CITY COMMISSION MEETING
June 4, 1962
The City Commission of the City of Clearwater met in regular session at the
City Hall, Monday, June 4, 1962 at 1:30 P.M. with the fOllowing members present:

The Mayor called the meeting to order. The invocation was given by the City
Attorney. Commissioner Insco moved that the minutes of the regular meeting of May
21, 1962 and the special meeting of May 28, 1962 be approved as recorded and as
submitted in written summation by the Clerk to each Commissioner. Motion was sec-
onded by Commissioner Fields and carried unanimously.
Commissioner Insco moved that the Commission deviate from the agenda to make a
presentation to former Mayor Pearce at this time. Motion was seconded by Commissioner
FieldS and carried unanimously.
The Mayor read Resolution #62-49 recognizing the distinguished public service
of Eugene L. Pearce to the City of Clearwater, Florida and presented him the City of
Clearwater medal.
The City Manaeer announced a public hearing on construction of sanitary sewers
on Clearwater Beach to serve all properties not now being served. Hr. Battle, City
Engineer reported a preliminary hearing had been held on May 16, 1962. He estimated
the cost to be $4.72 per front foot. The City Clerk read a letter of objection from
Mrs. Mabel L. Mell and another in favor of the sanitary sewers from Mrs. Rose McDougall.
The Mayor suggested informing Mrs. Mell that the City now has an ordinance requiring
everyone to connect to sewer, if available, within one year. Commissioner Insco moved
the project for sewers on Clearwater Beach be approved as outlined by the City Engineer.
Motion was seconded by Commissioner Fields and carried unanimously.
The Mayor announced the next item on the agenda was the Carlouel fence problem.
Mrs. Grace Reed, Charles Zollo and H. F. Wulf spoke to deny the request for removal
of the Carlouel fence. Wm. E. Myers, J. iI. Fletcher and Leonard Merrell spoke to have
the fence removed. Commissioner Smith moved to table indefinitely the Carlouel fence
ma~ter until such time that the people in the area come to the Commissioners with an
agreement. Motion was seconded by Commissioner Turner and carried unanimously. The
Mayor suggested a committee of 5 be formed, 2 from each side and these 4 selec~ a 5th
member.
Commissioner Fields moved to deviate from the agenda and take up item 18. Motion
was seconded by Commissioner Turner and carried unanimously.
The City Manager reported that several months ago request was made for the meter-
ing of taxicabs, and that the City Attorney has a suggested ordinance for approval.
Ralph Baker, representing Yellow Cab Company, asked that the matter be deferred and
estimated the cost of the meters at $400.00 each. Mr. Ross Bolt, also representing
Yellow Cab, objected to the meters because of the cost. Jack Bryant, representing
New Deal Cab Co. (colored taxi), stated that they operate almost entirely on a weekly
charge basis and therefore were not in favor of the meters. Mr. John Pearson, rep-
resenting Checker Cab Inc., was in favor of meters as they would make the fares more
equitable, The City Attorney read Ordinance Ho. 935 in full requiring taxi-cabs be
equipped with meters. Commissioner Insco moved that Ordinance No. 935 be passed on
first reading.' Motion was seconded by Commissioner Turner and approved unanimously.
Commissioner Insco moved to consider the second reading of Ordinance Ho. 935
by title only with the unanimous consent of the Commission. Motion was seconded by
Commissioner Smith and approved unanimously.
Commissioner Turner moved to pass Ordinance No. 935 on its second reading by
title only. Motion was seconded by Commissioner Fields and approved unanimously.
It was suggested that the third reading of the ordinance be deferred until the
cab operators could get together and report back to the Commission.
The City Manager recommended applying for a Federal grant for the sanitary sewer
system in the East Clearwater area. Mr. Harold Briley, Consulting Engineer, stated
that up to $250.000 might be made as an outright grant to the City and that a preferred
form of resolution authorizing an application was in the Attorney's hands. The City
Attorney announced that this Resolution was numbered 62-69. Commissioner Fields moved
to pass Resolution No. 62-69 as recommended by the City Manager and Consulting Engineer
and the proper officials be authorized to execute it. Motion was seconded by ,
Commissioner Turner and approved unanimously.
Commissioner Turner moved to deviate from the agenda to item 7. Motion was sec-
onded by Commissioner Fields and carried unanimously.

be dedicated for public use. The Manager said it was planned to use City forces to
demolish the building. Commissioner Smith moved to receive the letter and the City
Manager be instructed to have the building demolished as soon as possible and that
the City Attorney prepare a Resolution for the next meeting dedicating the property
for public use. Motion was seconded by Commissioner Turner and carried unanimously.
The City Hanager recommended a lease agreement with International Business
Machines Corporation in the amount of $630.00 per month for equipment to be used for
the utility billing and which can be expanded to include other operations as the City
grows. Commissioner Turner moved on recommendation of the City Manager and the
Utility Dept. to enter into this contract for lease and that the City Manager come up
with cost feasibility at the earliest possible moment to install a complete inventory
control system. for the City. Motion was seconded by Commissioner fields and carried
unanimously.
Col. James Watkins, Civil Defense Director requested that the proper officials
be authorized to sign fall-out shelter licenses for the City Hall and jail. He also
requested compensation from the City Civil Defense budeet as full time Director.
Commissioner Smith moved that the Civil Defense Director's requests be granted and
the proper officials be authorized to siBn the necessary papers. Motion was seconded
by Commissioner Fields and carried unanimously.

The City Manager reported that $8,000 had been alloted to widen Oak Ave. as agreed
upon with the County, but the entrance of the new County Building was 14" lower than
the present street. IIe recommended giving the County the $8~OOO and lettine the con-
tract for the work. The City Eneineer concurred with the Manager's recommendation.
Commissioner Insco moved that the recommendation of the Manager and Engineer be approv-
ed and they be authorized to work out such an a~reement with the County, with the work
to be done according to City specifications. Motion was seconded by Commissioner Tu~ner
and carried unanimously.
The City Manaeer recommended approval of a contract with Raymond Roland Fuller
to act as assistant radio man at $350.00 ~er month. Commissioner Fields moved the
contract for assistant radio maintenance ~an be approved as recommended by the City
Manaeer and the proper officials be authorized to execute it. Motion was seconded
by Commissioner Turner and carried unanimously.
The City Manager presented a revised statement from iiarold S. \-Jilson, Attorney
at Law, for $900.00 for his assistance to the Civil Service Board for investigations
last year. Commissioner Turner moved that the payment be authorized and the proper
officials be authori zed to execute it. Notion \-las seconded by Commissioner Smi th.
Upon the vote beinp, taken Mayor ~eatherly and Commissioners FieldS, Turner and Smith
voted "Aye". Commissioner Insco voted "ao". t1otion carried.
The City t-1anager presented plans for filling stations at northeast corner of
Drew St. & Patricia Ave. and southeast corner of Drew St. & Jupiter Ave. which have
been approved by the EnEineering Dept. and Plannin~ Board. Commissioner Fields moved
upon recommendation of the ?lannine & Zoning Board and the City Engineer that the
plans for the service stations be approved. Motion was seconded by Commissioner
Smith and carried unanimously.
The City J1anager presented a recommendation of the Civil Service Board that
Ethel C. Cyr, Clerk I, Utilities Dept. be granted 19 days additional sick leave.
Commissioner Turner moved that the additional sick leave be granted and that the
proper officials be authorized to execute it. Motion was seconded by Commissioner
Fields and carried unanimously.
The City Attorney read in full Ordinance No. 930, deClaring the intention of
the City of Clearwater to annex property in Section 2-29-15 to be known as Windsor
Park 1st Addition. Commissioner Insco moved' that Ordinance #930 be passed on its
first reading. Motion was seconded by Commissioner Fields and carried unanimously.

The City Attorney read in full Ordinance No. 933 amending Ordinance No. 632,
as amended, regulating plats and subdivisions as to the amount, kind, type and spec-
ifications of public improvements. Commissioner Insco moved Ordinance No. 933 be
passed on its first reading. Notion was seconded by Commissioner Fields and carried
unanimously.
Commissioner Insco moved to consider the second reading of Ordinance No. 933
by title only with the unanimous consent of the Commission. Motion was seconded

The City Attorney read a notice of a public hearing on the application of the
Railway Express Agency for authority to relocate and consolidate their facilities,
which would be held by the Florida Railroad and Public Utilities Commission in St.
Petersburg, June 15, 1962. Commissioner fields moved that the City Attorney be in-
structed to prepare the case and call the necessary witnesses and that we oppose it
with all the means possible. l1otion was seconded by Commissioner Turner and carried
unanimously.
The City Attorney presented Resolution No. 62-70 dedicating Coachman Park as a
public park and for recreational purposes. Commissioner Smith moved to pass Resolution
No. 62-70 and the Droner officials be authorized to execute it. Motion was seconded
by Commissioner Insco. and carried unanimously.
The City Attorney presented Resolution No. 62-71 vacating lots 4, 5, 6, 7 and 8
of Pine lIas Groves in the northwest quarter of Section 19-29-16. Commissioner Smith
moved that Resolution No. 62-71 be adopted and that the proper officials be authorized
to execute it. Motion was seconded by Commissioner Fields and carried unanimously.
Resolution #62-72 was presented requiring 22 property owners to clean their lots
of weeds and undergrowth. Commissioner Turner moved that Resolution No. 62-72 be ap-
proved and the proper officials be authorized to execute it. Motion was seconded by
Commissioner Fields and carried unanimously.
Commissioner Fields spoke of the report that the State Road Dept. planned to
remove all parking on Ft. Harrison Ave. and a portion of Cleveland St. The City
Manager stated he had been informed that the State crews would start July 1st, 1962
posting the no parking siens, but that he had nothing in writing on this matter.
Commissioner Fields moved that the City request the State Road Dept. to delay the
removal of parking on Ft. Harrison Ave. and Cleveland St., until some street pattern
has been worked out. ~10tion was seconded by Commissioner Turner and carried unan-
imously.
Commissioner Fields stated he was opposed to the paving of Court St. from
Highland to Hillcrest unless sidewalks were included on both sides. It was in-
dicated that some residents did not want a sidewalk on the north side of the
street.
The Mayor announced that he and Commissioner Insco and their ~ives had received
invitations to visit Guatemala with all expenses paid by Guatemal~ in appreciation

The City Commission of the City of C1eax4;:ter met in regular sessi.on at the
City Hall, 1�Ionday, June 4, 1962 at 1;3Q �.M, with the following members present:

The Mayor called the meeting to order, The invocation was given by the Gity
Attorney. Commission�r Insco moved that the minutes of the regular meeting of May
21, 1962 and the special meeting of May 28, 1962 be agproved as recorded and as
submitted in written summation by the Clerk to each Commissioner, Motion was see--
onded by Commissioner Pields and carried unanimously.
Commissioner Insco moved that the Commission deuiate from the agenda to make a
presentation to former Msyor Fearce at thic time. Motion ��aas secondad by Commissioner
Fields and carried unanimously.
The Mayor read Resolution 1�62-49 recognizing the distinguished public service
of Eu�ene L. Pearce to the City of Clearwater, Florida and presented him the City of
Clearwater medal.
The City Manager announced a public hearing on construction of sanitary sewers
on Clearwater Beach to serve all, properties not now being served. i�ir, Battle, Ci-ly
Engineer reported a preliminary hearing had been held on May 16, 1962. He estimated
the cost to be u4,72 per front foot. The City Clerk read a Zetter of objection from
Mrs, i�[abel L, Mel]. and another in favor of the sanitary sewers from Mrs, Rose Mc�ougall.
The Mayor suggested informing 1'lrs. Mell that the Ciry now has an ordinancte requiring
everyone to connect to sewer, if available, within one year, C�mmissioner Insco moved
the project for seo-�ers on Clearwater Beach be approved as outlined by the City Engineer,
I�Iotion was seconded by Commissioner Pields and carried unanimously.
The Mayor announced the next item on the agenda was the Carlouel fence problem.
Mrs. Grace Reed, Charles Zollo and H. F, Wu1f spoke to deny the request for removal
of the Carlouel fence. Wm. E, Myers, J. H, Fle•tcher and Leonard Merrell spoke to nave
the fence removed, Commissioner Smith moved to table indefiniTely the Carlouel fence
matter until such time that the people in the area come to the Commissioners with an
agreement, Motion was seconded by Commissioner Turner and carried unanimously. The
Mayor suggested a committee of 5' be formed, 2 from each side and these 4 select a 5th
meml�er.
Commissioner Fields moved to deviate from the a�enda and take u� item 18. Motion
was seconded by Commissioner Turner and carried unanimously,
The City Manager,� reported that several months ago request was mzde for the meter-
ing ot' taxicabs, and that the CitS� Attornev has a suggested ordinance for ap�roval.
Ralph Baker, represen-ting Ye11ow Cab Compai��y, asked that the matter be deferred and
estimated the cost of the meters at $40-0.00 each. Mr, Foss Bolt, also reDresenting
Ye11ow Cab, objected to the metera because of the cost, Jack Bryant, representing
PJew Deal Cab Co, (colored taxi), stated that they operate almost entirely on a weekly
charge basis and therefore were not in favor of the meters, Mr. John Pearson, rep-
resenting Checker Cav Inc,, ivas in favor of ineters as they would make the fares more
equitable. The City'Attorney read Ordinance i�lo. 93S in full requiring taxi-cabs be
equipped with meters, Commissioner Insco moved that Ordinance ;�To. 935 be �assed on
first reading. Motion was seconded by Commissioner Tcrnar and approved unanimously.
Commissioner Insco moved to consider the second reading of Ordinance No. 935
by title only with the unanimous consent of tha Cammission. Motion was seconded by
Commissioner Smith and approved unanimously.
Commissioner Turner moved to pass Ordir�ance Vo. 935 on its second reading by
title only. Motion was seconded. by Commissioner Fields and approved unanimously.
It was suggested that the third reading of the ordinance be deferred until the
cab operators could get together and repor•t back to the Commission,
The City Manager recommended applying for a Federal gxant for the sanitary sewer
system in the East Clearwater area, Ftr. Harold Br.iley, Consulting Engineer, stated
that up to $250�000 might be made as an outright grant to the Gity and that a Dreferred
form of resolution authorizin� an zpplication was in the A-ttorney's hands. The City
Attarney announced that this Resolution was numbered 67-69. Commissioner Fields moved
to pass Resolution �lo. 62-69 �s recommended by the Gity i�fanag�r and Consulting Engineer,
and the proper ofiicials be authorized to execute it, i�Iotion was seconded by
Commissioner Turner and ap�roved unanimocsly,

demolish �he buildin�. Commissioner Smith moved to receive the le•tter and the City
Manager be instructed to liave the building demolished as soon as possible and that
the City Attorney prepare a Resolution for the next meeting dedicating the property
for public use. Motion was seconded by Commissioner Turner and carried unanimously.
The City Manager recommended a lease agreement with Inteinational Business
Machines �orporation zn the amount o� $63'0.00 per month for equipment to be czsed for
the utility billing and which can be expanded to include other operations as tlie Citq
grows, Commissioner Turner moved on recommendation of the City Manager and •the
Utility Dept. to enter into this contract �or lease and that the City Manager com? up
with cost feasibility at the earliest possible moment to install a complete inventory
control system.for the Gi-ty. rfotion was seeonded by Commissioner Fields and carried
unanimously.
Coi.James Wztkins, Civi1 Defense Director requested that the proper o�ficials
be aut;�orized to sign fall-out shelter licenses for the City Hall, and jail. He also
requested comoensation from the City Civil Defense budget as full time Director,
Commissioner Smith moved that the Civi]. Defense Director's requests be granted and
the proper officials be authorized to si�n the necessary papers. Motion was seconded
by Commissioner Fields and carried unanimously.
The City Manager reported that $8,000 had been alloted to widen Oak Ave. as agreed
upon with the County, but the entrance of the new County Building was 14" lower than
the present street. He rec�mmended giving the County the $5,000 and letting the con-
tract for the work. The City Engineer coneurred with the Manager's recommendation.
Commissioner Insco moved that the recommend4tion of the Manager and Engineer be approv-
ed and they be authorized to work out such an a�reement with the County, with the �rork
to be done according to City specifications, ,totion was seconded by Commissioner Turner
and carried unanimously.
Th� City Manager recommended ap�roval of a contract with Raymond $oJ3nd Fuller
to act as assistant radio man at $350.00 per month. Commissioner Fields moved the
contraet for assistant ra�io maintenance man be apDroved as recommended by the City
Manager znd the proper officials be authorized to execute it. Motion was seconded
by Commissioner Turner and carried unanimously.
The City Manager presen-Led a revised statement from Harold S. Wilson, Attorney
at Law, for $900.00 for his assistance to the Civil Service Board for investigations
last year: Commissioner Turner moved that the gayment be authorized and the proper
officials be authorized to execute it. Motion caas seconded by Commissioner Smith.
U�on the vote being taken Mayor Weatherly and Commissioners Fields, Turner and Smith
voted "Aye". Commissioner Insco voted °'Ivo", Motion carried.
The City Manager presented plans for filling stations at northeast corner of
Drew St. � Patricia Ave, and southeast corner of Dreor St. � Jupiter Ave, whieh have
been approved by the En�ineering Dept. �nd Planning Board. Commissioner Fields moved
upon recommendation of the ilanning & Zoning Board and the City Engineer that the
plans for the service stations be a�groved. Motion was seconded by Commissioner
Smith and carried unanimously.
The City Mana�er presented a recommendation of the Civil Service Board that
Ethel C: Cyr, Clerk I, Utilities Dept, be granted 19 days additional sick leave.
Commissioner Turner moved that the addi-t;ional sick leave be granted and that the
proper officia?s be autho�ized to execute it. Motion was seconded by Commissioner
Fields and carried unanimously.
The City Attorney read in full Ordinance No, 93-0, declaring the intention of
the City of Clearwater to annex �roDerty in Section 2-29-1.5 to be known as Glindsor
Park lst Addition, Commissioner Insco moved that Ordinance ;�930 be passed on its
first reading. Motion was seconded by Commissioner Fields and carried unanimously.

Petersburg, June 15, 1962. Commissioner Fields moved that the City Attorney be in-
structed to prepare the case and call the necessary witnesses and that we oppose it
with a11 the means possible, Motion was seconded by Commissioner Turner and czrried
unanimously.
The City Attorney presen�ted Resolution I�o. 62-70 dedicating Coachman Park as a
public �ark and for recreational aurposes; Commissionzr Smith moved to pass Resalution

Resolution #62-72 �aas presented requiring 22 Droperty owners to clean their lots
o� weeds and undergrowth, Commissioner Turner moved that Resolution No. 62-72 be ap-
prcved and the proper officials be authorized to execute it. Motion was seconded by

Commissioner Fields spoke of the report that the State Foad Dept. plann�.d to
semove all narking on Ft. Harrison Ave, and a porticn af Cleveland St. The City
Manager stated he had been informed that the State crzws would start Ju"13 lst, 1962
posting the no parking signs, but that he had nothing in writing on this matter.
Commissioner Fields moved that the City request the State Road Dept. to delay the
removal oy parking on Ft. Harrison Ave, and Clevelan�3 St., until some stxeet pattern
has been �aorked out. T4otion was ssconded by Commissioner Turner and carr�ed unan-
imously.
Commissioner Fields stated he was opposed to the paving of Court St, from
fYi�hland to Hillcrest unless sidewalks were included on both sides. It was in-
dicated that some residents did not want a sidewalk on the north side of ths
street.

The Mayor recommended a cit�tion be prepared for Mr. Taylor and the Gas Di�rision
