The Mayor called the meetinr to order. The invocation was given by the
City Attorney. Commissioner Fields moved that the minutes of the meeting of
December 3, 1962 be approved as recorded and as submitted in written summation
by the Clerk to each Commissioner. l1otion was seconded by Commissioner Turner
and carried unanimously.
Mr. Harold I3ri ley 0 f 13ri ley, Yli ld & Ass ociates, presen tad the final plans for
the proposed incinera tor \olhich he sta te d WOll ld be composed of two comple te units.
He also stated that the capacity would be 300 tons each 24 hours with the present
collection runnine about 60 to 70 tons per day. He recommended taking and awarding
bids about the middle of January for the processinp equipment and then taking and
awarding bids for the rest of the construction about the middle of February for
coordination of all work with the processing equipment contract to be assiened to
the general contractor. Commissioner Smith moved to approve the plans and the
Hayor be authorized to sign them. l1otion was seconded by Commissioner Turner
and carried unanimously.
The City Manager presented bids for Chain Link Fence for Utilities Department,
Water Division to enclose chlorinator equipment at Crest Lake Park and Sid Lickton
Field, and recommended the bid of Reeves Fences. Commissioner Turner moved upon
the joint recommendation of the Utilities Manacer, Water Superintendent and Asst.
Purchasing Agent that the bid in the amount of $729.70 submitted by Reeves Fences,
Tampa, be" accepted, which is the lO\vest and best responsible bid and that the
appropriate officials be authorized to execute said contract which shall be in
accordance with plans, specifications and bid. Motion was seconded by Commissioner
FieldS and carried unanimously.
The City Manager recommended the bid of Model Cleaners for dry cleaning and
pressinp" "Iterations and small repairs to police and fire department uniforms,
with pickup and delivery to be made by the bidder. Commissioner FieldS moved
upon the joint recommendation of Police Chief, Fire Chief and Asst. Purchasing
Agent, concurred tnerein by the City M~nager that the bid submitted by Model
Cleaners be accepted, with pickup and delivery, which is the lowest and best
responsible bid and the appropriate officials of the City be authorized to execute
said contract which shall be in accordance with plans, specifications and bid.
Motion was seconded by Commissioner Insco and carried unanimously.
The City Manager recommended the low bid from Atlas Services for janitorial
services at the Police Station at $9.75 per day and at the Marina for $8.80 per day,
week days, and $7.50 per day on Sundays. He also recommended Hagen's Janitor
Service for the Engineering Office at $4.50 per day and for the Utilities Office
at $5.75 per day. Commissioner Turner moved upon the joint recommendation of the
Police Chief, City Enp,ineer, Harbormaster and Utilities Manager concurred therein
by the City Manage~ that the low bid from Atlas Services for the Police Station
and Marina be accepted, and that the low bid submitted by Hagen's Janitor Service
for Engineering Offices and Utili ties Office be accepted \vhich is the lowest and
best responsible bid and the appropriate officials of the City be authorized to
execute said contract which shall be in accordance with plans, specifications and
bid. Motion was seconded by Commissioner Fields and carried unanimously.
The City Manager recommended the low bid of Burnup and Sims for Gas Main
Extension, Franklin Street, in the amount of $7,427.01. Commissioner Turner moved
upon the joint recommendation of the City Enp,ineer and Asst. Purchasing Agent con-
curred therein by the City l1ana8er that the bid of Burnup and Sims, West Palm Beach,
in the amount of $7,427.01, be accepted, which is the lowest and best responsible
bid and that the appropriate officials of the City be authorized to execute said
contract which shall be in accordance with plans, specifications and bid. Motion
was seconded by Commissioner fields and carried unanimously. The Mayor recommended
that the City Manager discuss with the contractor that where necessary to cut streets,
that it be done at night.
The City Manager stated that the Florida Power Corporation has not supplied
the City with the cost of aluminum painted wooden poles and underground wiring.
Mr. ~igurd A. SOllie, representing Del Oro Groves property owners, expressed dis-
appolntrnent that there had been no concrete action and Mr. Elmer Gramm, Developer,
,stated the residents are ready to request removal from the City limits.

from Construction Trust Fund, Utility Revenue Certificate, Series of 1962.
Commissioner Insco moved that Resolution #62-l31 be approved and that the approp-
riate officials be authorized to execute it. 110tion was seconded by Commissioner
FieldS and carried unanimously.
The City ^ttorney presented Resolution 1162-132 authorizing payment of appraisal
fee of $250.00 to Frank L. Parker, for the Drew St. project from Construction Trust
Fund, Utilities Tax Improvement Certificates, Series of 1960. Commissioner Turner
moved that Resolution #62-132 Le approved and that the appropriate officials be
authorized to execute it. Hotion was seconded by Commissioner Fields and carried
unanimously.
The City Attorney p:r~sented Resolution 1/62-133, authorizing payment of survey-
ing fees of $265.00 for Spoil Area #5 to Rompon & Associates from Construction Trust
Fund Utilities Tax Improvement Certificates, Series of 1960. Commissioner Insco
moved that Resolution #62-133 be approved and that the appropriate officials be
authorized to execute it. Motion was seconded by Commissioner Smith and carried
unanimOUSly.
The City Attorney presented Resolution 1162-134 authorizin2 payment of $27.50
to Pinellas County Title Co., for title certificate for Spoil Area 115, from
Construction Trust Fund, Utilities Tax Improvement Certificates, Series of 1960.
Commissioner Insco moved that Resolution 1162-134 be approved and that the approp-

The City Attorney presented for approval Service Agreement for Commercial
Interruptible Gas Service to be furnished to the Jack Tar Harrison Hotel by the
City. Commissioner Turner moved that the Ar,reement be approved and that the approp-
riate officials be authorized to execute it. Motion was seconded by Commissioner
Smith and carried unanimOUSly.
The City Attorney presented for approval Addendum to Lease for Rooms #2 and
2A Marina Building authorizing Mr. Roy C. Gurley, lessee, to sell U. S. Power
Squadron and U. S. Coast Guard Official Uniforms and equipment. Upon the recom-
mendation of the City Attorney and the City Manapcr, Commissioner Smith moved that
the Addendum to lease be approved and that the proper officials be authorized to
execute it. Motion was seconded by Commissioner Fields and carried unanimOUSly.

Marina Building from Roy C. Gurley to Marshall C. LeVie. Commissioner Smith moved
to approve the Assignment of, Lease and that the proper officials be authorized to

It was decided by consent to defer item #18 until later in the meeting.
The City Attorney presented Resolution U62-l35, requesting the United States
Coast Guard to properly mark the channel and ent~ance to Clearwater Harbor to safe-
guard the boating public against navigational hazards. Commissioner FieldS moved
that Resolution #62-135 be approved and that the proper officials be authorized to
execute it. Motion was seconded by Commissioner Insco and carried unanimously.

The City Attorney presented Resolution H62-l36 authorizing payment of $2,097.67
to J. E. Greiner Company, Consulting Enp,ineers, for services in connection with
construction of Clearwater Pass Bridge from Constpuction Trust Fund, Bridge Revenue
Bonds, Series of 1960. Commissioner Turner moved that Resolution #62-136 be approv-
ed and that the proper officials be authorized to execute it. Motion was seconded
by Commissioner Fields and carried unanimously.
The City Attorney presented Resolution 1162-137 requesting 42 pr'operty owners
to clean their lots of weeds and undergrowth. Commissioner Smith moved that
Resolution #62-137 be adopted and that-the appropriate officials be authorized to
execute it. Motion was seconded by Commissioner rields and carried unanimously.
The closing of the Railway ~xpress office in Clearwater was discussed. Mr.
Archie W. McLean spoke saying the building was almost complete at the new location.
By consent it was decided to further discuss the matter on Wednesday, December 19,
1962.
The City Attorney read in full Ordinance #957 authorizing the issuance of
$1,800,000 Utilities Tax Improvement Certificates, Series of 1962, to provide for
the construction of a new City Hall, acquisition or rights of way to widen and ex-
tend certain streets dnd construction of 3 new fire stations in the City.
Commissioner Fields requested amendment to approve for construction of sidewalks.
Commissioner Turner moved that Ordinance 11957 be pa~sed on first reading. Motion
was seconded by Commissioner Smith and carried unanimously.
The City Attorney reported that he t-Jill file the suit in circuit courtihis
week for validation of certificates on the incinerator project.
Commissioner Fields reported that he has heard complaints that there is a very
poor selection of books at the Beach Library, and it should have a sign, marking
its location. The City Manager reported the sign is on order.
Commissioner Insco requested a monthly report as to the number of vehicles
using the new Clearwater Pass Bridge.
The Mayor reported that he had received a request for him to serve on the
Florida League of Municipalities Co~nittee on National LegiSlation. Commissioner
Insco moved to approve the appointment. t1otion was seconded by Commissioner
Fields and carried unanimously.
The Clerk read a letter from the Advisory Committee of the Employees Pension
Fund recommending that Frank Daniels, Police Department, request for disability
pension in the amount of $173.51 per month be granted with certain provisions re-
lating to the possibility of him returnine to the employment of the City of
Clearwater. Commissioner Insco moved thatfue recommendation be approved. Motion
was seconded by Commissioner Fields and carried unanimously.
There being no further business the meeting adjourned at 3:55 P.M.

Gentlemen:
Attached hereto are letters from Frank DanielS, Detective Captain of the Police
Department, and Chief Willis Booth, requesting pension for Frank Daniels due to
physical disability contracted by Mr. Daniels and evidenced the doctor's certificate
accompanying these letters.
Detective Captain Frank Daniels began his service with the City on Jan. 16, 1949, and
will, in accordance with Section 5 and Section 7 (a) of the City of Clearwater Pension
law be eligible for pension.
Detective Captain Frank Daniels having 13 years service will receive benefits in the
amount of $173.5l per month based on the table below:

It is recommended that Frank Daniels' request for pension be granted under the follow-
ing provisions:
(1) ~n case the permanently incapacitation ceased to exist and Mr. Frank
Daniels returns to the employment of the City of Clearwater, the length
of the time of his retirement shall be added to the end of his service.

(2) If Mr. Daniels returns to the employment of the City of Clearwater and
later resigns or is dismissed, the amount of pension monies paid to him
during said retirement, shall be deducted from the 80% of which he
would be entitled to under Section (8) of the Employees' Pension Plan.

The City Commission of the City of Clearwater met in regular session at the.

The Mayor called the meeting to order. The invocation was given by the
Ci.ty Attorney. Commissioner Fields moved that the minutes of the meeting of
December 3, 1962 be approved as recorded and as su�mitted in written summation
by the Clerk to each Commissioner. Motion was seconded by Commissioner Turner
and carz�ied unanimously.
tlr, iiaxold Briley of Briley, Wild � Associates, presented the final ptans for
the proposed incinerator o�hich he stated would be composed of two complete ur_its,
Fie also state� that the capacity would be 300 -tans each 24 1-iours with the pr�sent
collec•tion running about 60 to 70 tons per day. He recommended taking and awarding
bzds about the middle of January for. the processing equipment and then taking and
awarding bids for the rest of the c�nstruction about the middle of February for
coordination of all work with the processing equipment contract to be assigned to
the general contra�tor, Commissioner Smith moved to anprove the plans and the
t�fayor be authorized to sign them, Motion was seconded by Commissioner Turner
and carried unanimously,
The City Manager presented bids for Chain Link Fence fo� Utilities Department,
Plater Division to enclose chlorinator equipmant at Crest Lake Park and Sid Lickton
Field, and recommended the bid of Reeves Fences, Commissioner Turner moved unon
the joint recommen�lation of the Utilitizs t�Ianager, Ulater 5uperintendent and f�sst.
Purchasing Agent that the bid in the amount of $729,70 submitted by Reeves Fences,
Tampa, be accepted, which is tne lowest and best responsible bid and that th?
appropriate officials be authorized to execute said contract which shall be in
accordance with plans, specifications and bid. Moti�n tras seconded by Commissioner
Fields and carried unanimously.
The City Manager recommended the bid of Model Cleaners for dry cleaning and
pressin�, alterations and small repairs to police and fire departmEnt uniforms,
with picku� and delivery to be made by the bidder. Commissione� Fields moved
upon the joint racommenda`tion of Police Chief, Fire Chief and Asst. Purchasing
Agent, concurred therein by the City I�Fanager that the bid submitted by I°fodel
Cleaners be accepted, with pickup and delivery, which is the l�west and best
res�onsible bid and the appropriate officials of the City be authorized to execute
saicl contract which shall be in accordance with plans, specifications and bid,
Motion was seconded by Commissioner Insco and carried unanimously.
The City Manager recommended the low bid from Atlas Services for janitorial
services at tkte Police Station at $9.75 per day and at the i4arina for $8,80 �er day,
week days, and $7,50 per day on Sundays, He also recommended Hagen's Janitor
Service for the Engineering Office at $4�50 aer day and �or the Utilitie,� Office
at $5.75 per day, Commissioner Turner moved uaon the 1�int recommendation of the
Police Chief, City Engineer, Iiarbormaster and Utilities Manager concurred therein
by the City Manager that the low bid from Atlas Services for fihe Police Station
and Marina be accepted, and that the low bid submitted by hagen's Janitor Service
for Engineering 0ifices and Utilities Office be accepted which is the l.owest and

The City Manager re^ommended the low bid of Burnup and Sims t=or Gas Main
Extension, Franklin 5treet, in the amouni: of $7,427.01. Commissioner Tt�i�ner moved
upon the joint recommendation of the Gity Engineer and Asst. Purchasing Agent con-
curred therein by the City Manager that the bid of Burnup and Sims, West Palm Beach,
in the amount oi $7,427,01, be accep�ked, which is the locaest and best resAonsible
bid and that the approDriate officials of the City ha authorized to execute said
con�ract which shal.l be in accordance coith alansi s�ecifica�hions and bid, Motion
was seconded by Commissioner Fields and carried unanimously. The Mayor recommended
that the City Manager discuss with the contractor that where necessary to cut srreets,
that it be done at night.
The City Manager stat�d that the FJ.orida Power Corporation has n�t supplied
the City with the cost of aluminum painted wooden polas and underground wiring.
Mr, Sigurci A. 3ollie, representing Del Oro Groves property owners, expressed dis-
appoin'trnent that there had been no concrete action and Mr. Elmer Gramm, DevElopes,
stated the residznts are ready to request removal from the City limits.

$1,800,000 Utilities Tax Improvemer�t Cextificates, Series of 1962, to provide for
the construction of a new City Hall, acc�uisition of rights of v�ay to widen and ex-
tencl certain streets and const-ruction of 3 new fire stations ?n the City.
Commissioner Fields requested amendment to approve for construction of sidewalks,
Commzssioner Turner moved that Ordinance �E957 be passed on first reading. I�[otion
was seconded by Commissioner Smith and carried unanim�usly.

Commissioner r-i�ias reported that he has heard com�laints tnat there is a very
poor selaction of books a�t the �each Library, and it should have a sign, marking
its location. The City Manager re�orted the sign is qn order,
Com,aissioner Insco rec�uested a mon-thly report as to the number qf vehicles
usina the new Clearc�ater Fass Bridge.
The P4ayor regorted that he had received a request for him to serve on the
Florida League of P•lunicipalities Committee on i7ational Legislation. Commissioner
Insr_o moved to approve the aopointment, t4otion was sec�ndect by Commissioner
Fields and �arried unan?mously.
The Clerk read a letter from the Advisory Cornmittee of the FmDloyees Pension
Fund recommending that Frank Daniels, t�olice Department, request for disability
pension in the amount of $�.73.51 per mo�th be granted with certain provisions re-
l.ating to tne possibility of him returning to the employment or the City of
Cleaxwater. Commissioner Insco moved thattne recommenda:tion be approved. Motion
was seconded by Commissioner Fields and carried unanimously.

Attached hereto are letters from Frank Daniels, DetectivP Captain of the Folice
Department, and Chief Wi11is Booth, requesting pension fo� Frank Daniels due to
physical disability contracted by Mr. Daniel.s and evidenced the dactor's eertificate
accompanying these letters.
Detective Captain Frank Dan�e].s began his service wi�h the City on Jan, 16� 1949, and
wil�., in acearc3ance with Section 5 and Section 7(a3 of fihe City of Clearwater Pension
law be eligible for pension.
Detective Captain Frank Daniels having 13 years service will receive b��:tefits in the
amount of $173.51 per month based on the table below:
