The City Commission of the City o~ Clearwater met in regular session at the City Hall, Monday, October 7, 1963 at 1:30 P.M., with the rollowing members present: Robert L. The invocation ~as given by Rev. R. B. Harris, Nt. Olive Missionary Baptist Churc h. Commissioner Insco moved that the minutes of the meetings of September 13th, 16th, 17th and 30th, 1963 be approved as recorded, and as submitted in written summation by the Clerk to each Commissioner. Motion ~as seconded by Commissioner Fields and carried unanimously. Commissioner Insco also approved the minutes of September 3rd, 1963 which had been previously accepted subject to his approval. Commissioner Insco moved to deviate ~rolD the agenda to allow Commissioner Smith to report on his trip to New Orleans ~ith the Touchdown Club, ~here he represented Mayor Weatherly. Motion was seconded by Commissioner Fields and carried unanimously. After his talk Commissioner Smith presented an annual report of the City of Ne~ Orleans to the Commission. The next item was the public hearing on sanitAry sewer for Tioga Avenue between Kingsley and South Streets. The City Engineer estimated the cost would be about :~4.15 per front foot. The Clerk reported that it had been properly adver- tised. There ~ere no objections. Hearing no valid objections, Commissioner Insco moved that the sanitary sewer project for Tioga Avenue between Kingsley and South Streets be approved and that it be prepared for bid with the work to be done on a co st as sessment basis. l'liotion was seconded by Commis sioner Smith and carried unanimously. '. ,.- l~lfi~~j:f The City Manager presented proposals for a preliminary corrosion survey of the Natural Gas System, and recommended the bid 01 Electro Rust-Proofing Corp. be accepted. Commissioner Turner moved upon the joint recommendation of the City Engineer and the Utilities I~anager concurred in by the City ~anager that the contract for the corrosion survey be awarded to Electro Rust-Proofing Corp., Bel1evilleJ Ne~ Jersey on a "per diem" rate of $125.00 per day, the total ~ee not to exceed ~lJ500 which is the lowest and best responsible bid and that the appro- priate o~ficials be authorized to execute said contract ~hich shall be in accord- ance ~ith the specifications for bid. Motion was seconded by Commissioner Fields and carried unanimously. The City Manager recommended accepting the low bid of rt.artin's Uniforms, Tampa, for Police Department winter uni~orms. Co~~issioner Fields moved upon the joint recommendation of the Police Chie~ and Asst. Purchasing Agent, concurred therein by the City Ivlanager, that the contract for winter uniforms .for the Police Department be awarded to Martin's Uniforms, for the sum of $3,149.$0, which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Turner and carried unanimously. The City Manager recommended accepting two separate bids for 300 cubic yards Class B 2500 psi ready-mixed concrete for various pending construction jobs. Commissioner Fields moved upon the joint recommendation of the Asst. City Engineer and Asst. Purchasing Agent concurred in by the City Manager that the contract for 300 cubic yards Class B ready-mixed concrete for the sum of $4,200, with 2% discount be divided between Hancock Ready-Mix Corp. and Crooker Builders Supply Co., which are the lowest and best responsible bids and the appropriate officials be author- ized to execute said contracts which shall be accordin~ to plans and specifications and bid. Motion was seconded by Commissioner Turner and carried unanimously. The City Manager recommended the low bid o.f Holcomb Pipe Lines Inc., for Grand View Terrace sanitary sewers. Commissioner Turner moved upon the joint recommendation o~ the City Engineer and Asst. Purchasing Agent, concurred in by the City Manager, that the contract for installation of sanitary sewers in Grand View Terrace be awarded to Holcomb Pipe Lines, Inc., for the sum of $3l,q6S.75 which is the lo~est and best responsible bid and that the appropriate officials be authorized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner Insco and carried unanimously. The City Manager presented the one bid ror the extension of the Natural Gas System to L. Cole property on the east side of U. S. Highway 19, approximately one mile south o.f Gulf-to-Bay Blvd., on which a large trailer park is being constructed. Since only one bid was received and it ~as above the Engineer's estimate, it was the recommendation of the City Engineer and Asst. Purchasing Agent, concurred in by the City Manager that it be rejected. Commissioner Turner moved that the recommendation of the City Manager be accepted and that the bid be rejected and the project reevaluated. Inc., for incinerator residue handling truck be accepted. Commissioner Fields moved upon the joint recommendation of the Consultin~ Engineer and the Asst. Purchasing Agent, concurred therein by the City Manueer that the contract ror one residue handlin~ truck be awarded to Orange State Motor Company, Inc., Tampa, for the sum of ~7,400 which is the lowest and best responsible bid and that the appropriate officials be authorized to execute said contract which shall be in accordance with plans and specifications and cid. Motion was seconded by Commissioner Turner and carried unanimously. The City lJianager presented the budget of the Greater Clearwater Chamber of Commerce, in the amount of ~;126, 500 for approval. r.~r. Dan Carli sle, President, together with other officials were present to answer any questions. Mr. Leonard C. Merrell spoke in opposition and stated the budget helped those outside of Clearwater. He also stated that $2,500 for the Junior Chamber of Commerce inform- ation center was too meager. Mr. Joseph Fletcher, President of the Resort Group of the Beach Association, ask~d questions about the controversy regarding outside people getting inquiries. Commissioner Insco moved to approve the budget as presented and requested that a copy be part of the official record, with monthly statements to the Mayor and Commissioners. The City Manager presented for approval a contract for Fire Alarm Cable crossing with the Atlantic Coast Line Railroad Co., at Jeffords Street. Commissioner Fields moved that Resolution #63-116 and the above contract be approved and the proper officials be authorized to execute them. Motion was seconded by Commissioner Turner and carried unanimously. The City Manager presented for approval authorization for Briley, Wild & Associates, Consulting Engineers, to proceed with plans for the north leg of the Clearwater East project, from Haines Road to Industrial Park. Commissioner Fields moved the authorization be approved. Motion was seconded by Commissioner Turner and carried unanimously. The City 1I1anager presented a request of the I,lt. Olive Missionary Baptist Church for a new street to serve the church and other properties, running from South Madison Ave., to South Greenwood Ave., being por~ons of Lots 7, 8, 9 and 10 A. H. Duncan's Subdivisi.on of the ill 1/2 of the NE 1/4 of the S"11/4 Section 22-29-15. Mr. William Brewton, an officer of the church requested the street be opened, that consideration be ~iven to installation of sanitary sewers and that the name of the portion of the street now open be changed from "alley" to "court". Rev. R. B. Harris, the minister, also requested that the street be opened from Madison Ave. to Greenwood Ave. and stated that the people would be willing to pay for the sewer on an assessment basis. Commissioner Insco moved that action be post- poned and at the next work session the Commission and the City Manager inspect the area. Motion was seconded by Commissioner Fields and carried unanimously. The City Manager presented a request from Clarence Thomas, of Thomas Taxi, 1104 N. Greenwood Ave. for an additional taxi permit. The City Manap;er stated no reason had been round to deny the request. Commissioner Fields moved that the request be approved. Motion was seconded by Commissioner Turner and carried unanimously. The City Manager presented for approval Chan~e Order #2 to the contract ~ith Clearwater Construction Co., for the construction of the Central Purchasing Build- ing (warehouse) which reduces the total cost of the contract rrom $31,824.50 to $31,751.86. Commissioner Turner moved that the Change Order be approved and the proper officials be authorized to execute it. Motion was seconded by Commissioner Fields and carried unanimously. The City Manager reported that Commissioner Insco suggested the City embark on a concentrated beautification and cleanup campaign from October 14, through November 14, 1963. It was recommended that a resolution be prepared asking the County to waive rees for trucks from the City to dump trash at the County fill east of U. S. Highway 19. The Mayor appointed Mr. Robert Bradbeer, the head of the Greater Clearwater Chamber of Commerce's Beautification Committee, as chairman of the City Beautification Committee during this cleanup campaign. Commissioner Insco moved that Resolution #63-117 be prepared and adopted and that the proper officials be authorized to execute it. Motion was seconded by Commissioner Turner and carried unanimously. The City Manager asked for permission to attend the International City Manager's Association Conrerence to be held in Denver, Colorado, from October 13th through 18th, 1963. Commissioner Insco moved that the request be granted. Motion was seconded by Commissioner Fields and carried unanimously. The City Attorney reported Ordinance #984 prohibiting solicitation in public places had been considerably revised since its first two readings and therefore recommended reading it three times. The City Attorney read in full on its first reading revised Ordinance #984 pertaining to solicitation in public places. Commissioner Smith moved Ordinance #984 be passed on its first reading, subject to deleting "depot". Motion was seconded by Corrunissioner Insco and carried unani- mously. Attorney Lester Engel, representative of the Golden Gates Sales office and various Cape Coral Sales offices in this area stated that more than 50 people who are residents of Clearwater, are on their payroll, which is in excess of $200,000 and these employees have purchased in excess of 30 cars in this area. He also sug- gested that the ordinance was specifically designed to stop their operation. Ernest Warth, owner or the Four Winds ~otel, 2001 ~llf co Bay Blvd. spoke in favor of the ordi- nance, stating that a solicitor had awakened every guest in h~s motel at 6:40 A.M. one day, trying to locate a man whose address he had forgotten. Nr. Robert Simmons, 1.1anager of the Clearwater office of Golden Gate Estates, read letters approving t.he trips and stated he employed 30 people in his office and would like to stay in business. Resolution ff63-121 was presented authorizing payment of *940.16 to Security- Columbian Banknote Company from Construction Trust Fund A~reement of September 16, 1963, Utilities Tax Improvement Certi.ficates, Series of 1962, for printing of certificates. Resolution 663-122 was presented requirin~ 78 property owners to clean their lots of weeds and undergrowth. Resolution #63-123 was presented which urged the Pinellas County Commission to proceed immediately with plans aDd construction of additional court room facili- ties which are inadequate at the present time. Commissioner Fields moved Resolution #63-123 be adopted and that the arrropriate officials be authorized to execute it. Motion was seconded by Commissioner Turner and carried unanimously. The Mayor suggested that the Attorney prerare a resolution endorsing the November 5th, 1963 bond issue referendum for colle~es and junior colleges in Florida. Commissioner Smith moved that Resolution #63-124 be prepared and adopted and the proper officials be authorized to execute it. Motion was seconded by Commissioner Turner and carried unanimously. Commissioner Fields discussed the matter of dogs running loose in the City. He also suggested recognition of the Cle arwater Bombers, World Champion Softball Team, with an appropriate si~n to be placed at some strategic place in the City. Commissioner Fields moved that ivIayor Weatherly be Chairman of the Committee to get the thing going and report back as to the cost of it. Motion was seconded by Commissioner Smith and carried unanimously. Commissioner Inseo moved to deviate from the agenda to allow Commissioner Smith to report on his trip to I�Tew Orleans with the Touchdown �lub, where he represented Mayor Wea�herly. Motion was seconded by Cottpnissioner Fields and �arried unanimously. After his talk Commissioner Smith presented an annual report of the City o� New Qr.leans to the Commission, Tl�e next item was the public hearing on sanitarp �ewer for Tioga Avenue between Kingslep and South Streets. The Cit}* Engineer estimated the cost would be about �y..15 per front foot. The Glerk reported that it had been properlp adver- tised. There were no objections. Hearing no valid objections, Gommissioner Insco moved that the sanitary sewer project for Tioga Avenue between Kingsley and South Streets be approved and that it be prepared for bid with the work to be done on a cost asaessment basis. rfotion was seconded 'oy Commissioner Smith and carried unanimously. The City Manager reported that Commissioner Insco suggested the City embark on a concentrated beautification and cleanup campaign from October 14., through No•rernber 14, 1963.
