X22 CITY COP9MISSION MEETING April 9, 1962 The City Commission of the City of Clearwater met in regular session at the City Hall, Monday, April 9, 1962, at 1;3U P. I.1, with the following members present: Robert L, 4Jeatherly I'•layor-Commissioner Clevela nd Insco. Commissioner Herbert R. Fields Commissioner Amos G. Commissioner Insco moved that the minutes of the regular meeting of hlarclt 19, 1962, be approved as recorded and as submitted in written summation by the Clerk to each Commissioner, (.lotion was seconded by Commissioner Fields and carried unanimously. The City Planag?er recommended accenting the low bid of $510.00 from Dean P,oofing and Sheet I?1eta1 Company, Clearwater, to repair the roof of the 111 Fire 5tation,101- 103 ?dorth Garden Avenue, Commissioner Fields moved upon the recommendation of the City I4anager and the Building i?aintenance Superintendent that the bid in the amount of. $510.00 for repair of the X11 Fire Station be awarded to llean Roofing Company which is the lotrest and. best responsible bid and the appropriate officials of the City be authorized to execute said contract which shall be in accordance with the plans and specifications and bid, I•iotion was seconded by Commissioner Insco, Upon the vote being taken, Commissioners Fields, Insco, Smith and Turner votes] "Aye", Motion carried. It was recommended by the City ilanag;er that t}te low bid of $7x0,00 from Safeway Parking Equipment 8 Service Inc., Atlanta, Georgia, be accepted for 40U eight-foot steel e}tannel sign posts for Traffic I?ia.intenance Division, Police Department. Commissioner Smith moved on the joint recommendation of the Police C}tief, Traffic Maintenance Office and Assistant Purchasing Agent, with the City Manager concurring therein, that the bid for stee]. channel posts be awarded to Safeway Parking Equipment Company in the amount of $750.00 (less la discount) and the proper officials be auth- orized to execute the contract, (.lotion was seconded by Commissioner Turner and carried unanimously. A request was read from I?Ir. Richard i?J.riartman, President of Clearwater Lanes, Inc., requesting a new zone be established on South Higi?land Avenue to perrnit con- sumption of beer on premises on Lot 6, Forrest Hill Estates, Unit 5, for a proposed bowling alley. I°tr. A, ii. Buchnan, 1128 E, Turner, objected, Two petitions of ob- jection tirere presented -one signed by 44 persons and the other signed by 27 persons. Commissioner Fields moved to instruct the Attorney to prepare an ordinance for neat Commission meeting to permit sale of beer, for consumption on premises only, on Lot 6, Forrest fii11 Estates Unit 5. 1?lotion was seconded by Commissioner Insco and carried unanimously. '1'he City }tanager presented and recommended approval of a proposed contract with Mr, Carl Stilt, owner of the Grey Gu11 Inn, providing? F1r, Stilt will deed the south 25 feet of his property in Section 9-29-15 to be used for Drew Street extension west of Osceola and will join in the City's dredge and fill project by paying $10,000,00 for the cost of filling) anc] seawallingr the submerged land belonging to Mr. Stilt to the bulkhead line, The City Attorney concurred in the recommendation. Commissioner Smith moved the recommendation of the Fianag?er and the Attorney be approved and the proper officials be authorized to execute the contract, Piotion was seconded by Commissioner Fields and carried unanimously. The City Manager reported Item 5, "Letter from Geo. A, Bodo -Disposal of Trash, Montgomery-'rlard" had been withdrawn. The City Manager read a letter from Turnburke, Brock and Kaines, auditors, stating that a special audit had been made at the time of retirement of Frank Abernathy, City Treasurer, on December 31, 1961, and 'the City's books and records had been found to be in satisfactory condition. Commissioner Insco moved that the report be received and that a copy of this report be made available to Mr. Abernathy for his files. Motion was seconded by Commissioner Turner and carried unanimously. A request was presented .from I•irs. !Jm, Tuet?ffs to operate a second hand clothing store at 1308 South Missouri Avenue, The City Manager stated the Police Department had investigated and found no reason to deny the license, Commissioner Insco moved that the request be granted. Motion was seconded by Commissioner Fields and carried unanimously, A petition was presented signed by 7r? residents of Clearwater Beach requesting the Commission to consider the possibility of removing the Carlouel fence and suggest- ing that a public hearing be held on the subject, Commissioner Fields moved to rep ceive the letter and designate April 30th at 7:00 P.M. at the Memorial Civic Center ? ' as a date for a public hearing unless we are notified differently in the meantime. `Motion was seconded by Commissioner Smith and carried unanimously. The City Manager announced that the U. S. Commissioner Insco moved to approve Resolution #62-43 and that the arooer officials be authorized to execute it and that certified copies v:? sent to the State officials. It was pointed out that Lot 5 could also be deleted after the Park Inn lease expires in June of this year. Upon a question from the 1°iayor concerning County paving proiects, the City Engineer reported that the plans for improvement of Lakeview Avenue were ready but that he had no information on the status of Betty Lane and Douglas Avenue, The Mayor suggested that the City t•1anager be instructed to write the County Commission as to the status of other proiects that have been allocated in this year's budget for Clearwater. The Mayor criticized the results of the reassessment program now being completed by the County Tax Assessor and an outside appraising firm. lie recommend- ed the City Attorney be instructed to draft a resolution for the next meeting to send to the County Tax Assessor requesting the equalizing of assessments and con- sideration of the economic climate of the City. Commissioner Fields moved the City Attorney prepare suc}r a resolution to the Pinellas County Commission and the County Tax Assessor.
