Motion was seconded / CITY COMMISSION MEETING Ju ly 2, 19 62 'l'he City Commission of the City of Clearwater' met in rep,ular session at the City Hall, Monday, July 2, 1962 at 1: 30 P.M., with the followinc members present: Robert L. Stewart Herbert M. Brown Hax Battle vI. Booth City Hanager City Attorney City Engineer Police Chief The 1'1ayor called the meeting to order. The invocation was given by the City Attorney. Commissioner Insco moved that the minutes of the regular meet- ing of June 18, 1962 and the special meeting of June 25, 1962 be approved as recorded and as submitted in written summation by the Clerk to each Commissioner. Motion was seconded by Commissioner Fields and carried unanimously. The City ManaEer called D. Joe Raye, Sewage Plant Superintendent, forward, ostensibly to question him on the proposed chlorine contract, but then commended him on his long years of service during which time he had Hon numerous State and National a\olards for himself and the Ci ty. A ci ta tion Has presented by Hayor Weatherly to Mr. Raye for 37 years of meritorious service. Commissioner Insco moved to deviate from the agenda. r~otion was seconded by Commissioner Turner and carried unanimously. The Mayor then presented the Clearwater Medal to Commissioner Smith for promoting good relations between two nations and sponsoring the visit of the swimmers from Colombia, South America, to Clearwater. The Ci ty r'1anap,er recommended the 10\01 bid of Tesco Chemicals in the amount of 04.679 per lb in ton containers and 08.779 per lb. in 150 pound containers, for liquid chlorine. Commissioner Smith moved upon the joint recommendation of the Utilities Manager, Sewape Plants Supt. and Asst. Purchasing Agent with the Ci ty l"1anager concurring therein that the contract for liquid chlorine be awarded to Tesco Chemicals, Lakeland, at 0~.67~ per lb. in ton containers or 08.776 per lb. in 150 lb. containers which is the lowest and best responsible bid, and that the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans and specifications and bid. Motion was seconded by Commissioner fields and carried unanimously. The City t1anager presented for approval a plat of Culf to Bay Estates, Unit II and the contract in accordance with Ordinance 632 signed by the develop- ers. Commissioner Insco moved that the plat be approved as presented. Motion was seconded by Commissioner Fields and carried unanimously. The City t1anager presented plans from Texaco, Inc. for a filling station at the SW corner of Sunset Pt. Rd. and Highland Ave. which has been approved by the Zoning and Planninn Board and the Engineer with certain reservations concerning drive\Vay locations. Commissioner Turner moved to approve filling station plans subject to City Engineer's approval. Motion was seconded by Commissioner Fields and carried unanimoUSly. The City Manager stated the City was successful on Friday in obtaining a delay in the closing of the Drew St. sanitary fill by the County, and asked per- mission to negotiate with the County to keep it open for several more months, at least. Commissioner Turner moved that the City ~Ianager and City Enp,ineer con- tact the County to keep the ~anitary fill open. Motion was seconded by Commissioner Fields and carried unanimOUSly. The City Attorney reported authorization was given on June 18, 1962 to pro- ,teet a City lien on property at the SE corner of Jones and Garden Ave. on which an application for tax deed had been made. He reported that the Asst. City Attorney and City Clerk had bid the property up sufficiently to cover the full amount of the City's lien and that a check should be received in a few days for the full.amount. , The City Attorney presented Resolution #62-82 authorizing payment of $5,243.88 to J. E. Greiner Co~, Consulting Engineers for services in connection with construc- tion of a bridge across Clearwater Pass, between Clearwater Beach and Belleair Beach. Commissioner Insco moved that Resolution #62-82 be approved and the appropriate officials be authorized to execute it. Resolution #G2-85 was presented requiring 45 parcels of land to be mowed. Commissioner Fields moved that Resolution #62-85 be approved and the proper officials be authorized to execute it. Motion was seconded by Commissioner Turner and carried unanimously. Resolution #62-86 was presented expressinp- appreciation to Commissioner Amos Smitll for outstanding public service in s?onsoring the visit of the Colombian swimming team to this City. Commissioner Insco moved that Resolution #62-86 be passed and the proper officials be authorized to execute it. Motion was seconded by Commissioner Fields and carried unanimously. Commissioner Fields inquired as to what constitutes a holiday for firemen. The City Manager stated that there were 7 official holidays for City employees, but that the firemen were given 2 duty days which is equivalent to six 8 hour shifts, and that if they were given 7 duty days they could obtain up to 7 weeks off when taken in conjunction with their vacations. lIe quoted from a survey in- dicating the time off for holidays allowed by fire departments in other cities. The Fire Chief and City Manager recommended 7 calendar days pay in lieu of time off. By consent the HanaEer and Fire Chief were to investigate the situation further. The Mayor recommended overhead signs for bypass routes, instead of or in addi- tion to curb siens.
