The City Commission of the City of Clearwater met in special session at the
City Hall, Wednesday, September 26~ 1962 at 2:00 P.M. with the following members
present:

The Hayor called the meetinr. to order. The invocation was r.iven by the
City Attorney. The Mayor announced the purpose of the meeting was to receive
bids for the sale of $1.l00,00U City of Clearwater Revenue Certificates~ Series
of 1962. The Manager opened and rend the bids from 13 firms after which they.
were referred to Mr. Loomis Leedy. Jr., City fiscal ^~ent and Mr. Charles Brock,
City Auditor for tabulation.

After a lenrthy t~bulatinp procedure r1~. Leedy reported thAt the bids were
in order and that ,Tohn l..Juvecn 6 Co. Inc. & Leedy, vlhciJler & ,^,lleman Inc. shot-,ed
the lowest net interest cost to the ritv. but that Blyth & Co. Inc net interest
was only a small fraction of a per cent hirher with a consider2bly Jess discount
which would rive the City better than $19.000 more cash. and stated th~t the cost
would be a~proxim~tely $445.00 mor~ over the life of the Certificates if the
Blyth & Co. Inc. bid was accepted. Commissioner rields moved that all bid checks
except Blyth & Co. Inc. and John 11uvecn E Co. Inc. E Leedy. Wheeler & Alleman Inc.
be returned. Motion was seconded ~y Commissioner Turner nnd cArried unanimously.
After a lengthy discussion the City Attorney reported he had called the Bond
Attorneys in ~ew York and they advised that the City h~d two alternatives, either
reject all bids or award at the lowest nat interest cost as advertised.
Commissioner fields moved to Rcccpt the bid of lJohn i';uveen & Co. {; Leedy,
Wheeler & Alleman Inc. as set out in Resolution #G2-106, Rwardin~ $1~100 ,000
Utilities Revenue Certificates Series 1962 in accordance with the bid proposal
offerinp. to purchase the certificates at the lowest net interest cost to the City;
that the said resolution be adopted and the ~roper officials of the City be auth-
orized to execute it. Motion was seconded bv Commissioner Insco and carried unan-
imously.
The ~1anap:er recommended the lo\-, bid of General Electric Suo~ly Co. in the
amount of $9,859.00 for street Jiphtinr material to be installc~'a~ Wind~or Park
and Sunset Lake Estates. U~on tile ~0int recommendation of the Electrical Superintendent
and the Asst. Purchasinp Arent, concurred therein by the City Manaper, Commissioner
Turner moved that the lowest complete bid for the totAl material in the amount of
$9,859.00 submi tted by Genera 1. :r:lec::trir. Supn]y ("'0... St. Peters burp be accepted which
is the 1m-Jest and best r~sDonsibl(~ bid an(~ t11at the C'l::lDT"o"7)ri~te officials of the
City be authorized to execute s~id contract in 2ccorda~ce ~ith n]ans. soecifications
and bid. Motion was seconded !)y Commissioner fields 2nd carried unAnim~usly.

moved upon the joint recommendation of the lJtiJities Denartment. Asst.Purchasing
Arent with the City Manaper cancurrinr therein tl1at Item a. in the amount of $1,333.40

The Hanaper reported that the Utilities Deoartment ditchinp machine was in an
accident and involved emerrency repi'lirs amounti..nr to $603.55. The Insurance Co.
has already paid the City, but the bill beinr over $500.00 nee~s approval for pay-
ment. Commissioner Insco move d th2. t t~le Dnvrnent of $ 603.55 be a nnroved. Hotion was
seconded by Commissioner Fields 2nd CArried un2.nimousJy. .
'The City Manaper read a letter of rcsi~nation from City Finance Director, David
F. Goodman, effective September 24, 1962 as Ci"ty Treasurer, of the City of Clearwater.

application for matching funds for im?rov~ment to the Clearwater Airpark had been
approved and to proceed with submittinc plans and snecifications and other things.
The City En~ineer advised that a boundary survey of the property is needed so that
illl corners are tied down and it can be! deterr.ined exact1.v hOH much lend Clearwater
had in order to make the necessary land swap with the Sch~ol Board and Frank Hancock~
Develope~, if decided to do so. Commissioner rields moved that the survey be made
to determine property lines. l-1otion was seconded by Commissioner Smi..th_1-l1d carried
unanimously.

Car.�missioner Fiel�s moved to �cceat the bid o� John 'luveen � Ca. � Leedy,
Glheeler � Alleman Inc. as set out in Resolutzc�n #62-106, awardinp $1,100,Od0
Utilities Revenue Certificates Series 1962 in accordance with the bid propasal
oFfering to purchase the certificates at the lowest net interest cost to the City,
that the said resolutien De aduptad and the proner officials af the City be auth-
orized to execute it. Tlotion was seconded by Commissioner Insco and carried unan-
imously.
The �tanager recommended the low bid of Ger.eral Electric Sun�l,y Co, in the
amount of $9,E59,00 far street li�hting material to be i;�stalled at �aindsor P�r)c
and Sunset Lake Estates. Unen tne Joint recommendation of the Electrical Superintendent
and the A�st, Purchasin� A�ent, concurred therein b� the City Manager, Gommissioner
Turner moved that the �owest complete bid foi �he total material in the amount of
$9,859,00 submitted by �enera� Elaetric Su�ply Co., St, Petersbur� be accep�ked which
is the locaest and best resnonsible bicl anc� that the aapro�riate of{icials of the
City }ae authcrized to execute said contract in accordance with t,lans, snacifications
ar_d bid, T'totion �oas seconded by Commissioner �'ie2ds and carried unanimausly.

Commissioner Turner and carried unanimous'.y.

Aetin� Finance Director. Commiss�ar,er Insco moved to reaffirm apnointment of Piarc�ie

The Gity I�Iana�er stated t�at the City received a notice from the F�A that the
, application for matcha.ng funds for imarovement to the Cle�rwater Air�ar.k had been
approved and to proceed aith submitting nlans and snecifications and other things,
The City Engineer advised that a t�oundary sur•�ey of the �roperty is neecled so -that
all corners are tied down and it can be determined exactly ha�•r much land Clearwatpr
had in orde-r to make the necessary land swap with the Schoal Board and Frank Hancock,
Develo�er, if decided to do so. Commissioner Pields moved that the survey be made
