The City Commission of the City of Clearwater met in regular session at the
City Hall, Monday, February 3, 1964 at 9:00 A.Iv!, with the following members present:

The Mayor called the meetir.g to order. Toe invocation was given by the City
Attorney. Commissioner Fields moved that the minutes of the regular meeting of
January 20, 1964 be approved as recorded and as submitted in written summation by
the Clerk to each Commissioner. I.'lotion was seconded by Commissioner Insco and
carried unanimously.
The City Manager introduced Bckir Ozturk and Kemil Ozturk, two district gover-
nors visiting from Turkey under the auspices of the State Department to study various
forms of government in the United States.
Colonel Watkins explained the two volunteer Civil Defense workers had taken a
course in radiological monitoring, conducted by the Florida Institute for Continuing
University Studies at their own time and expense. He further explained that these
two men will train approximately 30 more volunteers and that the Federal Government
will furnish the necessarv instruments for the monitors to use. Colonel Watkins
then introduced Captain F~ul Wilson, Clearwater Fire Department and a Mr. Robert W.
Cloud. Commissioner Insco moved that the letters OL citation be read into the
record. Motion was seconded by Commissioner Fields and cRrried unanimously. The
Mayor read the letters of citation and presented them to Captain Wilson and Mr.
Cloud.
A public hearing was announced for paving and curbing of Avalon Street from
Mandalay R0ad westerly approximately 320 Leet. The Clerk did not have any verbal
or written objections. The City Engineer reported that at the preliminary hearing
the estimated assessable cost per Lront foot was given at $4.72. The City Engineer
also reported that 4 property owners were in favor of the project, 3 were opposed
and 4 had not replied. Mr. George H. Berghman stated that others in the area would
benefit and he would favor the project if the City shared the cost. Commissioner
Turner moved that the City Mana~er and the City Engineer be authorized to proceed
with the project by putting it out for bid. Motion was seconded by Commissioner
Fields and carried unanimously.
The City Manager recommended accepting the alternate bid of Holcomb Pipe Lines
for the area from Granada Blvd. to and including Sunnydale Drive and Edgewater Drive
to ACL Railroad, for sanitary sewers. Commissioner Smith moved upon the joint recom-
mendation of the City Engineer and the Asst. Purchasing Agent, concurred therein by
the City Manager that the contract for Granada area sanitary sewers, to be on an
assessment basis, be awarded to Holcomb Pipe Lines for the amount or *20,901.50,
which is the lowest and best responsible alternate bid and that the appropriate
officials be authorized to execute it. Motion was seconded by Commissioner Fields
and carried unanimously.

The City Manager recommended accepting the bid of Dictaphone Inc., ~or a
Recording & Reproducing Machine for the Fire Department radio communications.
Commissioner Turner moved upon the joint recommendation of the Fire Chief and Asst.
Purchasing Agent concurred therein by the City Manager that the contract for a
Recording & Reproducing Machine for the Fire Department be awarded to Dictaphone
Inc., Miami, for $950 which is the lowest and best responsible bid and that the
appropriate officials be authorized to execute it. Motion was seconded by
Commissioner Fields and carried unanimously.
The City Manager recommended accepting the bid of John I4. Warren for 400 -
8 ft. Steel Channel Sign Posts for the Police Department. Commissioner Fields
moved upon the joint recommendation of the Police Chief and Asst. Purchasing Agent,
concurred therein by the City Manaeer that the contract for Steel Channel Sign
Posts be awarded to John M. Warren, Mobile, Alabama, for $740 which is the lowest
and best responsible bid and that the appropriate officials be authorized to execute
it. Motion was seconded by Commissioner Turner and carried unanimously.
The City Manager presented a proposal ~or the sale of the Easterly 370 ft. more
or less of Lot 17 Industrial Park, including railroad and drainage easements, in the
amount of $$,600 with a deposit of 10% received. He noted that the offer was below
the quoted price but due to easements the useable portion of the lot had been re-
duced. The City Manager recommended that a 5% commission be paid to the realtor
and also recommended the sale of the property to Art-Cote Decorative Fabrics, Inc.
Commissioner Fields moved that the contract between Art-Cote Decorative Fabrics,
Inc., and the City of Clearwater for a portion of Lot 17, Industrial Park, be ap-
proved and that the proper officials be authorized to execute said contract at the
sale price of $8.600 and proceed with the sale as rapidly as possible. Motion was
seconded by Commissioner Turner and carried unanimously.

'l'he City Manager reported that the City Planner and the City Clerk had pre-
pared a proposed schedule for the next public hearing on zoning with February 28,
1964 as the deadline for filing applications and that the public hearing be set
for f.1arch 30th, 1964. Commissioner Smith moved th::\t the Clerk's schedule as sub-
mitted be accepted. r~otion was seconded by Commissioner Fields and carried unani-
mously.
The City Mana~er reported thRt a letter had been received from Mr. Harold P.
Fox to appear before the Commission this morning so he could report regarding the
change of the name of the MemoriAl Park, west of the Clearwater Municipal
Auditorium. 3ince ~r. Fox was not present, the City Mana~er suggested that the
item be postponed until the latter rart of the meeting and then if he doesn't
show up, it can be scheduled at another time. Commissioner Smith moved it be
deleted at this time and taken up later in the meeting if Mr. Fox appears. Motion
was seconded by Commissioner Fields and carried unanimously.
The City ~anager presented proposals for soil tests at the site of the new
City Hall (lots 3, 4, 5, Block A, J. R. Davey Subdivision.) '!'he City r.1anager and
the City Engineer recommended the proposal of Florida Testing Laboratories Inc.,
Largo, at a tentative cost or $1,010, the items being on a per unit basis.
Co~nissioner Fields moved that the proposal be accepted as recommended by the City
Manager. Motion was seconded by Commissioner Turner and carried unanimously.
Resolution if64-21 was presented authorizing payment of ~250.00 to Robert P.
Rist, Real Estate Apprsiser, for services in connection with the widening of Drew
Street right or way (NaIl property) from Construction Trust Fund, Utilities Tax
Improvement Cert iric At es, Series of 1960. Commis sioner SI!1i th moved Resolution
#64-21 be adopted and the proper officials be authorized to execute it. Motion was
seconded by C olrunis sioner Field s and carr led unanimously.
Resolution d64-22 was ~resented authorizing FRyment of ~22$.75 to John E.
Casson, Surveyor, for services in connection with property in the Northwest corner
of Osceola Avenue and Fierce Street, from ConstJruction Trust }'und, Utilities Tax
Improvement Certjficates, Series of 1962. Commissioner Fields mo'red Resolution
//64-22 be adopted and that the proper officjels be authorized to execute it.

The City Attorney read in full on its first rearlin~ Ordi~ance J998, intent to
annex part Section 14-29-15 (D. A. Salls) and part 2-29-15 (Windsor Park).
Commissioner Turner moved Ordinance #99a be passed on its first reading. Motion
was seconded by Comr~issioner Fields ann carried unanimously.

Commissioner Turner moved Ordinance il998 be read and considered on its third
and final readjng at this meetin~ of the Commission with the unanimous consent or
the Cotmnission. Motion was seconded by Commissioner Fields and carried unanimously.
The Ordinance was read in full. Commissioner Turner moved Ordinance #99a be
passed on its third and final readine; and adopted and that the proper officials be
authorized to eXecute it. Motion was seconded by Commissioner Fields and carried
unanimously.
Resolution #64-23 was presented requiring 3 property owners to clean their
lots of weeds and undergro\-Jth. Commi.ssioner Turner moved that Resolution 1/64-23
be adopted and the proper officials be authorb:ed to execute it. Motion was sec-
onded by Commissioner Fields and carried unanimously. The l',layor suggested that
the City i'J1anager be instructed to request the Poli ce Department not e areas that
need cleaninG up to get this job done thoroughly.
Resolution i64-24 was read by the City Attorney requesting the Board o~ County
Commissioners of Pine lIas Count:,,' and the State Road Department to take steps to
complete Myrtle Avenue by extending it Northwardly in two sections, one going to
Ft. Harri,80n Avenue and the other section going to Douglas Avenue across Stevenson's
Creek and Southwardly to Largo. Cownissioner Turner moved Resolution #64-24 be
adopted and the proper officiAls be authorized to execute it. Notion was seconded
by Commissioner Fie1rls and carried unanimously. Tne Mayor noted that the State and
County have already participated in the irnprovement as it now exists.
The City Clerk rerorted that Mrs. Rose C. Crews, Precinct 37A and Mrs. Alice
B. Coleman, Precinct 39 will not be able to serve as poll workers and recommended
Mrs. Mary F. ~ildea for Precinct 37A and Mrs. Helen M. Aye for Precinct 39.
Commissioner Insco moved that the poll workers be approved as recommended by the
City Clerk. Motion was seconded by Commissioner Turner and carried unanimously.
Item #7 which had been deferred from earlier in the meeting was considered at
this time. Commissioner Turner moved that the letter from r.1r. Harold Fox be ac-
cepted. Motion was seconded by Commissioner Fields and carried unanimously.
The Mayor reported that Governor C. Farris Bryant would attend the Fun 'K Sun
program if at all possible and that Representative Wm. C. Cramer and Senator George
A. Smathers will be here.

Trustees of the Pension Fund heard a letter read rrom the Advisory Committee recom-
mending that Lewis C. Kirkland, Collector, Utilities Dept., Refuse Division be
admitted to the Pension Plan. Commissioner Fields moved that the employee named be
accepted in the Pension Plan. Motion was seconded by Commissioner Turner and
carried unanimously.

notified that, Lewis C. Kirkland, Collector, Utile Dept. Refuse Div. has been
duly examined by a local Physician and designated by him as a "First Class"
risk.
The above employee began his service with the City of Clearwater on June 11, 1963.
He is under 45 years of age (birthdate Sept. 10, 1933) and meets the requirements
of our Civil Service.
It is hereby recommended by the Advisory Committee that he be accepted into

The City Manager presented a proposal for thz sale of the Easterly 370 ft, more
or less of Lot 17 Industrial Park, including railr�oad and drainage easements, in the
amourt of �$,600 with a deposit of l0o received. He noted that the offer was below
the quoted price bu� due to easements the useable �ortion oi �he lot had been re-
duced. Tk�e City Manager xecommended that a 5°� commission be paid to the rEaltor
and also recommended the sa�.e of the property to Art-Cots Decorative Fabrics, Inc,
Commissioner Pields moved that the contract between Art-Cote Decorative Fabrics,
Tnc., and the City of Clearwater for a portion of Lot 17, Iridustrial Park, be ap-
proved and that the proper ofiicials be authorized ta execute said contract ai: the
sale price of �F�,600 and groceed with the sale as rapidly as possible. Motion was

The City Pdanager re�arted that the City Flanner and the Ci-ty Clerk had pre=
par�d a prcposed schedule for �he neart public l�earing on zonin� with Febru�ry 2f3,
1964. as the d�adline for filing applicatians and that the public hearing be set
for P�tarch 3Gth, 19E�.. Comm:ssioner Smith mUved that the Clerk�s schedule as sub-
mitted be accepted. P�fotion was seconded by Commissioner Fiel:ds and carried unani-
mously.
The City T�Tana�;er reported that a letter hac� been received from Mr. Harold P.
Fox to appear before the Commission t11i.s morning sc, he could re�or� re,arding the
change of the name of �he PZemor�,�l Park, west of the Clearwa�er b�unicipal
Auditorium. Since Nir. Fox was not present, the Ci,t�yr M�na;er suggested that tihe
item be postponed until the latter part of the meeting and then if he doesnTt
show up, it can be scheduled at ano�her tir�e. Commissioner Smith moved it be
deleted at this time and taken up later in the meeting if rir. Fox appearso Motion

Largo, at a tentative cost of �1,010, the items being on a per unit basis.
