The City Commission of the Ci~y of C1aarwa~er met in regular session at ~he
City Hall, Monday, October 2, 1961 at 1:)0 P.M., with the following members present:

The Mayor called the meeting to order. The invocation was given by ~he Reverend
Cliff McDonald of First Church of God, Clearwat.er.
Mrs. Russell Hart, President of Clear~ater League or Women Voters, reported the
League had distributed ~OO ~opies of their "Know Your City" booklets in schools, and
some had been g~ven to the Chamber ot Commerce and t.he Library. Commissioner Insco
moved that the League be commended for their worthwhile project and that six copies
be sent to our sister city, in Nagano, Japan. Motion was seconded ~ Commissioner
Fields and carr~ed unanimously.
The Clerk reported that the minutes of August 21st and September 5~h had been
approved subject to Commissioner Fields' approval. Commissioner Fields moved the
minutes of the regular meetings o~ August 21st and September 5th be approved as re-
corded and as submitted in written summation by the Clerk to each Commissioner.
Mot~on waB seconded by Comnissioner Walters and carried unanimously.
Commissioner Insco moved the minutes of September 18th be approved as recorde~
and as submitted in written summation by the Clerk to each Commiss~oner. Motion
was seconded by Commissioner Fields and carried unanimously.
A Public Hearing was announced on the paving, curbs and necessary drainage in
Somerset Street ~rom Mandalay ~est approximately 320 feet. Mr. Tom Murphy of the
Engineering Division repor~ed a petition was received from four property owners re-
questing the paving, a pre1iminary hearing was held on September 6th, and ~he tota1
cost was estimated at $3,790.00 or $6.01 per assessable front toot. Mr. Tom
Salzberger objected to the project. Letters of objection were read from Mrs. Louisa
Duvoisin and Dr. Peter M. Duvoisin. Commissioner Fields moved since no valid ob-
jections have been filed that the paving and drainage ot Somerset Street ~om Man-
dalay westerly be accomplished and the City MAnager and the City Engineer be directed
to forth~ith proceed with such improvement according to the plans a8 submitted by the
City Engineering Division. Motion was seconded by Commissioner Walters and carried
unanimously.
The City Manager recommended accepting the low bid of $9.75 per day from Atlas
Service, Inc., for janitorial service for one year for the new Police Department
Building (not including the jail). Commissioner Insco moved the bid of At1as Serv2ce,
Inc., be accepted for janitorial service for .9.75 per day which is the lo~est and
best responsible bid and that the appropriate officials or the City be authorized ~o
execute said contract in a~cordance with the plans and specifications and bid.
Motion was seconded by Commissioner Fields and carried unan~ously.
The City Manager reported all the right of way for widening Drew Street from
Greenwood to Myrtle had been acquired, City crews are moving water and gas lines
and sewer lines have been moved. He recommended accepting the low bid of $3,092.00
from Tri-City Tree Surgeons to remove 38 large oak trees in the right ot way.
Commiss~oner Fields moved the contract for the removal of thirty-eight trees on
Drew Street be awarded to the Tri-City Tree Surgeons, Tarpon Springs, at $3,092.00
wh~ch is the lowest and best responsible bid and the appropriate officials of the
City be authorized to execute said contract which shall be in accordance with the
plans and specifications and bid. Motion was seconded by Commissioner Insco and
carried unanimously.
An application was presented from Mr. Howard Ewing asking for renewal of his
auction license at Gulf to Bay and Duncan for one year. Commissioner Insco moved
that the renewal of the auction license be approved. Mot.ion was seconded by
Commissioner Fields and carried unanimously.
A letter was presented trom Mr. W. Baskovich, owner of the Crystal Bar and
Package Store, 318 South Garden Avenue, stating he planned to install a restauran~
in connection with his business and asking permission to install a grease trap under
the Haven Street sidewalk on the south side or his building. The City Manager re-
, ported the City Engineer's office had investigated and had no objections. Commissioner
Inscolllovedthe request be granted. Motion was seconded by Commissioner Walters and

A request was presented from the Trustees of St. John Fr~i~ive ~ptist Church,
joined by Jeff and Frances Howard, to vacate the portion of Booker Street from
Palmetto to Metto as shown in Palm Park plat which adjoins Lot 7, I. A. Mason's Sub-
division, owned by the church. A survey was submitted showing an encroachment of
a bui1ding in the street right ot way. The Mwnager reported the Engineering Division
had no objection to the vacation. Commissioner Insco moved the ~equest be r.eferred
to the City Attorney to prepare a proper resolution to grant the vacation of the
street right ot way for the St. John's Primitive Baptist Church Lncluding the passage
ot Resolution #61-99 and the proper officials be authorized to execute it. Motion
was seconded by Commissioner Fields and carried unanimously.
The plat o~ Windsor Park Subdivision was presented for approval. The City
Manager explained the contract in accordwnce with Ordinance 632 and 750 had been ex-
ecuted by the developer, Mr. Douglas Weiss, and that bond had been posted to cover
improvements. The Zoning and Planning Board recommended side~a1ks be required along
Union Street west of North Keene Road as the subdivision 1s with~n wa1king distance
of a public school and Union Street is a major artery. Mr. Weiss objected to in-
stalling sidewalks and suggested instead he would donate $1,500.00 to the City to
use in installing sidewalks on Cleveland Street near Skycrest Elementary School.
Commissioner Fields moved that the plat of Windsor Park Subdivis~on be approved and
that the contract be amended to include sidewalks in accordance with the provisions
ot Ordinances #632 and 750 along Union Street ~est o~ North Keene Road ~ronting on
the northern boundary of the subdivision (ordinance provides for sidewalks to be
five €eet in width) and that the proper officials be authorized ~o execute the plat
and the contract be amended. Motion was seconded by Commissioner Walters and carried
unanimously. The Mayor thanked ~1r. Weiss for his of~er of the $1_500.00 but it was
pointed out that sidewalk requirements had been enforced in other new plats along
major ar~eries.
Resolution #61-100 was presented dedicating a utility easement in Section 22-29-15
to serve the P.A.L. Clubhouse in Ross Norton Park. Commissioner Fields moved Resolu-
tion #61-100 be approved and the proper officials be authorized to execute it. Motion
was seconded by Commissioner Insco and carried unanimously.
Resolution #61-101 was presented authorizing the payment of $35.00 to Pine lias
County Title Company for services in connection with Chestnut Street right of way from
Construction Trust Fund Agreement of 1961 with the Bank of Clearwater. Commissioner
Insco moved Resolution #61-101 be passed and the proper officials be authorized to
execute it. Motion was seconded by Commissioner Walters and carried unanimously.
Resolution #61-102 was presented authorizing payment of $250.00 to Rompon and
Associates for surveys in connection with Chestnut Street right of way from the 1961
Construction Trust Fund Agreement with the Bank of Clearwater. Commissioner Insco
moved to pass Resolution 61-102 and the proper officials be authorized to execute it.
Motion ~as seconded by Commissioner Fields and carried unaninous1y.
Ordinance #902 as amended revising refuse collection tees was read by the City
Attorney on its third reading. Mr. Leonard Merrell questioned certain portions and
pointed out possible discriminations in some sections. He suggested that large motel
operators should be subjected to the same unit charges whether or not they used
commercial containers sold by the City but suggested those using the special containers
should be granted a 20% discount. Commissioner Walters moved to table Ordinance #902
until next mee~ing. Motion ~as seconded by Commissioner Fie1ds and carried unan1mous1y.
The City Attorney read on its third reading Ordinance #904 declaring the City's
intention to annex acreage in Sections 7-29-16 and 18-29-16 (Jun~or College branch site).
Commissioner Insco moved to pass Ordinance #904 on its third and final reading and the
proper officials be authorized to execute it. Motion ~as seconded by Commissioner
Fie1ds and carried unanimously.
Ordinance #905 annexing Lot 37_ Sunset Highlands Unit 2. acreage in Section 13-29-15
(Constantine) and acreage in Section 23-29-15 (7th Day Adven&ist Church) was presented
for its second reading. Commissioner Insco moved to read Ordinance #905 on its second
reading by title only with the unanUnous consent o~ the Commission present. Motion
was seconded by Commissioner Fie1ds and carried unanimously. The Ordinance was read
by title only. Commissioner Insco moved to pass Ordinance #905 on second reading by
title on1y. Motion was seconded by Commissioner Fields and carried unanimOUSly.

and carried unanimously.
Resolution #61-103 was presented requiring thirty-nine property owners to clean
~heir lots or weeds and undergrowth. Commissioner Insco moved to pass Resolution
#61-103 and the proper officials be authori7.ed to execute it. Motion was seconded by
Commissioner Fields and carried unanimously.
A petition signed by approximately 100 property owners was presented by Mr. John
McWeeney, 1$72 Gilbert Street, complaining of heavy cownercial trucks using North
Corona and Gilbert Street and asking that the streets be restricted from heavy truck
use. Commissioner Insco moved to receive the petitions. ~lotion was seconded by
Commissioner Fields and carried unanimously. The Manager was requested to see that
such signs were installed by the Police Department.

Commissioner Insco commented that the Commissioners had been invited to inspect
an incinerator plant at Jersey City, New Jersey, and recommended acceptance since
Clearwater was planning a new incinerator. Commissioner Insco moved the Commission
be permitted to inspect this plant and that travel expenses be authorized. Motion
was seconded by Commissioner Fields and carried unanimously.
There being no further business, the meeting was adjourned at 5:10 P.M.

The glat of W?.ndsor Park Subdivision was presented for approval. The Gity
NIanager explained the contract in accordance with Ordinance 632 and 750 had b�en ex-
ecuted by the developer, Mr, Douglas Weiss, and tha� bond had been posted to cover
improvements. The Zoning and Planning Board recommended sidewaTks be required along
Union Street west or North Keene Road as the subdivision is within walking distancs
of a public school and Union Street is a major artery. Mr. 1�4eiss objected to in-
stalling sidewalks and suggested instead he �+ould donate �1,500,00 to the City to
use in insta7.l.ing sidewalks on Gleveland Street near Skycrest Elementary School.
Commissioner Fislds moved ttzat the plat of �Jindsor Park Subdivision be approved and
that the contract be amended to include gidewalks in accordance with the provisions
of Ordinances #632 and 75� alono Union Street west of'North Keene Road fronting on
the northern boundary of the subdivision (ordinance provides for sidewalks to be
five feet in width) and that the proper afficials be authorized to execute the plat
and the contract be amended. Motion was seconded by Co�►missioner Walters and carried
unanimously. 1'he NIayor thanked Mr. Weiss for his offer of the �1,500.00 but it was
pointed out that sidewalk requirements had been enforced in other new plats along
major arteries.
Resolution �61-100 was presented dedica.ting a utilitp easemen�t in S�etion 22�29-15
to serve the P.A.L. Clubhouse in Ross Norton Park. Commissioner Fields moved Resolu-
tion �61-100 be approved and the proper officials be authorized to execute it. Motion
was seconded by Commissioner Insco and carried unanimously.
Resolution �61-101 was presented authorizing the payment of �35.00 to Pinellas
Countp Ti�le Company for services in cor.nection with Chestnut Street right of way from
Construction Trust Fund Agreement of 19b1 with the Bank of Clearwater. Commissioner
Insco moved Resolution #61-101 be passed and the psoper officials be authorized to
execute it. Motion was seconded by Commissioner Walters and carried unanimou�ly.
Resnlution �61-102 was presented authorizing payment of �250.00 to Rompon and
Associates for surveys in connection with Chestnut Street right of way from the 1961
Construction Trus� Fund Agreement with th� Bank of Clearwater. Commissioner Insco
moved to pass Resolution 61-IO2 and the proper officials be authorizsd tc, execute it.

Ordinance #902 as amended revising re£use collEction fees was read by �he City
Ai;torney on its third reading. Mre Leonard Merrell questioned certain portions and
pointed out possible discriminations in some sections. He suggested that large motel
operators should be subjected to the same unit cha:rges whether �r not they used
commercial containers sold by the City but suggested those using the special containers
should be granted a 20� discount. Commissioner Walters moved to table Ordinance #9t�2
uxitil next meeting. Motion was seconded by Commission�r Fields and carried unanimously.
