CITY COMMISSION MEETING
November 19, 1962
The City Commission of the City of Clearwater met in rep,ular session at the
City Hall, Monday, November 19, 1962 at 1:30 P.M. with the following members
present:

The Mayor called the meetinp to order. The invocation was given by the City
Attorney. Commissioner Insco moved to approve but amend the minutes of November
5, 1962 to show November 13, 1962 as startinp, date for the new Finance Director.
Motion was seconded by Commissioner Turner and carried unanimously.
The Mayor presented a citation to William R. Burke for appreciation of public
service as Electrical Examinine Board member.
A public hearing was announced on the pavinr. and drainage of Hamlet Ave. from
Pinellas St. to Grand Central Ave. The City Clerk read a letter from Mr. and Mrs.
H. C. Jernigan and Mr. and Mrs. W. T. Logan in objection. The City Engineer report-
ed this was approved at a preliminary public hearin~ and it would cost $10.85 per
front foot. Mrs. W. T. Logan spoke in opposition. Mr. David G. Perkins, owner,
Clearwater Laundry, stated that it had never been assessed to his knowledge, but the
estimate was more than expected. Commissioner Insco moved that having heard valid
objections that the project be disapproved. Motion was seconded by Commissioner
Fields and carried unanimously.
A public hearing was announced on the widening, resurfacing, curbing' and drain-
age in Brightwater Drive from Hamden Dr. easterly about 1740 feet. The City Engineer
stated that the portion of Brightwater Drive between Coronado Dr. and Harnden Dr. had
been dropped, as it was unanimously opposed at the preliminary public hearing. He
estimated the cost of the project as $7.49 or if certain easements were obtained, the
cost could be reduced to $6.85 per foot. Mr. Henry Lanzke spoke for himself and other
property owners opposed to the widening, curbing and draina~e. The City Clerk read
letters in opposition from Irma Meyer, Tara Motel and Georee M. Gardener and a letter
in favor from Harry & Emma Bockmill. Commissioner Smith moved, after having heard
this public hearinp, and for the health and welfare of all persons concerned, that this
project be delayed as to the paving, drainage and curbinp until such time as these
people request it, and for the present that the street be resurfaced to the extent
that it be as near as possible to the condition it was in, prior to installing the
sewer. Motion was seconded by Commissioner rields. Upon the vote being taken
Commissioners Smith and Fields voted "^ye". Commissioners Insco and Turner and Mayor
Weatherly voted "No". Motion did not carry. Commissioner Insco moved that the City
Manager and the City Engineer do everything within reason for the street in discussion
here and that it be put in such proper condition as to eliminate the hazards of the
street at this time. Motion was seconded by Commissioner Turner and carried unanimously.
Commissioner Turner moved that this project go back to #10 on the priority list. Motion
was seconded by Commissioner Insco and carried unanimOUSly.
The City Manager presented bids for the dismantling of the elevated water tank
located on East Ave. Commissioner. Turner moved upontherecommendation of the City
Manager that W. T. Jackson Construction Co., Starke, Florida be awarded the contract
for the dismantling of the water tank on East Ave., for $3,874.00 which is the low-
est and best responsible bid and that the appropriate officials of the City be auth-
orized to execute it, which shall be in accordance with plans, specifications and bid.
Motion was seconded by Commissioner Insco and carried unanimOUSly.
, The City Manager presented the bids for street lighting material to be used for
Civic Center, Stevenson Creek Park Recreation Area and south Clearwater Beach.
Commissioner Fields moved upon the joint recommendation of the Electrical Supt. and
Asst. Purchasing Agent that the bid of $43,407.98 submitted by General Electric Supply,
St. Petersburg be accepted which is the lowest and best responsible bid and that the
appropriate officials be authorized to execute said contract which shall be in accord-
ance with plans, specifications and bid. Motion was seconded by Commissioner Turner
and carried unanimously.
The City Manager presented the bids for insurance coverage for Clearwater Pass
Bridge. Commissioner Turner moved upon the joint recommendation of the Asst. Purchasing
Agent and the City Manager that the bid of $6,997.32 for three-year premium submitted
by Roger O. Bouchard be accepted which is the lowest and best responsible bid and that
the appropriate officials be authorized to execute said contract which shall be in
accordance with plans, specifications and bid. Motion was seconded by Commissioner
Fields and carried unanimOUSly.
The City Manager presented an application from the Garden Seat Inn for permission
to put a commercial advertising sign on the wall of building located at 42 and ~6 North
Garden Ave. The matter had been referred to the Zoning and Planning Board and they

Commissioner Insco moved to deny the application fo~ a sign. Motion waS seconded
by Commissioner Turner and carried unanimously.
By consent it was decided to defer Item #7 until later in ~he meeting.
The City Manap,er presented a list of surplus items in the p,as plant a~ea and
and the City yards and asked pe~mission to dispose of them. Commissioner Smith
moved that these items be declared surplus and moved out. Motion was seconded by
Commissioner Turner and carried unanimously.
The City Attorney read in full Ordinance #952 on its first reading amendin?,
Chapter 26 of the City Code ~elatinp' to Zoninp,. Commissioner Fields moved that
Ordinance #952 be passed on its first reading. Motion was seconded by Commissioner
Turner and carried unanimously.

The City Attorney read in full Ordinance #953 on its first reading, providing
for a special municipal election on zonine, to be held in connection with the regular
election on December 18, 1962. Commissioner Smith moved that O~dinance #953 be passed
on its first reading. Motion was seconded by Commissioner Fields and carried unan-
imously.
Commissioner Turner moved to consider the second reading of Ordinance #953 by
title only with the unanimous consent of the Commission. Motion was seconded by
Commissioner Fields and carried unanimously. The City Attorney read Ordinance #953
on its second reading by title only. Commissioner Turner moved that Ordinance #953
be passed by title only on its second reading. Motion was seconded by Commissioner
fields and carried unanimously.

The City Attorney read Resolution #62-123 authorizing payment of $1,023.00 to
Southland Printing Co., Orlando, Fla. for printine official statement in connection
with Utility Revenue Certificates, Series of 1962. Commissioner Fields ~oved that
Resolution #62-123 be app~oved and that the appropriate officials be authorized to
execute it. Motion was seconded by Commissioner Turner and carried unanimously.
The City Attorney read Resolution #62-124 requiring 32 property owners to clean
their lots of weeds and underg~owth. Commissioner Turner moved that Resolution
#62-l2~ be approved and that the appropriate officials be authorized to e~ecute it.
Motion was seconded by Commissioner Fields and car~ied unanimously.
Item #7 relative to approval of pollinp, places, appointments and compensation
of Llection Boards was considered at this time. Commissioner Turner moved to approve
the polling places and appoint the poll workers and set the compensation of the work-
ers at $14.00 for inspectors and $16.00 for the clerks, as recommended by the City
Clerk. Motion was seconded by Commissioner Fields and carried unanimously.
Upon a question from Commissioner FieldS, the City Attorney reported a letter
had been received from the Florida Railroad and Public Utilities Commission denying
a rehea~ing on the Railway Express Office in Clearwater. The Attorney requested time
to investigate fu~ther, prior to further action. Commissioner Snith moved that the
City Attorney proceed and recommended to the Commission whatever is necessary to hold
their position for the health and welfare in this community. Motion was seconded by
Commissioner Fields and carried unanimously.
Commissioner Insco asked that the City Manager be authorized to proceed with
proper advertising for the opening of the Clearwater Pass Bridge. He said a Ruest
list had been started in the City Manager's office and he would like to have the
Commission approve it.
Commissioner Smith spoke about a laundry that is open all night, thereby causing
noise, etc. and asked for better police surveillance. Commissioner Smith also asked
for schedule of events requiring Commission attendance.
The,Mayor recommended hiring a~chitects for 3 new fire stations, Edmond N.
MqcCollin for the Beach Station and Eugene H. Beach for the 2 on the mainland.

City Attorney proceed and recommended to the Commission whatever is necessary to hold
their position for the health and welfare in this cammunity. Motion was seconded by
Commis5ioner �'ields and carried unanimously.
Commissioner Insco asked that the City Manager be authorized to proceed with
proper advertising for the opening of the C1ear4tater Pass Brid�?e, He said a�uest
list had been staz+ted in the City Manager's office and he would like to have the
Commission approve it,
Commissa.oner Smith spoke about a laundry that is open all night, thereby causing
noise, etc, and asked for better police surveillance, Commissioner Smith also asked
for schedule of events requ�ring ComJnission attendance.
The M3yor recommended hi�ing architects �'or 3 new fire statiflns, Edmond N,
iKacCollin for the Seach Station and Eu�ene H, Beach for the 2 on the mainland,

The Commission now adjourned as the City Commission and acting as Trustees of
the Pension Fund heard a letter read from the Advisory Committee recommending that
Frank Renella, Attendant I, Sewa�e Treatrnent Plant; Joseph M, taood, Attendant I,
Sewag� Treatment Plant; Joseph T. Daniels, Patrolman, Police Dept.; Milton L.
Evanson, Patrolman, P�lice Dept.; and Steven A. Helm, Patrolman, Police Dept, be
admitted to the Pension Plan. Commissioner Fields moved that the employees named
be included in the Pens:�.on Plan. Motion was seconded by Commi�sioner Insco and
carried unanirnously.
