The Mayor re-convened the meeting of November 20, 1961, at 9:00 A.M. on Tuesday,
November 21, 1961, at the City Hall, with the following members present:

The City Manager announced that the report on refuse disposal had been received
~rom Briley, Wild & Associates and was ready for consideration by the Commission.
Mr. J~nes M. Simons, vice president of Peninsula Organics, Inc., Largo, requested
sixty days' delay for his company to negotiate its financial affairs. He outlined
the savings and operation of ~he compost method of disposal and proposed that his
company build a *1,000,000 disposal plant in the Industrial Park with no capital
outlay by the Ci~y. In answer to a question he sta~ed that to the best of his know-
ledge Norman, Oklahoma, was the only town to have a plant in operation but Phoenix,
Arizona; Mobile, Alabama; Sacramento, California; and San Antonio, Texas, were either
starting const.ructioIl or investiga~in!~ the compost method. He also said that
McKeesport, Pennsylvania, and Mayport, New Jersey, h8d abondoned the system. After
further discussion, the Commission consented to the delay and requested the City
!wlanager to contact t he cities and towns mentioned for any informa~ion they may be
able to supply on Lhe subject.

An application 'to operate a second hand store under the name of Rose, Inc.,
at 1558 Clearwater-Largo Road was presented. I~r. E. O. Cluster explained he would
be responsible for the operation of the store but it would be under the corporation
na:ne. ComInissioner Insco 1I1Oved the request for second hand store license be granted
to l'.~r. Clust er. Notion was seconded b)r Commissioner Walters nnd carried unanimously.
The City Nanager reforted K:'. Aubrey Ort, Electrical Superintendent, had esti-
mated that whiteway lighting could be provided on ~emorial Causeway, Marianne Street
and around the civic center, on Gulfview Boulevard to the south end of City-owned
beach, also at each street end on the gulf or Clearwater Bay :or approximately
$50,000.00, the amount:. budgeted. Commissioner Walt..ers moved ~o proceed with the
project. Motion was seconded by Comnissioner Insco and carried unanimously.
The City Attorney presented for its second reading Ordinance #912 amending
Ordinance #627, the Zoning Ordinance. Commissioner Insco moved to read Ordinance
h9l2 on its second reading by citle only with the unanimous consent of the Com-
mission. Motion 'Was seconded by Commissioner Walters and carried unanimously.
The ordinance was read by title only. Commissioner Smith moved Ordinance #912 be
passed on its second reading by title only. Motion was seconded by Commissioner
Insco and carried unanimously.
Commissioner Insco moved Ordinance #912 be read on its third and final reading
'With the unanimous consent of' the Commission. Motion \'las seconded by Commissioner
Smith and carried unanimously. 'l'he ordinance was read in full. Commissioner Insco

The C~ty Attorney presented for its second reading Ordinance #913 setting a
special zoning referendum on Ordinance #912 at the same time as the regular munici-
pal election, December 19, 1961. Commissioner Insco moved Ordinance #913 be read
on its second reading by title only with the unanimous consent of the Commission.
Motion was seconded by Commissioner Smith and carried unanimously. The ordinance
'Was read by title only. Commissioner Fields moved Ordinance #913 be passed on its
second reading by title only. Motion was seconded by Commissioner Walters and
carried unanimously.
Commissioner Walcers moved Ordinance #913 be read on its third and final read-
ing with the unaniInous consent of' the Corrunission. Motion was seconded by Commis-
sioner Fields and carried unanimously. The ordinance was read in full. Commis-
sioner Insco moved to pass Ordinance #913 OIl its third and final reading and adopted
and the proper officials be authorized to execute it. Motion was seconded by
Conunissioner Fields and carried unanimously.
The Mayor recomm~nded Mr. Peter Andresakis be appointed as the City's repre-
sentative to the Pinellas County Industrial Oouncil. Commisssioner Smith moved to
accept the recommendation. Motion was seconded by Commissioner Fields and carried
unanimously.
The Mayor suggested certain streets be designated as truck routes in the City.
Commissioner Insco moved to instruct the City Manager to work with the Police Depart-
ment as to a recommendation ~or truck routes and report back to the Commission.
Notion was seconded by Commissioner Smith and carried unanimously.

the Pension Fund heard a letter read from the Advisory Comn1ttee recommending that

Commissioner Insco moved to instruct the Cii;y T�Ianager to work with the Police Depart-
ment as to a recommendation for truck routes and repor� back to the Commission.

Corrunissioner Smith stated he had no corrections �o the minutes of November 6,
1961, which had been approved subject to his ap�roval.
The Commission now adjourned a� the City Commission and ac�:ing as 'Prustees of
the Pension �und heard a letter read from the Advisory Committee recommendin,� that
Ted R. Williams, Patrolman, Palice Department, be admitted to �he Pension Plan.
Commissioner Fields moved the employee named be accepted in the Fension Plan.
Nlotion was seconded by Coirunission�r Walters ancl carr� ed unanimously.
