Weatherly Cleveland Ins co Herbert R. Fields Amos G. Smi th Joseph K. Turner, Sr. Mayor-Commissioner Commissioner Commissioner Commissioner Commissioner Also present were: James R. Stewart Herbert M. Brown Hax Battle W. Booth Ci ty '11anager City Attorney City Engineer Police Chief The Mayor called the meeting to order. Attorney. The invocation was eiven by the City The Mayor announced that the meeting was called to hold a public hearing in regard to the parking ban ordered by the State Road Board. He reported that he had received at least a dozen letters from merchants who are opposed to the ban. Mr. Robert Tench I Attorney, representinp a group of merchants and property owners on north and south Ft. Harrison Ave. outlined his understanding of the proposed park- ing ban, which was to start on July 1st on Ft. Harrison Ave. between Jones St. on the north and Turner St. on the south and on Cleveland St. and Gulf to Bay Blvd. from Myrtle Ave. to Highland Ave. with the rest of Ft. Ilarrison Ave. to be effective October 1st. lIe estimated that approximately 40 businesses miCht be forced to cease operation, but the businessmen felt that one-way streets were not the SOlution. He read a petition which had been prepared, addressed to the Governor, the State Road Board, the City Commission and the County Commission and indicated that if this peti- tion and personal requests failed to obtain results they may take the matter into court to obtain an injunction. The Mayor stated that Clearwater had been taking action at- tempting to relieve the traffic situation and cited the Drew St. extension, the new east Causeway bridge, et ceteral and recommended a resolution be prepared with copies to go to the Governor and the State Road Board and then if necessary to take legal action. Mr. H. Grey Batstone doing business at 900 Cleveland St. and Mrs. Ernestine Sutton owner of the building requested ~lat Cleveland St. be included in any action taken. Commissioner Fields moved that Resolution "62-79 be prepared and adopted and the proper officials be authorized to execute same. Motion was seconded by Commissioner Turner and carried unanimously. Mr. Arthur Kruse reported for the Beautification Committee and referred to a Committee report of March 14, 1962 and a later memorandum which requested the City provide funds for the project as private donations were not coming in. Mrs. Norma Culler, Committee member, stated it was her understandine the Committee was to act in an advisory capacity, not in a money raising capacity. Commissioner Insco rec- ommended the Committee set out their recommendations in ;riority order with an es- timated cost of each. Commissioner Insco moved that the Committee report be accepted with thanks. Motion was seconded by Commissioner Turner and carried unanimously. The City Manager presented the interim budget for the period beginning July 1, 1962 and ending September 30, 1962. The City Attorney read Resolution #62-80 adopt- ing an interim budget. Commissioner Turner moved that Resolu~ion #62-80 be adopted and the appropriate officials be authorized to execute it. Motion was seconded by Commissioner Fields and carried unanimously. The City Manager presented Resolution #62-81 adoptine a budget for the parking system fund in accordance with Ordinance 821. Commissioner Fields moved that Resolution #62-81 be adopted and the appropriate officials be authorized to execute it. Motion was seconded by Commissioner Turner and carried unanimously. The City Manager recommended the low bid of L. L. Stone, Inc. of Clearwater in the amount of $17,116.59 for Chlorinators for Crest Lake Tank and Airpark Well Field. Commissioner Turner moved upon the joint recommendation of ~he City Manager, City Engineer, Finance Director and Assistant Purchasing Ap,ent that the low bid from L. L. Stone, Inc. in the amount of $17,116.59 be accepted, which is the lowest and best responsible bid and the appropriate officials be authorized to execute said contract which shall be in accordance with plans and specifications and bid. Motion was seconded by Commissioner Fields and carried unanimously. Commissioner Smith requested that the auditors present the annual audit within 60 to 90 days.
