CITY COMMISSION MEETING
September 16, 1963
The City Commission of the City of Clearwater met in regular session at the
City Hall, Monday, September 16, 1903, at ~:30 P.M. with the following members
present:

The Mayor called the meeting to order. The invocation was given by Rev.
Robert S. Lambert, Episcopal Church of the Ascension. Commissioner Turner moved
that the minutes of the regular meeting of September 3, 1963 be approved as re-
corded and as submitted in written summation by the Clerk to each Commissioner,
subject to the approval of Commissioner Insco. Motion was seconded by Commis-
sioner Fields and carried unanimously.
Commissioner Turner moved that Commissioner Insco be excused from this
meeting. Motion was seconded by Commissioner Fie~ds and carried unanimously.
The City Manager asked to have Item 1, bids for traffic signals, deferred.
The City Manager recommended accepting the low bid of Martins Uniforms,
Tampa, for Fire Department Uniforms. Commissioner Turner moved upon the joint
recommendation of the Fire Chief and Asst. Purchasing Agent, concurred in by the
City Manager that the contract for Fire Department Uniforms be awarded to Martins
Uniforms f'or the amount of $1,359.10 which is the lowest and best responsible bid
and that the appropriate officials be authorized to execute said contract which
shall be in accordance with the plans and specifications and bid. Motion was
seconded by Commissioner Fields and carried unanimously.
The City Manager recommended accepting the low bid of General Electric
Company, Tampa, for various two-way radio equipment for City Communications
Center. Commissioner Fields moved upon the joint recommendation of the Radio
Engineer and Asst. Purchasing Agent concurred in by the City Manager that the
contract for various two-way radio equipment be a~arded to General Electric
Company, for the amount of $2,508.68 which is the lowest and best responsible
bid and that the appropriate officials be authorized to execute said contract
which shall be in accordance with the plans and specirications and bid. Motion
was seconded by Commissioner Turner and carried unanimcusly.
The City Manager reported that he concurred ~ith the recommendations for
awarding bids for the extension to the Nursery Road Water Project as contained
in the Briley, Wild & Associates letter of September 13, 1963. The letter
recommended awarding Part I, the water main construction portion, to Azarelli
Construction Co. and Part II, tie-in-wells to distribution system and install
chlorinators, and Part III, install the Harn Blvd. Sprinkler System to Southern
Water Contractors, Inc. Commissioner Turner moved upon the joint recommendation
of the Consulting Engineers, Asst. Purchasing Agent concurred in by the City
Manager that the construction project Part I be a~arded to Azarelli Construction
Company, Tampa for the amount of i57,362.$O and Parts II and III be awarded to
Southern Water Contractors, Inc., Tampa for $35,~55.00 and $5,748.55 plus an
estimated $1,000 f'or electrical work at the 6 existing well pump houses, which
are the lowest and best responsible bids and that the appropriate officials be
authorized to execute these contracts which shall be in accordance with the
plans and specifications and bid. Motion was seconded by Commissioner Fields
and carried unanimously.
The City Manager read part of a letter from Briley, Wild & Associates,
Consulting Engineers, dated September 16, 1963 which recommended that Phase II,
installation of sewer transmission lines westward to North Haines Road from the
Del Oro Estates Area, of the Clearwater East South Interceptor project, now be
authorized to proceed ~1th Paul Giuliani Co. Inc., having been the low bidder
on both phases of the total project. Commissioner Turner moved upon the recom-
mendation of the Consulting Engineers that the City Manager be authorized to
implement Phase II and award it to Paul Giuliani Co. Inc., in the amount of
$149,320 and authorizing the Consulting Engineers to prepare the necessary
documents Cor approval. Motion was seconded by Commissioner Fields and carried
unanimously.
The City Manager recommended accepting the 10w bid of Electro Rust-Proofing
Corp., for cathodic protection ~or 2 steel water tanks f'or Clearwater Beach. Com-
missioner Fields moved upon the joint recommendation of the City Engineer and Asst.
Purchasing Agent, concurred in by the City Manager that the contract for cathodic
protection for 2 steel water tanks be awarded to Electro Rust-Proofing Corp., of
Belleville, ~ew Jer8~y ror the amount or $2,590.00 which is the lowest and best
responsible b~d and that the appropriate officia1s be authorized to execute said
contract which shall be in accordance with the p1ans and specifications and bid.

The City Manager recommended accepting the low bid of Golden Triangle
Asphalt Products Co., for resur~acing Pennsylvania Ave., Drew St. to Palmetto

Harrison Ave.; Overbrook Ave., Springti~Je to Sedeeva St. Commissioner Turner
moved upon the joint recommendation of t.he City Engineer and Asst.. Purchasing

The City Manager recommended accept.ing the low bid of L. L. Stone Eor re-
moval of concrete pavement on Gu1Eview Parking Lot, Clearwater Eeach. Commis-
sioner Fields moved upon the joint recolnlnendation of the City Engineer and
Asst. Purchasing Agent, concurred in by the City Manager that the contract for
concrete removal be awarded to L. L. Stone, Inc. far the amount of $4,540.00
which is the lowest and best responsible bid and that the appropriate officials
be authorized to execute said contract which shall be in accordance with plans
and specifications and bid. Motion was seconded by Commissioner Turner and
carried unanimously.
Commissioner Fields moved that Donald S. Williams be appointed a member of
the Planning & Zoning Board. Motion was seconded by Commissioner Turner and
carried unanimously.
The City Manager recommended approval of Change Order #1 adding $4.255.03
to the original contract with Jones-Mahoney Corporation ror the incinerator ~or
various small items. Commissioner Turner moved that Change Order #1 with Jones-
Mahoney Corporation be approved and the proper authorities be authorized to exe-
cute it. Motion ~as seconded by Commissioner Fields and carried unanimously.
The City Manager presented a request ~rom the United Fund to display banners
over the street in two locations, at Cleveland and at the junction or Park St.
and South Ft. Harrison Ave., during all open time between October 1st and November
25th, 1963. The Manager explained that the usual location for such banners was at
Cleveland and Osceola Ave. ~ith permission being granted very rarely for the Park
St. and South Ft. Harrison Ave. location. Commissioner Smith moved that the City
Manager be authorized to permit the United Fund to use the Cleveland and Osceola
Ave. site ~or their banner at any time during the period requested that prior per-
mission has not been granted. Motion was seconded by Commissioner Fields and
carried unanimously.
The Assistant City Attorney presented for acceptance dedication oE right-of-
way from the Trustees of the Internal Improvement Fund ror submerged lands in
Clearwater Pass in Section 17-29-15, between mean high water marks on the Southerly
shore and Northerly Shore o~ said Pass. Commissioner Fields moved to accept the
dedication or right-of-way as outlined by the Asst. City Attorney and the proper
ofricials be authorized to record them. Motion was seconded by Commissioner Turner
and carried ,unanimously.
The Assistant Ci~y Attorney presented for approval the rollowing utility ease-
ments: one ~rom Howard Sweeney in the East 5 feet of Lot 21, Bayside SUbdivision
No.2; and one from Jean L. Colvin, in the West 5 feet of Lot 25, Bayside Subdivi-
sion No.2. Commissioner ~urner moved to accept the easements as outlined by the
Asst. City Attorney and the proper officials be authorized to record them. Motion
was seconded by Commissioner Fields and carried unanimously.
The Assistant City Attorney presented an easement to the Florida Power Corpor-
ation in parts of Lots 2 and 3 Reed's Survey. Commissioner Smith moved that the
easement be approved and the proper officials be authorized to execute it. Motion
was seconded by Comnissioner Fields and carried unanimously.
The Assistanc City Attorney presented for approval agreement for purchase of
right-of-way for Drew Street widening from A. Waller Smith in the North 15 feet of
Lot 1 Block 7, Gould & Ewing's First Addition. Commissioner Fields moved that the
contract with A. Waller Smith be approved as outlined by the Assistant City Attorney.
for $10,450, and the proper officials be authorized to execute it. Motion was
seconded by Commissioner Turner and carried unanimously.
Resolution #63-104 was presented authorizing payment of $42.72 to Natural Gas
Program and $2,990.71 to Bank of Clearwater, as Trustee, (total $),033.43) from
Construction Trust Fund, Municipal Parking Revenue Bonds, Series 1959. Commissioner
Turner moved that Resolution #63-104 be adopted and that the proper officials be
authorized to execute it. Motion was seconded by Commissioner Fields and carried
unanimously.
Resolution #63-105 was presented authorizing payment of $~,02?69 to the General
Fund of the City of Clearwater and $90.76 to tre Utility Fund of the City of Clear-
water making a total of $4,11g.45 from Construction Trust Fund, Utilities Tax Im-
~rovement Certiricates, Series of 1959. Commissioner Fields moved that Resolution
663-105 be adopted and that the proper of~icials be authorized to execute it. Motion
was seconded by Commissioner Smith and carried unanimously.
Resolution #63-106 was presented authorizing payment of $501.05 to the General
Fund of the City of Clearwater from Construction Trust Fund, Utilities Tax Improvement
Certificates, Series of 1960. Commissioner Fields moved that Resolution #63-106 be
adopted and that the proper officials be authorized to execute it. Motion was seconded
by Commls8i~ner Turner and carried unanimously.

Resolution #63-114 was presented requiring 36 property owners to clean their lots
of weeds and undergrowth. Commissioner Turner moved that Resolution #63-l14 be adoFted
and that the appropriate officials be authorized to execute it. Motion was seconded by
Commissioner Fields and carried unanimously.
The Assistant City A~torney read in full on its first reading Ordinance #984 pro-
hibiting solicitation in any public place. Everett Hougen, Realtor. asked questions
as to the interpretation of the ordinance. Commissioner Turner moved Ordinance #9a4
be passed on its first reading. Mo~ion was seconded by Commissioner Fields and
carried unanimously.
Commissioner Turner moved Ordinance 11984 be considered on its second reading by
title only with the unanimous consent of the Commission. Motion ~as seconded by
Commissioner Fields and carried unanimously. The Ordinance was read by title only.
Commissioner Turner moved Ordinance #9g4 be passed on its second reading by title
only. Motion was seconded by Commissioner Fields and carried unanimously.
The Mayor requested that the property adjoining the incinerator be cleaned uP.
and also that the Railroad Co. clean up their right-oC-way.
Commissioner Turner suggested that it might be pOSSible ~o change the name of
Stevenson Creek Park.
The City Commission now adjourned as the City Commission and acting as Trustees
of the Pension Fund heard a letter read rrom the Advisory Committee recomooending that
James J. Doyle, Patrolman, Police Dept., William A. Coveny, Patrolman. Po1ice Dept.,
and June E. Taylor, Secretary II, Recreation Dept. be admitted to the Pension Plan.
eommissioner Turner moved that the employees named be included in the Pension Plan.
Motion was seconded by Commissioner Smith and carried unanimously.
The City Manager presented a recommendation from the Finance Diree~or for invest-
ments pertaining to the Employees Pension Fund. Commissioner Smith moved that the
Finance Director's recommendation be followed. Motion was seconded by Commissioner
Fields and carried unanimously. There being no further business the meeting adjour.ned
at 2:35 P.M.

The City Nanager recommended accepting the Iow bid of Martins Unigorns,
Tampa, for Fire Department Uniforms. Commissioner Turner moved upon the joint
recommendation of �ne k'ire Chief and Asst. Purchasing Agent, concurr�ed in �i°� the
City Manager that �he contract for Fire Department Uniforms be awarrled to I+�iartins
Uni#'orms for the amount of �1,359.10 which is the lowest and best responsibZe bid
and that the apgropriate officials be authorized to execute said contract which
shall be in accordance w ith the plans and specifications and bid. Motion was
seconded by Commissioner Fi�Ids and carried unanimously.
The City �2anager recommended accepting the low bid of General Elect:ric
Company, Tampa, for various two-way radio equipment for Citp Communications
Center. Commissionar Fields moved upon the joint recommendation of the Radio
Engineer and Asst, Purchasing Agent concurred in by the Gity Manager that tne
contract for various two-way radio equipment be awarded to General. Electric
Company, for the amount of �;2,50$.6$ �tvhich is the lowest and b est responsible
bid ar d th��; the appropr�ate officials be author�zed to execute said contract
which shal]. be in accordance with the plans and specifiaations and bid. Motion
was seconde� by Commissioner Turner and carried unanimcusly.
Th� City N�anager reported that he conaurred with the recommer_dations for
awarding bids f.or the extension to the Nursery Road Water Project as contained
in the $riley, Wild & Associates letter of Segtember 13, 1963. The letter
recommended awarding Part I, the watEr:^ main construction portion, to Azarelli
Construetion �o. and Part II, tie-in-wells to distribution system and install
chlorinators, and Pdrt III, install the Harn Blvd. Sprinkler System to Southern
Water Contractors, Inc, Commissi�ner Turner maved upon the join�t recommendation
of the Consulting Enginae.rs, Asst„ Parchasing Agent concurred in �y the City
Manager that the construction pro��ect Part I be awarded �o Azarelli Construction
Company, `Pampa for the amount of �,>57,362s$0 and Parts YI and III be awarded to
Southern 4�la�ter Con�Gractors, Inc., Tampa for �35,455.Q0 and �5,74$,55 plus an
estimat�d �.,Q00 for electrica� warl: at the existing well pump houses, wh�ch
are the lowest and best responsible b�,ds and that the appropriate officials be

The City Manager read part of a letter from Briley, Z9ild & Associates,
Consulting Enginsers, dated Septe�ber 16, 1963 which recommended th�t Phase II,
installation of s�wer transmission lines westward to Nor�h fiaines Road from the
�7e1 Oro Estates Area, af the Clearwatsr East South Interceptor projec�, now be
atithorized to procee�, with Paul Giuliani Co. Inc., having been the low bidder
on bath phases of the �otal proJeet. Commissioner Turner moved upon the recom-
mendatipn of the Consulting Engineers that; the City I�anager be authorized t,o
implement Phase II and award it to Paul Gzulzani Co. Inc,, in the amount of
��4°,320 and authorizing the C�nsulting Engineers to prepare �he necessary
documents for approval, Motion was seconded by Commissioner Fields and carried
unanimously.
The City Manager recommendeci accepting the ].aw b3d of Electro Rust -Praofing
Corp., for cathodic protaction for 2 steel water tanks for Clearwater Beach. Com-
mis�ioner F�.elds moved upon the joint recommendation of �he City Engineer and A�st.
Purchasing Agent, concurred in by the City Manager that the contract for cathodic
prot,ection for 2 steel water tanks be awarded to Eleatro ftust-Proofing Corp,, o:f

The Cit y P�tanager presented a re�uest from the United Fund to display banners
over the street in two locations, at Cleveland and a� the junction of Park St,
and South Ft. Harrison Ave,, during all open time be�ween October lst and November
25th, 1963. The i�iana�er explained that the usual location for such banners was at
CZeveland and Osceola Ave. with permission being granted very rarelp for the Park
St. and South Ft. Harrison Ave, location. Commissioner Smith moved that the Citp
h7anager be authorized to germit the United Fund to use t he C.Ieveland ard Osceola
Ave, site for their banner at any time during the period requzsted that prior per-

The Assistant Gity Attarney presented for acce�tance dedication of right-of-
way from the Trustees of the Tnternal Improvement Fund for submerged lands zn
Glearwater Pass in Sectian 17-29-I5, between mean high water marks on the Souther].y
shore and Northerly Shore of said Pass. Commissioner Fields moved to accept the
dedication of righ�G-of-:,�ay as outZined by the Asst. City Attorney and the proper

The Assistant Citiy Attorney presented for approval the following uti].ity ease-
ments: one fr6m Howard Sweeney in the East 5 feet of Lot 21, Bayside Sub division
