CITY COMMISSION MEETING
July 1, 1963
The City Commission of the City of Clearwater met in regula~ session at the
City Hall, Monday, July 1, 1963, at 1:30 P.M. with the fOllowing members present:

The Mayor called the meeting to order. The invocation was given by the
Reverend D. P. McGeachy, Jr., Peace Memorial Presbyterian Church, Clearwater.
Commissioner Insco moved to deviate from the printed agenda to consider a resolu-
tion. Motion was seconded by Commissioner Smith and carried unanimously.
Resolution #63-72 was read recognizing the thirty-seven years of service of
Judge John U. Bird as Curcuit Court Judge and awarding him the City of Clearwater
medal. Commissioner Insco moved that Resolution #63-72 be approved and the proper
officials be authorized to execute it. Motion was seconded by Co~issioner Fields
and carried unanimously. The Mayor presented Judge Bird with the City of Clearwater
medal.
The Mayor presented to Mr. Frank Stump, Commander, a citation for the Clearwater
Power Squadron for the promotion of safe boating through education in observance of
Safe Boating Week, June 30th to July 6th.
A citation was given to Mrs. Mary Bissell in appreciation for service as a
Civil Service Board member from 1960 to 1963.
A public hearing was announced on construction of sanitary sewer in David Avenue
from Gulf to Bay northerly approximately 1,300 feet (Gulf to Bay Gardens Subdivision).
The City Engineer reported at a preliminary hearing June 5, 1963, he had estimated
the cost at $4.00 per assessable front foot. He stated he had received a petition
from 10 property owners asking a feasibility study for installation of sanitary sewers
and also a petition from 14 property owners asking that sanitary sewers not be in-
stalled. Mr. George McCall, Sanitarian, Pinellas County Health Department, pointed
out there had been septic tank failures in this subdivision and recommended that san-
itary sewers be installed. Mrs. Wm. Powell. Jr., asked about safe access to Gulf to
Bay during the construction period and was assured the contractor ~ould provide access
to the houses throughout the construction. Hearing no valid objections, Commissioner
Insco moved the project be approved with the work to be done on a cost assessment
basis. Motion was seconded by Commissioner Fields and carried unanimously.
The City Manager recommended accepting the low bid of $4,185.00 from Southern
Pipe & Tool Company for one two-unit sewer cleaning machine for the Utilities
Department. Commissioner Turner moved on the joint recommendation of the Public Works
Superintendent, Utilities Manager and the Assistant Purchasing Agent, concurred in by
the City Manager, that the low bid in the amount of $4,185.00 submitted by the
Southern Pipe & Tool Company of Jacksonville be accepted which is the lowest and best
responsible bid, and that the appropriate officials of the City be authorized to ex-
ecute said contract which shall be in accordance with the plans and specifications
and bid. Motion was seconded by Commissioner Insco and carried unanimously.
It was recommended by the City Manager that the low bid of $5,232.90 from Burnup
and Sims be accepted to furnish and install pipe for the gas system in Imperial Park
Subdivision Unit 1. Commissioner Fields moved on the joint recornnendation of the City
Engineer and Assistant Purchasing Agent, the City Manager concurring therein, that the
contract for gas pipe for Imperial Park be awarded to Burnup & Sims, West Palm Beach,
for the amount of $5,232.90 which is the lowest and best responsible bid, and that the
appropriate officials of the City be authorized to execute said contract which shall
be in accordance with the plans and specifications and bid. Motion was seconded by
Commissioner Smith and carried unanimously.
The City Manager recommended accepting the low bid from Cleveland Street Car
Wash for washing automobiles and trucks at $.80 each, motorcycles at $.75 each and
waxing automobiles and trucks at $8.00 each. Commissioner Turner moved on the rec-
ommendation of the City Manager that the Cleveland Street Car Wash be awarded the bid
for washing. cleaning and waxing motor vehicles which is the lowest and best respon-
sible bid and that the appropriate officials of the City be authorized to execute
said contract which shall be in accordance with the plans and specifications and bid.
Motion was seconded by Commissioner Fields and carried unanimOUSly.
The City Manager recommended accepting the low bid of $7,620.00 from West Coast
Utility Construction Company, St. Petersburg, for construction of Corona Avenue storm
sewers from McKinley to Drew Street. Commissioner Fields moved upon the joint rec-
ommendation of the City Engineer and Assistant Purchasing Agent that the contract for
storm sewers for Corona Avenue be awarded to West Coast Utility Construction Company,
St. Petersburg, for the amount of $7,620.00 which is the lowest and best responsible
bid and that the appropriate officials be authorized to execute said contract which
shall be in accordance with the plans and specifications and bid. Motion was second-

The City Manager recommended that Mr. George Dalby be reappointed to the
Civil Sorvicc Board for a three year term. Commissioner Smith moved Mr. George
Dalby bo reappointed to the Civil Service Board. Motion was seconded by Commissioner
Turner and carried unanimously.
A letter from Mr. Norman M. Sevin, Miami attorney, on behalf of Food Fair Stores,
Pincllaa, Inc., requested a license to sell wine for off premises consumption at the
otoro located on the southeast corner of Sunset Point Road and Highland Avenue. Mr.
Sevin pointed out this store was permitted by the present zoning to sell beer for off
premioca consumption but not wine as other supermarkets in the area were allowed to
do. Cormnioaionor riolds moved the request be approved and the City Attorney draw
the ordinance. t'1otion was seconded by Commis sioner Turner and carried unanimous ly.
Tho Mnyor roported receiving complaints about cartons in the rear of the Food Fair
otoro on Gulf to Bay and Mr. Sevin promised to notify the branch office of the
comp lain t.
An lImandmcnt to the I.B.M. contract was presented which would increase the monthly
ren till for Ie B .11. oquipmen t from $930.00 to $1,452.00. The City Manager recommended
approvd1 and oxplained it would speed up work in Utilities Department, take care of
invontory control, payroll and purchasing records. Commissioner Smith moved the I.B.M.
contract be amended as set forth by the City Manager and that the proper officials be
authol"izod to exccu1:e the contract. /1otion was seconded by Commissioner Turner and
carried unanimously.
The City Manager presented an application from Johns Thomas, 616 Georgia Lane,
Lar~o, for permit to operate two taxicabs in the Greenwood area. He stated the
Pollce Department after investigating made no objection. Commissioner Turner moved
the request be rran~ed. Motion was seconded by Commissioner Fields and carried
unanimously.
The City Attorney read on its first reading Ordinance #977 which would repeal
Ordinance "975 and declare the City's intention to annex part of Section 19-29-16
(Far Horizons Mobi~e Home Park); Lot 36 Sunset Highlands Unit 2; part of Section
24-29-15 (Oak Grove School); Lot 2, Mosell Acres (Huston); south 100 feet of east
75 feet of Lot 9, r. E. Hanousek's Subdivision. Commissioner Smith moved Ordinance
#977 be passed on its first reading. Motion was seconded by Commissioner Turner
and carried unanimously.
Commissioner Smith moved Ordinance #977 be considered on its second reading by
title only with the unanimous consent of the Commission. Motion was seconded by
Commissioner Turner and car~ied unanimously. The Ordinance was read by title only.
Commissioner Smith moved Ordinance #977 be passed on its second reading by title
only. Motion was seconded by Commissioner Turner and carried unanimously.
Commissioner Smith moved Ordinance #977 be read and considered on its third and
final reading at this meeting of the Commission with the unanimous consent of the
Commission. Motion was seconded by Commissioner Fields and car~ied unanimously. The
ordinance was read in full. Commissioner Smith moved Ordinance #977 be passed on its
third and final reading and adopted and that the proper officials be authorized to
execute it. Motion was seconded by Commissioner Turner and carried unanimously.
A drainage easement was presented f~om Mr. Alfred B. Darling for Lot 28, Bayside
Replat. Commissioner Turner moved that the easement be accepted and that the proper
officials be authorized to record the same. Motion was seconded by Commissioner Fields
and carried unanimously.
Resolution #63-73 was presented which would authorize the proper City officials
to execute an agreement to obtain easements for Clearwater East sanitary sewer from
Barbour N. Thornton and Frances T, Folk~s located adjoining the south boundary of
Lot 16, Wm. Brown's Bayview Subdivision. Commissione~ Fields moved Resolution #63-73
be approved and the proper officials be authorized to execute it. Motion was sec-
onded by Commissioner Turner and carried unanimously.
Resolution #63-74 was presented requiring four property owners to clean their
lots of weeds and undergrowth. Commissioner Fields moved Resolution #63-74 be
approved and the proper officials be authorized to execute it. Motion was seconded
by Commissioner Turner and carried unanimously.
Commissioner Insco reported ~hat a low flying plane had been buzzing the boats
in the bay and ca~led attention to the abandoned icebox ordinance and requested that
the Police Department check on both items.
Commissioner Fields stated he would be out of town on business at the time of
the next meeting. Commissioner Smith moved Commissioner Fields be excused from the
next meeting. Motion was seconded by Commissioner Insco and carried unanimously.
Commissioner Smith reported complaints again on the ta~i rate zone system and stat-
ed that he was noW ~eady to recommend meters for the cabs. He requested the City
Manager to make sure rates were posted in all cabs.
Mr. Arthur Kruse reported that the Civic Center planting on the west side had been
damaged by parking and sugges~ed that some protection be given to the property.

Gentlemen:
We, the undersigned, are owners of property located on David Avenue in the City of
Clearwater. We understand plans are being made to install a sanitary sewer on
David Avenue which is in Gulf to Bay Gardens SUbdivision. We wish to register our
opposition to such an installation, as all of us are completely satisfied with the
present conditions. We have individual septic tank and drain fields which are in
perfect working condition and have not, at any time since their installation, given
us any trouble .whatever. We, therefore, feel that the installation of sewers would
be an unnecessary expense and burden upon us; also the very well paved street would
be ruined should the sewer be installed in the front of the houses as we have been
informed it would be. Will you please consider this as our petition to your honorable
body that no sanitary sewer be installed in Gulf to Bay Gardens Subdivision? If there
are any unsatisfactory septic tanks on the street this must be due to improper in-
stallation and some additional drain lines would doubtless take care of the diffiCUlty.

Commzssioner Smith reported complaints again on the taxi rate zone system and stat-
- ed that he was no�t ready to recommend meters for the cabs, He requested the City
Manager to make sure rates were posted in all cabs,
Mr. Arthur Kruse reparted that the Civic Cente� planting on the west side had been
damaged by parking and suggested that some protection be given to the property.

The Mayor reported high weeds on the banks of some portions of Stevenson Crsek
and realizing the difficulty in keeping them do�m he suggested that the City Managex
investigate a flame thrower tor the purpuse.
The Ci.ty Commission now adjour.ned as the City Commission and ac•;ing as Trustees
of the Pension Fund heaxd a letter read from the Advisory Committee recommendin�
that Thomas W. Canrell, Jr., laborer, Parks & Recreation Department� Parks Division,
be admitted to the Pension Plan. Commissioner �urner moved that the employee named
�be accepted in the Pension Plan. t�iotion was seconded by Commissioner Insco and car-
ried unanimously.

Gentlemen:
We, the undersigned, are owners of property located on David Avenue in the City of
Clearsaater, tae understand �1ans are be:,ng made to install a sanitary sewer on
David Avenue which is in Gulf to Bay �ardens Subdivision, We wish to register our
op�osition to such an installation, as all o� us are ccampletely satisfied with the
present conditions. We have individual septic tank anci drain fields which are in
perfect �rorking condition and have not, at any time sinee their installation, given
us any trouble_whatever. We, therefore, iee.l that the installation of sewers would
he an unnecessary expense and burden upon us; also the very well paved street would
be ruined should the sewer be insta7.led in the front of the houses as we have been
informed it would be, Will you please consider this as our petition to your honorable
body that no sanitary sewer be instal�ed in Gulf to Bay Gardens Subdivision? If' there
are any unsatisfactory septic tanks on the street this must be due to improper in-
stallation and s�me addztional drain lin�s would doubtTess take care of the difficulty.
