CITY COMMISSION MEETING
February 22, 1962
The City Commission of the City of Clearwater met in special session at the City
Hall, Thursday, February 22, 1962 at 2:00 P.M.. with the following members present:
Robert L. Weatherly
Cleveland Insco
Herbert R. Fields
Joseph K. Turner. Sr.

The Mayor called the meeting to order.
The invocation was given by Chief Booth.
Resolution #62-27 was presented authorizing payment to J. E. Greiner Company,
consulting engineers, for design and supervision services in the amount of $20,036.69
to be paid from the 1960 Bridge Revenue Bonds Construction Trust Fund. Bank of Clearwater,
Trustee.. Commissioner Insco moved to pass Resolution #62-27 and the proper officials
be authorized to execute it. Motion was seconded by Commissioner Fields and carried
unanimously.
The City Attorney presented ResohXion #62-28 authorizing payment to Goodbody &
Company, fiscal agents, in the amount of $30,000.00 from the 1960 Bridge Revenue Bonds
Construction Trust Fund by the Bank of Clearwater as Trustee. Commissioner Turner moved
to pass Resolution #62-28 and the proper officials be authorized to execute it. Motion
was seconded by Coromissioner Insco and carried unanimously.
Resolution #52-29 was presented authorizing payment of $2,824.00 to George F. Young,
Inc., Civil Engineers and Surveyors, to be paid from the Bridge Revenue Bonds Construction
Trust Fund, 1960 Series by the Bank of Clearwater as Trustee. Commissioner Fields moved
to pass Resolution #62-29 and the proper officials be authorized to execute it. Motion
was seconded by 'Commissioner Insco and carried unanimously.
Resolution #62-30 was presented authorizing payment of the legal fee of Mr. H. H.
Baskin, Jr. in the amount of $15,000.00 in accordance with a Circuit Court Order
Determining Counsel fees dated February 7, 1962 from the 1960 Bridge Revenue Bonds
Construction Trust Fund by the Bank of Clearwater as Trustee. Commissioner Turner
moved that Resolution #62-30 be passed and the proper officials be authorized to execute
it. Motion was seconded by Commissioner Fields and carried unanimously. The Mayor
stated that he voted "Aye" as this was a court order.
The City Attorney presented Resolution #62-31 authorizing that the balances in
the 1956 and 1959 Construction Trust Funds totaling $7,950.77, be transferred to the
1960 Utility Revenue Series Construc~ion Trust Fund all with the First National Bank
as Trustee. Commissioner Insco moved to pass Resolution #62-31 and the proper officials
be authorized to execute it. Hotion was seconded by Commissioner Fields and carried
unanimously.
The City Manager read a letter from the Civil Service Board certifying the pro-
motion of Assistant Fire Chief, Walter W. Manning to the rank of Fire Chief. Commissioner
Fields moved to appoint Assistant Fire Chief, Walter W. Manning as Fire Chief effective
February 23, 1962, based on the Civil Service Board certification and the finding by..
the City Commission that he is duly qualified for this position. Commissioner Turner',.
seconded the motion which carried unanimously. Commissioner Insco commended Assistant
Fire Chief G. D. Beck for his outstanding service, with Commissioners Fields and Turne~
concurring therein.
The City Attorney stated that the Civil Service Board voted a few nights ago to
have Mr. Donald O. McFarland of the Board, Chief Willis Booth, and himself look over
the key to the Captain's exam and correct it if necessary. The City Attorney asked
that he receive approval by the Commission which was granted by consent.
Commissioner Insco questioned the authority of the Civil Service Board to hire
special attorneys and expressed displeasure of a bill received from Mr. Harold Wilson,
who represented the Civil Service Board during Hearings before the Commission in 1961.
Commissioner Fields moved that the City Attorney check into the ma~r of a special
attorney for the Civil Service Board and report back to the Commission at a later date.
Motion was seconded by Commissioner Insco and carried unanimously.
At this time, Assistant Fire Chief Walter W. Manning entered the meeting and the
Mayor officially notified him of his appointment as Fire Chief to become effective on
February 23, 1962.
There being no further business, the meeting was adjo rned at 2:25 P. M.
