The Mayor called the meetinr, to order. The invocAtion WRS riven by the
City Attorney. Commissioner Insco moved that the minutes of the regular meeting
of September 17 and the special meeting of Seotember 24. 1962 be approved as re-
cordc~ and as submitted in written summation by the Cler~ to each Commissioner.
Motion was seconded by Commissioner Turner nnd carried unanimously.
The 11ayor presented a ci tation to the rire rirhters - Bombers Farm League
represented by Mr. Donald A. Osborn. President.
The City Hanarer reported that the City or Clearwater is required to appoint
a member to the Pine1las County Board 0" Health every Ij years. Gera]d Weimer,
Asst. Purchasing ABent has served on that Board as the City's representative and
the City Manaper recommended that the a?pointment be renewed. Commissioner Insco
moved to reappoint Gerald ~eimer on the County Health Board. Motion was seconded
by Commissioner Turner and carried unanimous1y.
The Manap,er recommended bids for electric l:phtinp, Rt the new shuffleboard
courts, Stevenson Creek Park, be split as follows: Items 1. B & 9 be awarded to
General Electric in the amount of $122.89; items 2. 3, 4 & 10 be awarded to
Grayl>ar Electric in the amount of" $586.65; items 5,11. 17, 21 & 22 be awarded
to Raybro Electric in the ~mount of $607.35; items 6. 12. 14, ]5. 16, 18, ]9,
20, 23,24-,25 t; 26 be awarded to Burhes Sunnlv Co. in the amount of $823.01
and items 7 & 13 to Electric Su~ply Co. for $197.1~, makinr a tot~l of $2,337.04.

pipe, coated and wrapped for Utilities DcparLment, Gus Division, in the amount of
$3,052.50. Commissioner Smith moved upon the joint recommendation of the Utilities
Manager, Gas Superintendent, Asst. Purchasinp Apent and concurred therein by the
City Manager that the contract for black steel ~ipe be awarded to Southern Pipe
Coatinp Co., Atlanta, Georgia for $3,052.50 which is the lowest and best respon-
sible bid and the appro~riate officials of the City be authorized to execute it
which shall be in accordance with plans, sDecirications and hid. Motion was sec-
onded by Commissioner Insco and carried unanimOUSly.
It was recommended by the Manaper that the low bid submitted by Martin's
Uniforms o~ Tamoa in the amount of $2,698.05 for winter Fire De~artment uniforms

Fire Chief and Asst. Purchasinp Apent. concu~red therejn bv the City Manaper that
the contract for $2,698.05 submitted by Martin's Uniforms. Tampa, be accented

The Manager recommended the low bid of A. A. Schultz Construction Co., Dunedin,
for curbs, widening and resurfacing of Lake Drive, from Gulf-to-Bay to Druid Road
in the amount of $12,173.30. Commissioner Turner moved upon the joint recommendation
of the City Engineer, Acting Finance Director and Asst. Purchasing Agent, concurred
in by the City Manager that the contract be awarded to A. A. Schultz Construction
Co., Dunedin for $12,173.30 which is the lowest and best responsible bid and that
the appropriate officials of the City be authorized to execute said contract which

The City Manaper read a letter from Max BattJe. City Enpineer, explaining his

principal stockhol~er. Commis~ioner Smith comnlimented City Enrineer, Max Battle,
for his frankness. Commissioner Turner moved to receive the letter. Motion was
seconded by Commissioner Fields and DDProved unanimousJy.
The City Attorney read in full Ordinance #944 on its first reading, annexing
portion of Lots 11 & 12 F. E. Hanousek's Subd. (Sears. Roebuck & Co.) Portion 6f
Sec. 14-29-15 (D. A. Salls) and LC'~ 35 Sunset IiiphJands, Unit 2 (Helen A. Wright).
Commissioner Fields moved that Ordinance 0944 be ?assed on its first reading.
Motion was seconded by Commissioner Turner and c~rried unanimously.
Mr. Thomas II. Berlape. 1013 Oakview Avenue, spoke and presented a petition
with 77 names opposing the zoning in the annexation of the Salls property Section
14-29-15 to permit a Nursinp Home. but explained that the residents were particu-
larly worried about the zoninp of the pro?erty between the present City limits
and the proposed YMC.^. and this ~lursinr llome.
Lloyd Phillips, Attorney, represented the owners of the proposed Nursing

The City Attorney presented a contr2ct between the City' and Eliza Bryant for
the purchase of Lot 3 of 2 Survey of Reed's Lots to be used for central warehouse,
at the north of the City's yprds. Commissioner Smith moved to acce,t the City
Attorney's recommendation and the proper City off~cials be authorized to execute
the contract. Motion was seconded by Commissioner 7nsco and carried unanimously.
Commissioner Smith reported tlJat the ste9i on the sidewalk at the corner of
Missouri Ave. and Cleveland St. needs anchorinp.
The Commission now adjourned as the City Commission ~nd actinp, as Trustees
of ~he Pension Fund heard a letter read from the hdvisory Committee recommending
that Jessie WilCher, Collector, Utilities Dc~.. Refuse div. be admitted to the
Pension Plan. Commissioner Insco moved to approve the employee named being in-

I would like to bring to your attention the fact that I have formed a Corporation
that has as its prime purpose the performance or Engineerinp and Surveying
Services. .
The reason for the formation of this Corooration is primarily to obtain it while
it is still possible to do so. I have no intention of performing any type of
engineering services in the City because aside from bein~ a conflict of interest,
it would be unethical from a professional engineerin~ standpoint.
If there are any further questions in regards to my forming said Corporation, I
will be willing to discuss them at any time.
