The City Commission of the City of Clearwater met in special session at the

The Mayor called the meeting to order. TIle invocation was given by Rev.
Robert Coleman, First Christian Church. The Hayor announced the special meeting
was being held to restore names to the votine registration lists for the December
18th election, in accordance with Sect. 162 of the City Charter. The Clerk report-
ed the books for the inside precincts and lists for those precincts partly inside
the City were available for inspection. The Clerk reported that no requests had
been received for any kind of corrections. Commissioner Insco moved to approve
the voters lists as submitted by the City Clerk, there appearing to be no one in
person, or by letter raquestinr, any changes to the voting lists. Motion was sec-
onded by Commissioner Fields and carried unanimously.
The Mayor read a letter from the City Clerk pertaining to the inspection of
voting machines on December 13, 1962. Commissioner Turner moved that the report
on the inspection of voting machines be accepted. Motion was seconded by Commissioner
FieldS and carried unanimously.
The Clerk Y'ecommended the following changes of poll workers: In Precinct 37
delete Mrs. Bthel Godley and add Mrs. E. Margaret Kallunki, 1228 Bel1eview Blvd.;
and in Precinct 42A delete Clerk Marjorie Hunter, transfer Mrs. Lona Gilbert from
Inspector to Clerk and add Hrs. Elizabeth Garvin, 1612 Harvar.d St. Commissioner
Fields moved that the changes be approved as recommended by the City Clerk. Motion
was seconded by Commissioner Turner and carried unanimously. The Clerk also report-
ed that because of an ~rror in the County Enr.ineerine Department, the area of Prescott
Street and Betty Lane between Bclleview Blvd. and Belleair Blvd. had been transferred
to Precinct 35 which had not been included in the original listinp,. After discussion
with the City Attorneys, another leeal notice was published in the newspapers, so that
those persons residing in the above area who are repistered in Precinct 35 shall be
qualified to vote in the Clearwater Municipal Election to be held Tuesday, December
18, 1962.
Commissioner Insco moved that the motion of December 3rd pertaininp, to having
the first Commission meeting of 1963 on Wednesday, January 2nd be disregarded and
that the meeting be held on the regular date as provided by the Charter which would
be r1onday, January 7, 1963. 11otion \>laS seconded by Commissioner Turner and carried
unanimously.
Commissioner Smith reported that a si~n had been placed at the corner of
Manda1ay Ave. and Marianne Street pointing to the Gulf Beaches. He thought a sign
indicating the new bridge would be more appropriate. The Manager stated that the
recommended change would be made.
Mr. Arthur Kruse presented a proposed beautification plan for the Memorial
Civic Center area, and expects a donation of $3,500 for the fountain after the first
of the year. The project could be started by removing the shell and asphalt.
Commissioner Insco moved to approve the tentative plan submitted, and authorize
the City Manager to have the work done in the various stages. Motion was seconded
by Commissioner Fields and carried unanimously.
Commissioner Insco moved that the City f1anager take steps to expedite picking
up cuttinr,s and trimmings, due to the freeze, as soon as possible so that the City
will look neat for the tourists. l1otion was seconded by Commissioner Turner and
carried unanimously.
The City Manager reported that Clearwater Pass bridre would be open for the
public at midnight tonight.
The Mayor complimented the Parks Department on the work done at Sid Lickton
Field and Ed Wright Park.
There being no further business the meeting adjourned at 2:15 P.M.
