'l'he City Commission of the City of Clearwator met in regular session at the

Acting Mayor Cleveland Insco called the meeting to order. The invocation was
given by the City Attorney.
Commissioner Turner moved that Commissioner Fields be excused from this meeting.
Motion was seconded by Commissioner Smith and carried unanimously.
A public hearing was announced for Brightwater Drive widening, resurfacing,
curbing and drainage from Hamden Drive east. Alex D. Finch, Attorney, presented a
petition with 23 signatures representing 30 different properties and then listed
seven points of objection. Upon request, Mr. Finch read the petition which asked
the City to pay resurfacing and drainage cost and that no widening be done. The
City Engineer proposed to chan~e t he grade of the street at certain intervals, and
at those points put in catchbasins. He explained 6 easements would be needed for
subdrain. He estimated total cost at $30, sS4. 50 with the City's share as :fn, 577.50
leaving ~23,307.00 assessable at ~6.85 per front foot. Commissioner Smith suggested
that the City pay Lor the curbs estimated at $4,752.00. Acting Mayor Insco recom-
mended, since this would require a change of ~olicy, that the hearing be postponed
until the entire Commission is present. Commissioner Turner moved that this public
hearing be adjourned to the next regular meeting of the City Co~nission to wit,
Tuesday, September 3, 1963, at 1:30 P.M. Motion was seconded by Commissioner Smith
and carried unanimously.
The City Manager recommended acceptir.~ the low bid of Martins Uniforms, Tampa,
~or 64 Uniform Coats for the Police Department. Commissioner Turner moved upon the
joint recommendation of the Police Chief and Asst. Purchasing Agent concurred in by
the City Manager that the contract for 64 Uniform Coats for Police Department be
awarded to Martins Uniforms, for the amount of $2,$4$.00 which is the lowest and
best responsible bid and that the appropriate officials be authorized to execute
said contract which shall be in accordance with the plans and specifications and
bid. Motion was seconded by Commissioner Smith and carried unanimously.
The City Nanager recom:nended accepting the low bid of Farnan Brass Works Co.,
Cleveland, Ohio, for water meter couplings for Utilities Department, Water Division.
Commissioner Turner moved upon the joint recommendation of the Utilities Manager,
Water Superintendent and Assistant Purchasing Agent concurred in by the City Manager
that the contract :for 1,000 sets 3/4" and 50 sets 1" water meter couplings be awarded
to Farnan Brass Works Co. for the sum of ~1,25l.00, 2% discount, which is the lowest
and best responsible bid and that the appropriate officials be authorized to execute
said contract which shall be in accordance with the plans and specifications and bid.
Motion was seconded by Cownissioner Smith and carried unanimously.
The City iilanager presented a letter from r~r. Harold D. Briley, of Briley, 'aId
& Associates, Consulting Engineers, recolrnnending that the low bid for Expansion of
Clearwater East & Marina Station Sewage Treatment Plant Facilities, received from
Chilton Construction Company of Dunedin be accepted. Commissioner Smith moved as
recommended by Briley, Wild & Associates, Consulting Engineers, concurred in by the
City Manager and Asst. Purchasing Agent that the contract for Expansion of Clearwater
East & Marina Station Sewage Treatment Plant Facilities be awarded to Chilton Con-
struction Co., for the amount of :;t220,152 which is the lowest and best responsible
bid and that the appropriate officials be authorized to execute said contract which
shall be in accordance with plans and specifications and bid. Motion was seconded
by Commissioner Turner and carried unanimously.
The City Manager presented request for approval of plat of Morningside Estates,
Unit 1 in Section 19-29-16. Commissioner Turner moved that the plat for Morningside
Estates, Unit 1, be approved and that the proper officials be authorized to execute
it. ~Iotion was seconded by Commissioner Smith and carried unanimously.
The City Manager read a resolution which was duly adopted by the Clearwater Bar
Association at its meeting of August 5, 1963 commending the City's efforts to solve
problems in race relations. CommiSSioner Smith moved to recognize and accept this
resolution. Motion was seconded by Commissioner Turner and carried unanimously.

Commissioner Smith recommended varying from the aeenda to hear a group of
garbage and refuse collectors who were present at the meeting. By consent the
Comrnission agreed to this.
Mr. John C. Barkman, refuse truck driver, spokesman for the group of garbage
collectors stated the grievances of the men. A mass walkout took place at 7:00
A.M., Saturday, August 17th. The Actin~ Nayor advised the men that they should
have gone through the proper channels \d th the ir complaints and if no satisfaction
was received then they could have 'tJritten to the Commission. Commissioner Turner
stated that this was entirely out of the jurisdiction of the Cownission and was
strictly an administrative n~tter. Commissioner Turner moved that the matter be
referred back to the City ;~anager and the rroper channels. Motion was seconded by
Commissioner Smith and carried unanimously.
Nr. Joseph Fletcher, president of the Resort Association spoke ree;arding his
meetin~ on July 25th with the Greater Clearwater Chamber of Commerce Board of Gov-
ernors. He mailed a letter to each Commissioner giving his co~ents at the meeting
and wondered if the Commission had any questions regarding the matter. The Acting
r.1ayor reported a meeting was rlanned vJith the Chamber of Commerce Board of Governors
after the Mayor returned from vacation.
The City Attorney presented for an::roval the following storm and sanitary sewer
easements: one from Edwin H. Kitchen for Lot 2, Sunset Highlands, Uni t 2; and one
from North Point Corporation in Lot 15, Block C, Lot 21 Block D, Lots 15, 16 & 20
Block H and Lots 1, 2, 21 & 22 Block I, Sunset Lake Estates Unit 3. Commissioner
Smith moved to accept the easements as outlined by the City Attorney and the proper
officials be authorized to record them. j-.1.otion was seconded by Commissioner Turner
and carried unanimously.
The City Attorney presented for acceptance right-of-way deed from Con1eta, Inc.
for portion of Betty Lane, beir;g the Easterly 15 feet of the South 100 feet of the
East 75 feet of Lot 9, F. E. Hanousek's Subdivision. Com11issioner Smith moved to
accept the deed as outlined by the City Attorney and that the proper officials be

Resolution #63-90 was presented authorizing payment of ~4,100.04 to Briley, Wild
&. Associates, Consultin~ Engineers, from Construction Trust Fund, Utility Revenue Cer-
tificates, Series of 19D2 for services during construction of Clearwater East Inter-
ceptor. Commissioner Smith moved Resolution l63-90 be adopted ard the proper officials
be authorized to execute it. l~otion was seconded by Commissioner Turner and carried
unanimously.
Resolution ir63-91 was presented authorizir.g payment of ~1,7l3.70 to Briley, '\vild
&. Associates, Consulting Engineers, from Construction Trust Fund, Incinerator Revenue
Bonds, Series of 1963, for services during construction of ClearvJater Incinerator.
Commissioner Turner moved Resolution #63-91 be adopted and the proper officials be
authorized to execute it. ~~otion was seconded by Commissioner Smith and carried unan-
imously.
Resolution 1163 -92 was I,resented au thorizir~ g p ayrnent of Trustee's fee of $88.47 to
Bank of Clear\~ater from Construction Trust Fund, Utilities Tax Improvement Certificates,
Series of 1959. Commissioner Smith moved Resolution #63-92 be adopted and the proper
officials be authorized to execute it. Notion ~as seconded by Commissioner Turner and
carried unanimously.
Resolution #63-93 was presented authorizing the vacation of portion of Pierce St.
right-of-way adja~ent to Lots 3 & 4, Block F, Hibiscus Gardens. Commissioner Turner
moved Resolution #63-93 be adopted and the appropriate officials be authorized to exe-
cute it and that quit claim deed to this property be properly executed by the proper
City officials to Knight & Hoskinson, abutting property owners. Motion was seconded
by Commissioner Smith and carri ed unanimously.
Resolution #63-94 was presented authorizing vacation of portion of utility ease-
ment through Lot 21, Block D Sunset Lake Estates Unit 3 owned by George C. Oviatt.
The City Manager explained the property owner had agreed to pay for relocating a
sewer line which was under a corner of a house now under construction. Commissioner
Turner moved that Resolution #63-94 be adopted and the appropriate officials be author-
ized to execute it and that this Resolution will become effective upon the deliverance
to the City of a release of any claim that may be presen~now or in the future as a
result of the relocation of the sewer in this location. Motion was seconded by Com-
missioner Smith and carried unanimously.

Commissioner Insco commented on the award given, at the American Bar Association
meeting in Chicago, to Judge Owen W. Allbritton, III, for outstanding accomplishment
in trafric court procedures and administration. He suggested a resolution be drawn
commending the work of the court and that material on the award be sent to the Florida
League of Municipalities for publication. Commissioner Smith moved Resolution #63-97
be adopted and t he proper orficials be authorized to execute it. i;Iotion was seconded
by Commissioner Turner and carried unanimously.
The City I-ianager reported t m t t he Senior Citizens b.1ilding; at Court Street and
Prospect was ready for occupancy and the keys will be turned over to the group on
August 20th.
The City Commission now adjourned as the City Commission and acting as Trustees
of the Pension Fund heard letters read from the Advisory Committee of the Pension Fund
recommending that Robert J. Early, laborer, Public Works Dept., Street Division; Joseph
B. Haney, Serviceman I, Utility Dept. and James A. Sanders, Laborer, Parks & Recreation
Dept. Parks Division be admitted to the Pension Plan. Commissioner Smith moved that
the employees named be a ccepted in the Pension Plan. I,lotion was seconded by Commission-
er Turner and carried unanimously.
A letter from the Advisory Committee of the Pension Fund was read recommending
that Mamie Horne, common law widow of Dewey Horne, receive a widow's pension of
$~18.56 per month, effective August 1, 1962, this pension will be paid for 5 years

As Trustees of the City of Clearwater Employees' Pension Fund, you are hereby
notified that in view of the attached evidence from I'lamie Horne, C01Dlllon Law
widow of Dewey Horne, deceased, the Advisory Committee recommends that she be
gi ven t he widow's Pension in accordance with Section (7), amendment passed in
1955.
Dewey Horne started to work with the City on Dec. 29, 1943 and ~as employed
for nineteen years and seven months before his death. His widow is entitled
to a pension of $11$.56 per month, effective Aug. 1, 1962. This pension will
be paid for five years and thereafter ore-half of said rension or $59.2$ per
month until said widow remarries.

PETITION
We, the undersigned pro~erty o~ners and interested parties along and adjacent
to Brightwater Drive, Clearwater, Florida, object to the widening, resurfacing,
curbs and drainage as proposed by the City of Clearwater and to be heard at public
hearing on the 19th day of August, 1963, at 1:30 P.M. O'clock at City Hall, as per
notice heretofore given by the City.
We do, however, desire and hereby request the City of Clearwater to resurface
the street at its present width and to install the proper drainage in said street
where needed, and the cost o~ resurfacing and drainage be paid for by the City of
Clearwater.
Brightwater Drive is rough and uneven and does hold water for short periods of
time; but which can be eliminated without changing the present grade level and with-
out changing the width of said street.

A puUlic hearing was annou nGed for Brightwater Drive widening, resurfacing,
curbing and drainaoe from Hamden Drive east. �lex D. Finch, Attorney, presented a
patition V�ith 23 signatures representing 30 different preperties and then listed
seven points of objection. Upon reques�, ;:�•. Finch read tne petition which asked
the City to pay resurfacing and drainage cost and thaL no widenir�g be don$a The
Qit�r Engineer proposed to cha�gP the grade of the street at cer�ain in�ervals, and
at those points put in catchbasins. He explain�d 6 easements would be needed for
subdrain� He estimated total cost at �30,$$J�.SG wi�h the City�s share as yY7,577.5�
leavin� .�23,307.00 assessable at �6.$5 per front foot. Com-nissioner Smith suQaesteci
that the City pay for the curbs estimated at �1�,752,00. Acting i�iayor Insco recom�
mended, since this would require a change of golicy, that the hearing be postponFd
until the entire Commission is present. C�mmissioner Turner mo�rzd that this }�ublic
hearing be adjourned to the next ragular meeting of the City Commission to wi1,
Tuesday, September 3, 1963, at 1:30 P,P�1. P.�a�ion was seconded by Commissioner Smith
and ca-rried unanimously.
The City i�fanager recommended acceptir.g the low bid of I�iartins Unifo�•ms, Tampa,
for 64 Uniform Coats for tPe P�lice Department. Co�nmissioner Turner mo�ed upon the
joint recommendation of the Police Chief arld Asst. Furchasir� Agent concurred in by
the C�ty ilana�er that the contract far 64 Uniform Coats for Police Department be
awarded to i��Iartins Uniforms, for tne amount of �2,$1�$.00 which is the lowest and
best responsible '�i3 and that the appropriate officials be authorized to execute
said contract which shall be in accordance with the plans and specifications and
bid. Nlotion was sEconded by Commissioner Smith and carried unanimouslv.
The City �Zanager recomm2nded acceptir.g the low bid of Farnan Brass T^lorks Co, ,
Cletre3and, Ohio, for water meter couplings for Utilities Department, Ttiater �ivision.
Commissioner Turner moved upon the joint recommendation of the Utilit�es �Sanager,
P7ater Superintenden� an�a Assistant Purchasing Agent concurred in b5r the City Piana;er
that the con�ract for 1y000 sets 3/4" and 50 sets 1�� water meter couplings be awarded
to Farnan Brass TNorks Cr�, for the sum of w1,251.00, 2�o discount, which is the lowest
and best r�sponsible bid ar.d tnat the appropriate off?cials be authorized to execute
said contract which shall be in accordance with the plans and specifications and bid.
Motion was seconded by Commissioner Smith and carried unanirnously.
The City I�;anager presented a letter from P�fr. Harold D. Briley , r,f Briley, titTild
& Associates, Consulting EnginPers, recommending that the low bid for Expansion of
Clearwater East & P�Iarina Station Sewage Treatment Plant FaciliLies, received f.rom
Cnilton Constraction Company of Dunedin be accepted. C�mmissioner 5mith moved as
recommended 'by Briley, i�7i1d Rc Associates, Consulting Engineers, concurred in b� the
City Manager and �sst. Purchasing Agent that the contract f or Expansion of Clearwater
East & i�iarina Station Sewage Treatment Plant Facilities be �warded to ChilLon Con-
struction Co., for the amount of �220,152 wl�ich is the lowest and best responsi�le
bid and that Lhe appropriate officials be auth�rized to execute said �ontract which
shall be in accordance with plans and sgecifications and bid, iuTotion was seconded

The Ci�y i��anager presented request for approval of plat of I�iorninbside Estates,
Unit 1 in Seation 19-29-1b. Gommissioner Turner moved thai; the plat for b�orningside
Estates, Unit 1, be approved and that the groper officials be authorized to execute

The City I��Ianaoer read a resolution iahich was duly adopted by the Clearwater Bar
Association at its meeting of A�s,gust 5, 1963 co,:imending the City�s efforts to solve
problems in race relations. Commi�sioner Smith: moved to recognize and a�cept this
resolution. Tiotion was seconded by Gommissioner `rurner and carried unanimously.

strictly an administrative matter. Comtnissioner Turner moved that the matter be

i�Ir. Jose�h Fletcher, �resident of the Resort Association spoke re�arding his
meeting on July 25th with the Greater Clearwater Chamber of Commerce Board of Gov-
ernors. He mailed a letter to each Commissioner giving ha.s cor.unents at �he meeting
ar,d wondered if the Commission had any quesi:ions regarding the rr,atter. `l'he Actxn�;
Mayor reported a meeting was glanned with the Chamber of Conunerce Board of Governors
after the ifayor returned from vacation.
The City Attorne3T preser.ted for approval the f'ollowing storm and sanitary sewer
easements: one iror� Edwin H. Kitchen for Lot 2, Sunset Highlands, Unit 2; and one
from North Point Corporatior_ in Zot 15, Block C, Lot 21 Block D, Lots 15, 16 & 20

sewer line which was under a corner of a house now under construction. Commissioner

to the City of a release of any claim that nsay 'ae presente4now or in the �uture as a

widow of Jewey Horne, deceased, the Advisor�r Committee recommends that she be
given tr,e widow�s Pension in accardance with Section (7), amendment passed in
�955.
Dewey Horne started to �vork with the City on_ Dec. 29, 1943 and was employed
for nineteen years and seven motiths before his death. His widow is antitled
to a pension of �11$.5h per monih, effectiv� Au;. l, 1962. This per�sion will.
be �aaid ior five years and thereafter or�-half of said xension or ��"59.2$ per
month until said widow remaxries.

�ti'e, the undersigned property ownars and in�terested parties along and adjacent
to Brightwater Drive, Clearwater, Florida, ob�ect to the widening, resurfacing,
curbs and drainage as proposed bg the Gity of Clearwater and to be 1-.eard at public
hearing on the 19th day of August, 1963, at 1:30 P.M,. Otalock at City Hall, as per
notice i:ereto.fore given Ly the City.
We do, however, desire and 1lereby request the City of Clearwater to resurface
the street at its present width and to install the proper drainage in said street
iahsre needed, and the cost of resurfacing and drainage be paid for by the City of
Clearwater.
Brig:?twater Drive is rough and uneven and daes hold water for short periods of
time; but which can be eliminated without changing the present grade level and with-
out changing the width of said street.
