorizing paymen~ of $864.05 to Southland
Printing Company, for prin~ing 300 official statements ror issuance o~ $975,000
Revenue Certificates, from Cons~ruction Trust Fund, Utilit.ies Revenue Certificates,
Series of 1964. Commissioner Fields moved that Resolution #64-171 be adopted and
that the appropriate officials be aut.horized to execute it.. Motion was seconded by
Co~wissioner Turner and carried unanimously.
Resolution #64-172 was present.ed requiring the owners o~ 30 proper~ies to clean
their lots of weeds and undergrowth. Commissioner Fields moved that Resolution
#6~~172 be adopted and that ~he appropriate orficials be authorized to execute i~.
Motion was seconded by Commissioner Smi+.h and carried unanimously.

Resolution ~64-17J was presented au~horiz1ng paymen~ of $601.00 to
K. Whitney Dalzell, Jr., Archi~ect, for services rendered in connection with the
new City Hall, ~rom Construction Trust Fund, Utilit.ies Tax Improvement Certificates,
Series or 1962. Commissioner Fields moved t.ha~ Resolution #64-173 be adopt-ed and
+.hat, the appropriate officials be authorized to execu~e i~. Motion was seconded by
Commissioner Turner and carried unanimously.
Resolution #64-174 was presented authorizing payman+. of $1,520 to
K. Whitney Dalzell, Jr., Architect, for services rendered in connect,ion with
Utilities Building, from Construction Trust Fund, Utilities Revenue Certificates,
Series or 1964. Commissioner Fie~ds moved that Resolut.ion #64-174 be adopted and
that, the appropriate officials be authorized to execute it. Motion was seconded by
Commissioner Turner and carried unanimously.
Resolution #64-175 was presented vacating a utility easement in Bay Terrace
Addition, Block H, West 5 ft. o~ Lot 12 and the East 5 ft. of Lot 11. Commissioner
Fields moved that Resolution #64-175 be adopted and the appropriate officials be
authorized to execute it. Motion was seconded by Commissioner Turner and carried
unanimously.
Mr. Robert Bickerstaffe, Clearwater Flying Company, Clearwater, Florida stated
he had received a final notice including a 10% pena1t.y which he objected to paying.
He further stated he had appeared previously objecting to the license fee and ex-
pec~ed a reply to his previous objection. He also contended that he had no proper
entrance to the Airpark. The City l~anager suggested Mr. Bickerstaf~e pay his license
fee, marked under protest, and no penalty would be charged, and i~ the ordinance is
amended a rerund will be given. Mr. Bickerstaf~e also stated that a petition had
been filed some time ago for the opening of a st.reet to the Airpark. Commissioner
Smith moved that the City Manager and City Attorney investigate the legal obligations
as to s~reets in the area. Mot.ion was seconded by Commissioner Fields and carried
unanimously.
The Mayor read a petition with approxima~ely 15 si~nat,ures, ~hich he had
received, protesting the closing of the bridge at Rainbow Drive and Corona Avenue,
and requesting it be re-opened. Commissioner Fields moved that t.he pet.ition be
accepted. Motion was seconded by Commissioner Turner and carried unanimously. The
City Manager reported that plans are being prepared for a ne~ bridge which would be
ready for bids in about a month, and to. hat, to.he present. bridge cannot be made safe :for
vehicle 1"; raf"fic.
In reply to a quest.ion from Commissioner Smith, the City Manager repo~ed that
a temporary location for t.he Hone Demons~rat.ion Club had been found, subject to the
Commission approval.
Commissioner Smit.h asked about. t.he paving o~ Bayside Drive and stat.ed that the
street was in good condition until sewers were installed. The City Manager report.ed
that a preliminary public hearing had been held but as a majority opposed ~he project,
the matter ~as no~ carried further.
The City Commission now adjourned as the City Commission and acting as Trustees
of the Pension Fund heard a letter read from the Advisory Committee, with waiver
attached, recommending tha~ Albe~, Alston, Collector, U~ilities Dept., Refuse
Division, be admitted to the Pension Plan; and other letters from the Advisory
Committee recommending that James D. Anderson, Rodman, Engineering Dept., and Jessie
Thompson, Collector, Utili~ies Dept., Refuse Division, be admitted to the Pension
Plan. Commissioner Fields moved that Albert Alston, be acce~,ed subject to waiver,
and that the other named employees be accepted into the Pension Plan. Motion was
seconded by Commissioner Turner and carried unanimously.
There being no further business t.he mee~ing adjourned at 3:15 P.M.

therefore, requested that you, as Mayor of Clearwater, have the bridge re-opened,

No doubt the bridge ldll be widened and it is hoped ~hat ~he work will be complet.ed
in 1965, in order that we will not be ~aced with this present situation as the
following tourist season arrives.

The Mayor called the meeting fi o order. The invocation was given by
Rev. Robert E. Coleman, Jr., First Christian Church. Gommissioner Smith moved t hat
the minut.,es of the meeting of November 2, 1964 be appraved as recorde@ ana as sub-
mitted in �vritten summation by the Clerk to each Gommisszoner. ?�otion was seconded
by Commissioner Fields and carried unanimously. The Mayar approved �he minutes of
tha meeting of OctoUer 19, 1964, wnich had been previously accepted by the
Commission subject t:� his approval.
A�,ublic hearing was announced for t,he paving, drainage and curbing of
�ay Esplanade, from Mandalay Avenue east to Clearwater Harbor. The City Engineer
reported that the six property owners wexe notified of the preliminary hearing,
4 objected, one was in favor of the praject and one did not answer. The estimated
cost per front foot was �6.25, but lowered to $5�26 at this time, Mr, Dazid Shear
stated the proposed work was unnecessary but if it was done the City should pay the
entir�• �ast, since it was purely for public use, as the cit y-owned Youth I�aritime
Center, a boat launching ramp, public beach and nearby Palm Pavillion patrons all
used it, and tl?e abutting property owners would not derive any benefit fr�m it. He
also represented Mr. VJ. S. Wightman, and referred to a letter from bim. Mr. Harvey
Richardson, Breezeway r2otel, 602 Poinsettia Avenue was in favor, bu.t requested a
sidewalk on the South side. Rev. Walter Ncilullen, pastQr of �hapel by the 3ea,
stated tlze chur�h was in favor of it. The Clerk read a letter of objection to the
cost from Louis F?resti, 556 Bay Esplanade. Con�issioner Smith moved that Resolution
�61�-16'7 be passed authorizing the project. Motion was seconded Ly Corru�issioner
Fields and carried unanimously. The Mayor recommended a motion be made for the
sidewa.lk, Commissioner Fields moved that the City NIanaoer and City Engineer be
aut-,horized to construct a sidewalk on ';he South side of Bay Esplanade. Motion was
seconded by Gommissioner Turner and carried unanimously,
The City Manager recommended accepting the low bid of Westinghouse Electric
Supply Company, Tampa, for street lighting materials. Commissioner Turner moved
upon the joint recommendation of the Electrical Superi�tendent and Assistant
Purchasing Agent concurred therein by the City I�Ianager that the contract for $
octoflu�e aluminum street lighting poles and t}6 light fixture$ be awarded to
��Vestinghouse Electric Supply Company, ior the sum of �p4,Ot�$.42, which is the lowest
and best responsible bid, and tha� the appropriate officials of the City be au�hor-
ized to execute said corn;ract which shall be in accordance with the plans and
specifica�zons and bid. I�Io�ion was seconded by Gommissioner Fields and carried
unanimously.
The City Manager recommended accepting �he low bid of Graybar Electric Supply
Company, Tampa, for street lighting ma�erial for use at Marningside Estatzs. The
cost of this project had been placed in escrow by t h� deJeloper. Commissioner Fields
moved upon the joint reaommendation of the Electrica�_ Superin�endent and Assistant
Purchasing Agent, concurred in by the City Mana�er that tne contract be awarded to
Graybar Electric Supply Company, for the sum of �6,162.67, which is t he lowest and
best responsible bid and that the appropriate officials of the City be aufihorized
to execute said contract which shall be in accordance with the plans and specifi-
cations and bid. Motion was seconded by Commissioner Insco and carried unanimouslp.
The City Mar_a�er recommended accepting the l�w bid of Consolidated Pipe Company,
Birmingham, Alabama, for 5,000 ft. 2�� black steel line pige. Commissioner Fields
moved upon the joint recommendation of the Utilities Nlanager, Gas Superintendent and
Assistant Purchasing Agent, concurred in by the City Manager that the contract �e
awarded to Consolidated Pipe Company, for the sum of :�1,950, which is the lowest and
best responsible bid, and that the approgriate officials of the City be aut horized
to execube said contract which shall be in accQrdance wit h tne plans and specif�=
cations and bid. Motion was seconded by Commissioner Turner and carried unanimously.
The Gity I�Ianager recommended accepting the low bid of Tnayer Motor Company, ior
4 n�w 1965 van trucks wifih !� trade-in vehicles. Commissioner Smith moved upon t he
joinr, recommendation of the Utilit ies TZanager and Assistant Purcnasing Agent concurred
therein by the Gity Manager that the cont,ract for 4 van trucks at �7,449, less �1,200
trade-in, or a cost of �pb,249, be awarded to Thayer Motor Company, which is t,he lowest
and best responsible bid and that the appropriate officials of the City be autharized
to execut:e said contract which shal l be in accordance with the plans and specifi-

The City Manager presented for approval Change Order �2, revising layout of
the gas pipes, on the Southeastern General Gorp., contract for the new Cit,y Hall,
which reduces it in the amount of �p364.21, Gommissioner Turner moved that the Change
Order be approved as recommended and the appro�riate officials be authorized fi o exe-
cute it. Motion was seconded by C�mmissioner Fields and carried unanimously.
The Assistant City Attorney read in fu.11 on its first reading Ordinance �1036
amendinb certain provisions of Chapter '], Article III of the City Code pert,aining
to Electricity. Commissioner Smith moved Qrdinanee �1036 be passed on its first
reading. Motion was seeonded by Commissioner FieL3s and carried unanimously.

�n its se�ond reading by unanimous consent; of the Go�nission. Motion was seconded

The Ass�stant City Attorney read in full on its first readin� �rdinance �1037

Resolution #64-175 was pressnted vacating a utility easement in Bay Terrace
Additien, Block R, West 5 ft. of Lot 12 and the East 5 ft. of Lot 11. Commissioner
Fields moved that Resolution #64-175 be adopted and the appropriate officials be
authorized fio execute it. Motion was seconded by Commissioner Turner and carried
unanimously.
Mr. Robert Bickerstaff'e, Clearwater Flying Company, Glearwater, Florida stated
he had received a final notice including a 10� penalty which he objected to paying.
He further stated he had appeared previously objecting to the license fee and ex-
pected a reply to his previous objection. He also contera3ed that he had no proper
entrance to the Airparic. The City Mana�er suggested Mr. E3ickerstaffe pay his license
fee, marked under protest, and no penalty would be charged, and if the ordinance is
amended a refund will be given. T�Ir. Bickerstaffe also stated that a petition had
been f iled some time ago for the opening of a street to the Airpark. Commissioner
Smith moved that the City Manager and City Attorney investigat,e the leQal obligations
as to streets in the area. Motion was seconded by Commissioner Fields and carried
unanimously.
The Mayor read a petition with approximately 15 signar,ures, which he had
received, protesting the closin� of t,he bridge at Rainbow Drive and Corona Avenue,
and reque5ting it be re-opened. Commissioner Fields moved that the peti�ion be
accepted. Motion was seconded by Comm�ssioner Turner and carried unanimously. The
City Manager repoi�t;Ed tl�at plans are being prepared for a new bridge which would be
ready for bids in about a month, and t har r,he preser.t bridge cannot be made safe for
vehicle t.raffic.
In reply to a question from Commissioner Sraith, the City Manager report;ed that
a temporary locat ion for the Home Dem�nstration Club had been found, subject to the
Commission approval.
Commissioner Smit,h asked about the paving of Bayside Drive and stated that �he
street was in good condition until sewers were installed. The City Manager reported.
that a preliminary public hearing had been held but as a majority opposed the project,
t he matter was not. carried iurther.
The City Commission now a�ijournea as t,he City Commission and acting as Trustees
of the Pension Fund heard a letter read from the Advisory Committee, with waiver
at,tached, recommending +hat, Albert Alston, Collectar, Utilities Dept., Refuse
Division, be admitted to the Pension Plan; and other letters fZv m the Advisor�,�
Committee recommendi.ng ti:at �Iames D. Anderson, P�odman, Engineering Dept., and Jessie
Thompson, Collector, Utilities Dept,, Refuse Division, be admitted to the Pens�on

This petition is being forwarded to you in protest of the closing of the bridge
at Rainbow Drive and Corona Avenue, Skycrest.
The following are all business people and taxpayers on Rainbow Driye and the
closing of the bridge has hart our apartment, and or, motel business. It is!
therefore, requested tr�at you, as P�layor of Clearwater, have �che bridge re-opened,
at least until after the tourist business is over.
No doubt the bridge will be widensd and it is hoped that tl'je work will be complet;ed
in 1965, in order that we will noi; be faced wit;h this present situation as the
following tourist season arrives,
