C D'Y COMMISSION MEET ING
June 29, 1961
The City Commission of the City of Clearwater met in Special Session at the
City Hall, Thursday, June 29, 1961, at 1:30 P.M., with the following members
present:

The Mayor called the meeting to order. The invocation was given by the City
Attorney.
The Manager presented for reconsideration the bids received .for three Refuse
Trucks for Utilities Department, Reruse Division, and recommended the bid or
Freeman & Sons in the amount of $31,343.00. Upon recommendation of the Utilities
Manager, Refuse Superintendent, Finance Director and Assistant Purchasing Agent,
Commissioner Smith moved that the bid submitted by Freeman & Sons, Lakeland, in
the amount of $31,343.00 be accepted as the lowest and best responsible bid accord-
ing to the specifications of the City. Motion 'Was seconded by Commissioner Walters
and carried unanimously.
With reference to bids for the construction of launching ramps and 'Walkways at
the foot of Seminole Street, only one bid was received - that from ABC Excavating
Company, in the amount of $4200.00 which was over the Engineer's estimate of' $3191.60.
Commissioner Insco moved that the bid of ABC Excavating Company for construction
of launching ramps and walk'Ways at the foot of Seminole Street be rejected. Motion
was seconded by Commissioner Walters and carried unanimously. The City Manager
recommended that authorization be given to proceed with the construction of these
ramps using City forces together with some outside help, and that funds to cover the
cost of this project be transferred from Account AelOO.214. Commissioner Smith moved
authorization to proceed with the construction of the launching ramps as recommended
by the Manager, and the trans~er of funds from A8100.214 to cover the amount of the
Engineer's estimate of the cost of this project. Commissioner Walters seconded the
motion which carried unanimously.
Commissioner Smith moved that Commissioner Fields be excused from this meeting.
Motion seconded by Commissioner Walters and carried unanimously.
The City Manager presented the Budget of the City of Clearwater for the fiscal
year July 1, 1961 to June 30, 1962. Commissioner Insco moved that the Budget as
presented by the Manager for the fiscal year July 1, 1961 to June 30, 1962, be adopted.
Commissioner Smith seconded the motion which carried unanimously.
Mrs. Lewis Homer, of Friends or the Library, requested the following items be
furnished in the library budget:
Material to enclose lower floor
Estimate for elevator installation
Required furnishings for the northeast branch
Completion of furnishings for main library
Partition .for telereader room for low-visioned people
Steps for entrance to new extension and at several doors
Salary for a Library Supervisor

Mr. L. C. Davies commented on a continual increase in real estate taxes and
utili.ty charges.
Chief of Police Willis Booth expressed appreciation to the Commission ror the
proposed shorter work week for the Police Department.

motion wh.ich carried unanimously.
