May 28, 1962
The City Commission of the City of Clearwater met in special session at the
City E(all, Monday, May 28, 19G2 at 2:20 P.M. with the following members present:
Robert L. Weatherly Mayor-Commissioner
Cleveland Insco Commissioner
Joseph K. Turner, Sr. Commissioner

James R, Stewart City Manager
Herbert M, Brown City Attorney

The Mayor called the meeting to order, The invocation was given by the
Commissioner Turner and carried unanimously.
The Mayor commended the Utility Department for their excellent financial
operation,

City Attorney.
Commissioner Insco moved that both Commissioner Fields and Commissioner
Smith be excused from this meeting, Motion was seconded by Commissioner Turner
and carried unanimously,
The City Manager announced that the purpose of this special meeing was to
discuss the condition of the draw bridge on the east end of Memorial Causeway and
that the City Engineer had some recommendations which would require an expendi-
ture of $1,400,00, The City Engineer explained that he proposed to bolt steel
plates to the pier approach which would allow a partial opening of the bridge,
and that if necessary these plates could be welded to the lift span. However,
by bolting the plates, the bridge could be opened fully with 46 hours notice
and would require about three hours labor, Commissioner Insco moved that the
amount recommended by the City Manager and City Engineer be approved as an
emergency measure and that the City hlanager and City Engineer be given full discre-
tion as to the opening and closing of the bridge. Motion was seconded by
