The City Commission of the City of Clearwater met in rep,ular session at the City
Hall, Monday, March 4, 1903 at 1:00 P.M. with the followinR members present:

The t1ayor called the meeting to order. The invocation was given by Rev. Carl
llouston, Skycrest Baptist Church. Commissioner Turner moved that the minutes of the
regular meeting of February 18, and the special meeting of February 27, 1963 be approv-
ed as recorded and as submitted in written summation by the Clerk to each Commissioner~
subject to approval of Commissioner Insco. ~1otion was seconded by Commissioner Fields
and carried unanimously.
Mr. Harold D. Briley, of Briley, iVild G Associates, Consul tin~ Engineers, read
his letter of recommendation for the proposed new incinerator building for the City.
Commissioner FieldS moved that the Jones-Mahoney Corp. of Tampa, florida, be awarded
the construction contract for the ,incinera tor for a total contract price of $ 764 ~9 27,
and that the proper officials be authorized to execute said contract which shall be
in accordance with the specifications and bid; it is further moved that the Plibrico
Co. of Chicago, contract, be transferred to the Jones-Mahoney Corp. and made a part
of the aforesaid contract, the said contract to be subject to the approval of the City
Attorney and City Manager. Motion was seconded by Commissioner Turner and carried
unanimously. Mr. Briley introduced l1r. Jones and Mr. Mahoney of the firm, Jones-
Mahoney.
Mr. Briley of Briley, Wild 8 Associates, Consulting Engineers read his letter
recommending rejection of the one bid received from Smith-Sweger Construction Co.,
Clearwater, for the Hercules Ave. water main, south of Druid Road, and requesting
authority to redesign the project and readvertise for bids. Commissioner Turner moved
that this bid be rejected and that Briley, Wild & Associates be authorized to redesign
this project and readvertise for bids as soon as possible. Motion was seconded by
Commissioner FieldS and carried unanimously.
The City Manager recommended the bid of W. L. Cobb Construction Co., St. Petersburg
for the Court House area street paving: the construction of Chestnut St. between
S. Ft. Harrison Ave. and Bay Ave.; the widening of Bay Ave. from Chestnut St. to Haven St.,
and the widening of llaven St. from Bay Ave. to Osceola Ave. Commissioner Turner moved
upon the joint recommendation of the City Engineer and Asst. Purchasing Agent, concurred
in by the City Manager that the low bid of $27,337.10 submitted by W. L. Cobb Construction
Co., St. Petersburg which is the lowest and best responsible bid be accepted and the
proper officials of the City be authorized to execute said contract which shall be in
accordance with plans, specifications and bid. Motion was seconded by Commissioner Fields
and carried unanimOUSly.
The City Mana~er recommended the bid of Consolidated Pipe Supply, Birmingham,
Alabama, for 1,000 feet 1 inch, 5,000 feet 2 inch and 200 feet of 4 inch black steel
pipe coated and wrapped for Utilities Dept., Gas Division. Commissioner Fields moved
upon the joint recommendation of the Utilities Mrr., Gas Supt. and Asst. Purchasing
Agent, concurred in by the City Manaper that the contract for the black steel pipe be
awarded to Consolidated Pipe Supply, 3irmin~ham, Alabama for 92,435.64 which is the
lowest and best responsible bid and the appropriate officials of the City be authorized
to execute said contract which shall be in accordance with the plans, specifications
and bid. Motion was seconded by Commissioner Smith and carried unanimOUSly.
Commissioner Turner moved to excuse Commissioner Insco from this meeting. Motion
was seconded by Commissioner Fields and carried unanimOUSly.
The City Manager reported that only one bid was received for Postage Metering &
Mailing Machine and Electric Letter Opener, meetinp. City specifications, submitted by
Pitney-Bowes Inc., Tampa, and recommended it be accepted. Commissioner Turner moved
upon the joint recommendation of the Finance Director and Asst. Purchasing Agent con-
curred in by the City Manager that the contract be awarded to Pitney-Bowes Inc., Tampa,
for $1,026 which is the lowest and best responsible bid, and that the appropriate offi-
cials of the City be authorized to execute said contract which shall be in accordance
with plans, specifications and bid. Motion was seconded by Commissioner FieldS and
carried unanimOUSly.

The City Manager presented a bill of sale transferring certain underground wiring
in Campbell Court in Brookhill Unit 4 Subd. to Florida Power Corporation with a check
to the City in the amount of $22.00. Commissioner Fields moved upon the recommendation
of the City Manager, that the bill of sale be approved and that the proper City officials
be authorized to execute it. Motion was seconded by Commissioner Turner and carried
unanimOUSly.

The City Manacer presented a letter from the Clearwater Business and Professional
Women's Club requestinc installation of street liGhts on all streets within the City.
Commissioner Smith moved to receive the letter for the record. Motion was seconded
by Commissioner Turner and carried unanimously.
The City ManaRer introduced Mr. Nick Calabria, who explained a proposed service
for senior citizens and invalids, ~3 personal escort, companion, or chauffer. He
Gtated that he did not Hish to use his O'..Jll personal car, except as a last resort. 1'he
Manager explained that there \>IaS no provision in the license ordinance for such a bus-
iness except as a taxi service. Commissioner Turner moved to defer action and refer

The City Hunarer announced tile continuation of the public hearinr. and presented
the bids for the Keystone Area pavinr; Keystone Dr. from Rainbow to Cleveland; and
Hainbow, Harvard imd Dartmouth Ave. from Keystone Dr. to Duncan Ave., and recommended
the low bid of Daniels Pavinr. Co. for $36,051.22, which is $7.09B per foot. The City
l'1anap,er explained the Ci ty assessment policy for street construction. It was brought
out that the intersections on this project are wider than usual. The City Engineer
stated that the cost per foot could be reduced to $5.67 if the City paid for the in-
tersections, et cetera. All tllose present indicated that they would approve the project
at the $5.67 figure. Commissioner Turner moved, having heard no valid objections to the
project, and upon the recommendation of the City Lnp,ineer and Asst. Purchasing Agent
concurred in by the City I'1anap,er that the low bid for $36,051.22 submitted by Daniels
Paving Co., St. PeterSburg, Fla. be accepted which is the lowest and best responsible
bid and that the appropriate officials of the City be authorized to execute said contract
which shall be in accordance with plans, specifications and bid, and that further this
shall be assessed against the abutting property on the basis of $5.67 per front foot and
the City assume the difference between this amount and the total contract bid. Motion
was seconded by Commissioner I'ields and carried unanimously.
Upon the suggestion of the City Attorney, Corrunissioner Fields moved that Mrs.
Lucille Bell be appointed Acting City Clerk, in the absence of the City Clerk, for the
ensuing year. Motion was seconded by Commissioner Turner and carried unanimously.
The City Attorney presented a riEht-of-way deed from Gulf to Bay Bank and C. P.
Saclarides, Trustee and individually, for a ten foot strip of land on Keystone Ave. in
Sec. 14-29-15, which is a ~ift to the City. Commissioner Smith moved to accept the
deed. Motion was seconded by Commissioner Turner and carried unanimOUSly. Resolution
#63-22 was presented dedicatinr. the Keystone Drive right-of-way as acquired in the pre-
ceding deed. Cor~issioner Turner moved to approve Resolution #63-22 and the proper
City officials be authorized to execute it. I-lotion was seconded by Commissioner Fields
and carried unanimously.
The City Attorney present'3r1 for acceptance the following five easements needed in
connection with the Clearwater East South Interceptor sanitary sewer line: two from
Paul Lother (one permanent and one temporary) in the moJ cor of the Sh' 1/4 of Sec.
19-29-16; one permanent from William W. Luman in the NW cor of SE 1/4 of Sec. 19-29-16;
and two from Emil weber (one permanent and one temporary), permanent is the N 5 feet of
a portion of the Nt 1/4 of SE 1/4 of Sec. 19-29-16 and temporary the S 10 feet of
N 15 feet of part of the HE 1/4 of the SE 1/4 of Sec. 19-29-16. Commissioner Turner
moved to accept the five easements for the Clearwater Last South Interceptor sanitary
sewer line. Motion was seconded by Commissioner Fields and carried unanimously.
The City Attorney presented easement from R. R. Meador for 5 foot sanitary sewer
easement in Lot A, Block 8, Bayview City Subd. Commissioner Fields moved that this
easement be accepted. Motion was seconded by Commissioner Turner and carried unan-
imously.
The City Attorney presented for approval right-of-way Ar.reement between Florida
Power Corp. and the City of Clearwater for a 50-foot wide easement throuph part of
the NE 1/4 of the SE 1/4 of Sec. 7-29-16. Commissioner Turner moved to accept this
right-of-way and toe proper City officials be authorized to execute it. Motion was
seconded by Commissioner Fields and carried unanimously.
The City Attorney presented right-of-way deed from the Hillcrest Corp. for Druid
Road in the SW 1/4 of Sec. 18-29-16 and Resolution #63-21 dedicatine this property
as right-of-way. Commissioner Fields moved that Resolution #63-21 be approved and the
deed to the right,-of-way be accepted and :the proper City officials be authorized to
execute it. Motion was seconded by Commissioner Smith and carried unanimOUSly.
The City Attorney presented Ap.reement between the Bayside Hotel Co. Inc., and the
City of Clearwater for use of Lots 8-12 incl. Block D Bayside Subd. #6 Unit A; and
Lots 13 to 15 incl. Bayside Subd. #6 Unit C; and Lots 1 to 8 incl. and 22 to 26 incl.
B1k B and Lot #1 of Blk A in Bayside Shores pertaining to Fun 'N Sun program.
Commissioner Fields moved the Agreement be approved and ~he proper City officials be
authorized to execute it. Motion was seconded by Commissioner Turner and carried
unanimOUSly.
The City Manager read in full Ordinance #962 on its first reading, it being an
intent to annex a portion of the E 1/2 of the NE 1/4 of Sec. 18-29-16 fl"ontine on US 19
and between Drew St. and Gulf to Bay Blvd. and a portion of the Wightman property in
the S 1/2 of Sec. 17-29-16. Commissioner Fields moved Ordinance #962 be passed on its
first reading. Motion was seconded by Commissioner Turner and carried unanimOUSly.

Gentlemen:
In accordance with your instructions, your Purchasing Agent and representative of this
firm received and opened bids on subject project on february 26, 1963. Only one bid
was received on this project and that from the Smith-Sweger Construction Company, Inc.
of Clearwater as indicated on the attached tabulation sheet.
Due to the fact that only one bid was received and also since
change in location of the proposed water main will reduce the
ject and will result in a better and more serviceable unit to

Gentlemen: Subject: Incinerator Project Clearwater, Florida
In accordance with your instructions, your Purchasing Agent and ourselves received and
opened bids on subject project February 26, 1963. Bids were received from four qualified
and reputable contractors. A tabulation of these bids is attached herewith for your
information.
It will be noted that bids were received on both a base bid and an alternate bid. The
base bid covered the furnishing and installation of an incinerator having a total capac-
ity of 300 tons per day, while the alternate bid covered the furnishing and constructing

same size as that provided for the 300-ton per day units. Quotations were also received
as a part of these bids for certain minor changes in the plans covering, for instance,
various types of alternate building finishes, etc.
It will be noted that the Jones-Mahoney Corporation of Tampa, Florida were the low bidders
with a bid of $764,927 coverinp, the furnishinp, and installinr. of the incinerator having
a capacity of 300 tons per day. Their bid on the alternate proposal was also the low
bid received being in the amount of $582,555. We have reviewed the list of manufactur-
ers of the various equipment and materials which this firm proposed to use in connection
with the construction of this project, and find that all listed firms are acceptable.
The final determination as to whether or not the materials and equipment meet the speci-
fications must be left to later determination when samples of materials and shop draw-
ings are submitted for approval. We have checked into the financial and performance
9ualifications of this firm and find them well qualified to undertake this project. It
~s therefore recommended that you accept the base bid of the Jones-Mahoney Corporation
of Tampa, Florida in the amount of $764,927 and that the proper officials be authorized
~to execute the contract following approval by your attorney. It is also recommended
that you authorize the transfer of the contract by the Plibrico Company of Chicago and

regular meeting of February lfi, and the special meeting of February 27, 1963 be approv-

his letter ot' recommendation for the proposed new incinerator building for the City,

the construction eontract for the incinerator for a total contract price of $764,927,
and that the proper officials be authorized to execute said contract which shall be

that this bid be rejeeted and that Briley, 'vlild � Associates be authorized to redesign
this projeat and readvertise for bids as soon as possible. Motion was seconded by
Commissioner Fields and carried unanimously.
The Gity Manager recommended the bid of W, L. Cobb Construction Co., St. Petersburg
for the Court House area street paving: the construction of Chestnut St. betoreen
5. Ft. Harrison Ave. and Bay Ave.; the widening of Bay Ave, from Chestnut St, to Haven St,,
and the widening oP Haven St. from Bay Ave, to Osceola Aue, Commissioner Turner moved
upon the joint recommendation of the City Engineer and Asst. Pur.chasing Agent, concurred
in by the City Manager that the low bi� of $27,337.10 submitted by W. L. Cobb Construction
Co., St, Petersburg which is the lowest and best responsible bid be accepted and the
proper offici.als of the City be authorized to execute said contract which shall be in
accordance �aith plans, specifications and bid. Motion was seconded by Commissioner Field��
and carried unanimously.
The City Manager recommended the bid of Consolidated Pipe Sup,�ly, Birmingham,
Alabama, for 1,000 feet 1 inch� 5,000 feet 2 inen and 2D0 feet of 4 inch black steel
pipe coated and wrapped tor Utilities Dept., Gas Division. Commissioner Fields moved
upon the joint reeommendation of the Utilities Mgr., Gas Supt, and Asst. Purchasing
Agent, concurred in Yay the City Manager that the contract for the black steel pipe be
awardPd to Consolidated Pipe Supply, Birmingham, Alabama for $2,435,64 which is the
lowest and best respQnsible bid and the appropriate officials of the City be autharized
to execute said contract which siiall be in accordance with the planss specifications
and bid. Motion was seconded by Commissioner Smith and carried unanimously.
Commissioner Turner moved to excuse Commissioner Insco from this meeting. Motion

The City Manager reported that only one bid was received tor Postage l�etering &
rlailing Machine and Electric Let�ter Opener, mee-ting City specifications, submitted by
Pitney-Bowes Ine., Tampa, an3 recommended it be aceepted. Commissioner Turner moved
upon the joint recommendation of the Finance Director and Asst. Purchasing Agent con-
cu�red in by the City Manager that the contract be awarded to Pitney-Bowes Inc., Tampa,
for $1,026 which is the lowest and best respcnsible bid, and that the appropriate offi-
cials of the City be authorized to execute said contract which shall be in aecordance.

The City Manager introduced Mr. Ni:ek Ca].abria, who axplained a proposed service
for senior citizens and invalids, as personzl escort, companian, or chauffer. He
stated that he did nc�t wish to use his own p�Fsonal car, except as a las't xesor�. The
Manager explained that there was no provision in the license ordinance �or such a bus-
iness exceDt as a taxi ��ervice. Commissioner Turner moved to de�'er action and refer
to the Legal Dept, fa� study. Motion was seconded by Commissi�ner Fields and carried
unanimously.
The City rianager announced 'the continuation of the gublic heari.n� aa�d presanted
the bids for the Keystone Area paving; Keystone Dr. from Fainbow to Cleveland; and
Rainbow, Harvard and Dartmouth Ave. from Keystone Dr. to ➢uncan Ave,, and recommended
the low bid of Daniels Paving Co. for $36,051.22, which is $7.098 per foot. The City
Manager explained the City �,ssessment policy for �treet construction. Zt w�s brought
out that the intersections on this project are wider than usual. The City Engineer
stated that the cost per foot cuuld be reduced to $5.67 if the City paid for the in-
tersections, et cetera. A11 those present indica'ted that they would approve the project
at the $5.67 figure. Commissioner Turner moved, having heard no valid objactions to the
project� and upon the recommendation of the City Engineer and Asst. Purchasing Agent
aoncurred in by the City Man�ger that tihe low bid for $36,051.22 submitted by Daniels
Pavizg Co., St. Petersbu�g, Fla, be accepted v,=hich is the lowest and best responsible
bid and that the appropriate officials of the City be authorized to execute said contract
which shall be in accordance with plans, specifications an:i bid, and that �'urther this
sha11 be assessed against the abutting property on the basis of $5.67 per front foot and
the City assume the diff�rence between this amount and the total contract bid. Motion

The City Attorney presented a right-of-way deed from Gulf to Bay Bank and C. P,
Saclarides, Trustee and individually, f�r a ten foot strip of land on Keystone A��e. zn
Sac. 14-29-15, which is a gift to the City, Commissioner Smith moved to accegt the
deed. Metion was seconded by Commissioner T;:rner and carried unanimously. Resolution
#63-22 was presented dedicating the Keystone Drive right-of-way as acquired in the pre-

The City Attorney presented for acceptance the following five easements needed in

Due to the fact that on].y one bid was received and also since it is believed that a
change in location of the proposed water main wi11 reduce the overall cos-t of th� pro-
ject and will result in a better and more serviceable unit to the City, it is recom-
