Commissioner Turner moved that the minutes of the regular meeting of February 18, and the special meeting of February 27, 1963 be approv- ed as recorded and as submitted in written summation by the Clerk to each Commissioner~ subject to approval of Commissioner Insco. ~1otion was seconded by Commissioner Fields and carried unanimously. Mr. Harold D. Briley, of Briley, iVild G Associates, Consul tin~ Engineers, read his letter of recommendation for the proposed new incinerator building for the City. Commissioner FieldS moved that the Jones-Mahoney Corp. of Tampa, florida, be awarded the construction contract for the ,incinera tor for a total contract price of $ 764 ~9 27, and that the proper officials be authorized to execute said contract which shall be in accordance with the specifications and bid; it is further moved that the Plibrico Co. of Chicago, contract, be transferred to the Jones-Mahoney Corp. and made a part of the aforesaid contract, the said contract to be subject to the approval of the City Attorney and City Manager. Motion was seconded by Commissioner Turner and carried unanimously. Mr. Briley introduced l1r. Jones and Mr. Mahoney of the firm, Jones- Mahoney. Mr. Briley of Briley, Wild 8 Associates, Consulting Engineers read his letter recommending rejection of the one bid received from Smith-Sweger Construction Co., Clearwater, for the Hercules Ave. water main, south of Druid Road, and requesting authority to redesign the project and readvertise for bids. Commissioner Turner moved that this bid be rejected and that Briley, Wild & Associates be authorized to redesign this project and readvertise for bids as soon as possible. Motion was seconded by Commissioner FieldS and carried unanimously. The City Manager recommended the bid of W. L. Cobb Construction Co., St. Petersburg for the Court House area street paving: the construction of Chestnut St. between S. Ft. Harrison Ave. and Bay Ave.; the widening of Bay Ave. from Chestnut St. to Haven St., and the widening of llaven St. from Bay Ave. to Osceola Ave. Commissioner Turner moved upon the joint recommendation of the City Engineer and Asst. Purchasing Agent, concurred in by the City Manager that the low bid of $27,337.10 submitted by W. L. Cobb Construction Co., St. Petersburg which is the lowest and best responsible bid be accepted and the proper officials of the City be authorized to execute said contract which shall be in accordance with plans, specifications and bid. Motion was seconded by Commissioner Fields and carried unanimOUSly. The City Mana~er recommended the bid of Consolidated Pipe Supply, Birmingham, Alabama, for 1,000 feet 1 inch, 5,000 feet 2 inch and 200 feet of 4 inch black steel pipe coated and wrapped for Utilities Dept., Gas Division. Commissioner Fields moved upon the joint recommendation of the Utilities Mrr., Gas Supt. and Asst. Purchasing Agent, concurred in by the City Manaper that the contract for the black steel pipe be awarded to Consolidated Pipe Supply, 3irmin~ham, Alabama for 92,435.64 which is the lowest and best responsible bid and the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans, specifications and bid. Motion was seconded by Commissioner Smith and carried unanimOUSly. Commissioner Turner moved to excuse Commissioner Insco from this meeting. Motion was seconded by Commissioner Fields and carried unanimOUSly. The City Manager reported that only one bid was received for Postage Metering & Mailing Machine and Electric Letter Opener, meetinp. City specifications, submitted by Pitney-Bowes Inc., Tampa, and recommended it be accepted. Commissioner Turner moved upon the joint recommendation of the Finance Director and Asst. Purchasing Agent con- curred in by the City Manager that the contract be awarded to Pitney-Bowes Inc., Tampa, for $1,026 which is the lowest and best responsible bid, and that the appropriate offi- cials of the City be authorized to execute said contract which shall be in accordance with plans, specifications and bid. Motion was seconded by Commissioner FieldS and carried unanimOUSly. .'L ' The City Manager presented a bill of sale transferring certain underground wiring in Campbell Court in Brookhill Unit 4 Subd. to Florida Power Corporation with a check to the City in the amount of $22.00. Commissioner Fields moved upon the recommendation of the City Manager, that the bill of sale be approved and that the proper City officials be authorized to execute it. Co. for $36,051.22, which is $7.09B per foot. The City l'1anap,er explained the Ci ty assessment policy for street construction. It was brought out that the intersections on this project are wider than usual. The City Engineer stated that the cost per foot could be reduced to $5.67 if the City paid for the in- tersections, et cetera. All tllose present indicated that they would approve the project at the $5.67 figure. Commissioner Turner moved, having heard no valid objections to the project, and upon the recommendation of the City Lnp,ineer and Asst. Purchasing Agent concurred in by the City I'1anap,er that the low bid for $36,051.22 submitted by Daniels Paving Co., St. PeterSburg, Fla. be accepted which is the lowest and best responsible bid and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with plans, specifications and bid, and that further this shall be assessed against the abutting property on the basis of $5.67 per front foot and the City assume the difference between this amount and the total contract bid. Motion was seconded by Commissioner I'ields and carried unanimously. Upon the suggestion of the City Attorney, Corrunissioner Fields moved that Mrs. Lucille Bell be appointed Acting City Clerk, in the absence of the City Clerk, for the ensuing year. Motion was seconded by Commissioner Turner and carried unanimously. The City Attorney presented a riEht-of-way deed from Gulf to Bay Bank and C. P. Saclarides, Trustee and individually, for a ten foot strip of land on Keystone Ave. in Sec. 14-29-15, which is a ~ift to the City. Commissioner Smith moved to accept the deed. Motion was seconded by Commissioner Turner and carried unanimOUSly. Resolution #63-22 was presented dedicatinr. the Keystone Drive right-of-way as acquired in the pre- ceding deed. Luman in the NW cor of SE 1/4 of Sec. 19-29-16; and two from Emil weber (one permanent and one temporary), permanent is the N 5 feet of a portion of the Nt 1/4 of SE 1/4 of Sec. 19-29-16 and temporary the S 10 feet of N 15 feet of part of the HE 1/4 of the SE 1/4 of Sec. 19-29-16. The City Attorney presented easement from R. R. Meador for 5 foot sanitary sewer easement in Lot A, Block 8, Bayview City Subd. Commissioner Fields moved that this easement be accepted. The City Attorney presented for approval right-of-way Ar.reement between Florida Power Corp. and the City of Clearwater for a 50-foot wide easement throuph part of the NE 1/4 of the SE 1/4 of Sec. 7-29-16. Commissioner Turner moved to accept this right-of-way and toe proper City officials be authorized to execute it. Motion was seconded by Commissioner Fields and carried unanimously. The City Attorney presented right-of-way deed from the Hillcrest Corp. for Druid Road in the SW 1/4 of Sec. 18-29-16 and Resolution #63-21 dedicatine this property as right-of-way. Commissioner Fields moved that Resolution #63-21 be approved and the deed to the right,-of-way be accepted and :the proper City officials be authorized to execute it. Motion was seconded by Commissioner Smith and carried unanimOUSly. The City Attorney presented Ap.reement between the Bayside Hotel Co. Inc., and the City of Clearwater for use of Lots 8-12 incl. Gentlemen: Subject: Incinerator Project Clearwater, Florida In accordance with your instructions, your Purchasing Agent and ourselves received and opened bids on subject project February 26, 1963. Bids were received from four qualified and reputable contractors. A tabulation of these bids is attached herewith for your information. It will be noted that bids were received on both a base bid and an alternate bid. The base bid covered the furnishing and installation of an incinerator having a total capac- ity of 300 tons per day, while the alternate bid covered the furnishing and constructing of an incinerator having a capacity of 150 tons per day with the building being the same size as that provided for the 300-ton per day units. Quotations were also received as a part of these bids for certain minor changes in the plans covering, for instance, various types of alternate building finishes, etc. It will be noted that the Jones-Mahoney Corporation of Tampa, Florida were the low bidders with a bid of $764,927 coverinp, the furnishinp, and installinr. of the incinerator having a capacity of 300 tons per day. Their bid on the alternate proposal was also the low bid received being in the amount of $582,555. We have reviewed the list of manufactur- ers of the various equipment and materials which this firm proposed to use in connection with the construction of this project, and find that all listed firms are acceptable. The final determination as to whether or not the materials and equipment meet the speci- fications must be left to later determination when samples of materials and shop draw- ings are submitted for approval. We have checked into the financial and performance 9ualifications of this firm and find them well qualified to undertake this project.
