The Mayor called the meet.ing to order. The invocation was given by Rev. WM. S. Porter, Bethel Presbyterian Church. Commissioner Fields moved that the minutes of the meetings of October 21st and 25th, 1963 be approved as recorded and as sabmitted in written summation by the Clerk to each Commissioner, subject to the approval ot Commissioner Smith. Motion was seconded by Commissioner Turner and carried unanimously. Commissioner Fields moved that Commissioner Smith be excused ~rom this meet- ing. Motion was seconded by Commissioner Turner and carried unan imoasly , Commissioner Fields moved that the minutes or October 7th be approved. Motion was seconded by Commissioner Turner and carried unanimously. A public hearing was announced ror the paving of Kenwood Avenue from Grove St,reet to Drew Street and Lincoln Avenue from Cleveland Street to Drew Street. The City Engineer reported that at the ti~e ot the preliminary hearing on June 27, 1963 that the cost had been estimated at $3.99 per front foot, b~t with the new City policy effective October 1, 1963t the cost has now been estimated at $3.20 per front foot for both streets. The Clerk read letters from George N. Freeman objecting to the opening of Kenwood Avenue. Mr. Albert Vasconi opposed the proposed )0 toot width of Kenwood Avenue, but stated he would not object if the pavement was narrower. Mr. Reuben Rutenberg and Mr. Ed O'Connor spoke in favor of the improvements. Commissioner Turner moved having heard no valid objections that the City Manager and City Engineer be authorized to proceed ~ith the Kenwood Avenue project rrom Grove Street to Drew Street. Motion was seconded ~ Commissioner Fields and carried unanimously. Commissioner Turner mo~ed having heard no valid objections that the City Manager and City Engineer be authorized to proceed with ~he Lincoln Avenue project from Cleveland Street to Drew Street. Motion was second- ed by Commissioner Fields and carried unanimously, The City Manager presented the low bid ot Mueller Co., for Water Works brass rittings. Commissioner Fields moved upon the joint recommendation of the Utilities Manager, Water Superintendent and Asste Purchasing Agent concurred therein by the City Manager that the contract for 3/4" stops be awarded to Mueller Co., Decatur, Illinois, for the sum of $1,730.00, with 2% discount, which is the lo~est and best responsible bid and that the appropriate City officials be authorized to execu~e said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Insco and car.ried unanimously. The City Manager presented for approval the low bid of Rockwell Mfg. Co., Atlanta, Georgia for commercial size gas meters. Commissioner Turner moved upon the joint recommendation of the Utilities Manager and Asst. Purchasing Agent concurred therein by the City Manager that the contract for 3 commercial size gas meters be awarded to Rockwell Mrg. Co., tor the sum of $857.37 which is the lo~est and best responsible bid and that the appropriate officials be authorized to execute said contract which shall be in accordance with the plans and speci- fications and bid. Motion was seconded by Commissioner Fields and carried unani- mously. The City Manager presented tor approva1 the low bid of Interbay Corp., Dunedin for concrete drainage pipe to be used at Myrtle Ave. & Turner Street. Commissioner Fields moved upon the joint recommendation of ~he City Engineer and Asst. Purchasing Agent concurred therein by the City Manager that ~he contract for drainage pipe be awarded to Interbay Corp. for the sum of $1,650.00 which is the lowest and best responsible bid and that the appropriate officials be author- ized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Turner and carried unanimously. The Cit,y Manager presented for approval the low bid ot Campbell Paving Co., tor street sealing material to prolong the life of existing streets with the bidder to do the work and complete i~ on or before September 30t 1964. Commissioner Turner moved upon the joint recommendation of the City Engineer and Ass~. Purchasing Agent concurred therein by the City Manager that the con- trac~ tor slag and asphalt be awarded to Campbell Paving Co., ror the sum of .53,444.20, which is the lowest and best responsible bid and that the appropriate ,officials be authorized to execute said contract _hich shall be in accordance with the plans and speciricat10ns and bid. I;' '\: , ~ .., ..2j.:J -2- crry COMMISSIO~ MEETING NOVEMBER 4, 1963 The City Manager presented the bids for relocation of the air conditioning equipment at Memorial Civic Center and recommended rejection or all bids as they were unreasonably beyond the City Engineer's estimate. Commissioner Turner moved upon the joint recommendation of the City Engineer and Asst. Purchasing Agent concurred therein by the City Manager that these bids be rejected. Motion was seconded by Commissioner Fields and carried unanimously. The City Manager presented for approval the alternate bid, wherein the City supplies the pipe, o~ Eurnup and Sims, Inc., West Palm Beach, for extension of the Natural Gas System to the L. Cole property on the east side of U. S. Highway 19, approximately one mile south of Gulf-to-Bay Blvd., on which a large trailer park is being constructed. Commissioner Fields moved upon the joint recommen- dation of the Utilities Manager, City Engineer and Asst. Purchasing Agent con- curred therein by the City Manager that the contract for gas main extension be awarded to Burnup and Sims, Inc., for the sum of $4,709.66, which is the alter- nate bid rather than the low base bid, and that the appropriate officials be authorized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Insco and carried unanimously. The City Manager recommended accepting the lo~ bid of K & K Company tor Brightwater Drive paving and drainage from Hamden Drive east. Commissioner Turner moved upon the joint recommendation of the City Engineer and Asst. Purchasing Agent concurred therein by the City Manager that the contract for paving and drainage of Brightwater Dr. be awarded to K & K Company for the sum of $22,202.25 which is the lowest and best responsible bid and that the appro- priate officials be authorized to execute said contract which shall be in accordance with plans and specifications and bid. Motion was seconded by Commissioner Fields and carried unanimously. The City Manager recommended accepting the low bid of K & K Company for sanitary sewers on Tioga Avenue between Kingsley St. and South St. Commissioner Fields moved upon the joint recommendation of the City Engineer and the Asst. Purchasing Agent, concurred therein by the City Manager that the contract for Tioga Avenue sanitary sewers be awarded to K & K Company for the sum of $3,142.00, which is the lowest and best responsible bid and that the appro- priate officials be authorized to execute said contract which shall be in accord- ance with the plans and specifications and bid. Motion was seconded by Commissioner Turner and carried unanimously. The City Manager presented the bids for installation of the electrical work in the 3 new recreational buildings, 1 at Ross Norton Park, 2 and 3 located at Shuffleboard Courts, Stevenson Creek and Lawn Bowling Rinks at Stevenson Creek, and recommended rejection of all bids and a change order be negotiated under the original contract. Commissioner Turner moved upon the joint recom- mendation of the City Engineer and the Asst. Purchasing Agent concurred therein by the City Manager that these bids be rejected, and that a change order be negotiated under the original contract. Motion was seconded by Commissioner Fields and carried unanimously. The City Manager read a letter regarding improvements to the Clearwater Airpark and installation of a golf course, from Robert D. Bickers~afre, Jr. and also reported receipt of a letter from Herbert J. Frank on the same matter. In answer to a question Mr. Bickerstaffe stated that it was immaterial where his finances were to come from, and thereupon withdrew his proposal. Commissioner Insco moved to receive the letter rrom Mr. Frank, that copies be furnished to the Commission and the matter tabled. Motion was seeonded by Commissioner Turner and carried unanimously. The City Manager presented the request of the Mt. Olive Missionary Baptist Church for a new street to serve the ehurch and other property, running through City water tank property from South Madison Avenue, to South Greenwood Avenue, being portions of Lots 7, 8, 9 and 10 A. H. Duncan's Subdivision of the W 1/2 of the NE 1/4 of the SW 1/4 Section 22-29-15, which was heard previously. Commissioner Turner moved that the Commission having recently viewed the prop- erty that the request be denied. Motion was seconded by Commissioner Fields and carried unanimously. The City Manager presented ror approval a request from the Shell Oil Company for a permit to erect a ~illing station on the Southwest corner o~ Nursery Road and Belcher Road. The plans have been approved by the Planning and Zoning Board and the City Engineer. Commissioner Fields moved to approve the request. Motion was seconded by Commissioner Turner and carried unanimously. The City Manager presented ror approval a plat for Duncan Court, located at the southwest corner of Madison Avenue and Kingsley Street. Commissioner Turner moved that the plat be approved. Motion was seconded by Commissioner Fields and carried unanimously. The City Attorney presented for approval a quit Claim Deed, upon the recommendation of the Engineering Department and the City Manager, releasing an easement in Block D and Lot 2, Block A, Bayside Shores used for temporary construction during building of the Clearwater Pass Bridge, returning land to Bayside Hotel Co. Inc. Commissioner Fields moved that the recommendation be approved and that the proper officials be authorized to execute it. After discussion, it was decided a condi~ion or the deeds was not clear. Commissioner Turner moved that the accepta~ce be deferred. Motion was seconded by Commissioner Fields and carried unanimously. The City Attorney read in full on its ~irst reading Ordinance #992, amending Ordinance #909, supplementa~ Police Officers' Pension Fund. Commissioner Turner moved Ordinance D992 be passed on its first reading. Motion was seconded by Commissioner Fields and carried unanimously. Commissioner Turner moved Ordinance 1992 be considered on its second reading by title only with the unanimous consent of the Comnission. Motion was seconded by Commissioner Fields and carried unanimously. The Ordinance was read by title only. Commissioner Turner moved Ordinance #992 be passed on its second reading by title only. Motion was seconded by Commissioner Fields and carried unanimOUSly. Commissioner Turner moved Ordinance #992 be read and considered on its third and final reading at this meeting of the Commission with the unanimous consent of the Commission. Commissioner Turner moved Ordinance 1992 be passed on its third and final reading and adopted and that the proper officials be authorized to execute it. The City Attorney read in rull on its fi~st reading Ordinance ~93 amending the liquor ordinance or the City of Clearwater to allow sale of alcoholic beverages at the northwest corner or Osceola Avenue and Dre_ St~eet. Commissioner Fields moved Ordinance #993 be passed on its first reading. Motion was seconded by Commissioner Turner and carried unanimously. Resolution #63-132 was presented commending the Liaison Committee and Better Race Relations Committee for their efforts on behalf of the citizens of Clearwater. Commissioner Fields moved Resolution #63-132 be approved and the proper orficials be authorized to execute it. Motion was seconded by Commissioner Insco and carried unanimously. Resolution #63-133 was presented approving, endorsing and supporting a study for erosion control along the Gulf Beaches from Big Pass south to Pass-A-Grille. Commissioner Turner moved Resolution #63-133 be adopted and that the proper orficials be authorized to execute it. ~otion was seconded by Commissioner Fields and carried unanimOUSly. Resolution #63-134 was presented requiring 52 property owners to clean their lots or weeds and undergrowth. Commissione~ Fields moved that Resolution #63-134 be approved and the proper officials be authorized to execute it. Motion was seconded by Commissioner Turner and carried unani- mously. Resolution #63-135 was presented requesting that the name or one block of Bellevue Blvd. 1n Brookhill Subdivision, Unit 7, East of Hillcrest Avenue, be changed to Citrus Stree~; to facilitate routing of mail in the area. The Mayor requested the City Manager to get together with the County on the matter before taking any action. The Mayor commended the Police and Fire Departments on the handling of an incident on Halloween. He also requested the Police Department to check on noisy mufflers and equipment on commercial vehicles. In reply to a question from Commissioner Insco. ChiEf Booth reported that zone rate maps are now in all taxicabs and the Police will check weekly. Commissioner Insco reported that many complaints had bee~ received by the Better Business Bureau on roof coating done by companies which are licensed by the City and suggested referring the mat~er to the Legal Dep~tment to determine whether their license could be revoked. Commissioner Insco spoke in behalf or the entire Board and the people of the City of Clearwater regretting the unfortunate accident of Mrs. Weatherly and expressing their wishes for a speedy recovery for her. The City Commission now adjourned as the City Comm~8sion and acting as Trustees of the Pension Fund heard a letter read fro. the Advisory Committee recommending that Herbert L.
