The City Commission of the City of Clearwater met in special session at the
City Ha11, Thursday, May ll, 1961, at x+;30 P.M „ with the follovnng members present;
Robert L, 1Jeathcrly Mayor-Commissioner
Cleveland Insco, Jr. Conu?iissioner
Herbert R. Fields Commissioner
Amos G. Smith Commissioner
Kenneth ?lalters Commissioner
Also present were;
James R. Stewart City Manager
Herbert M. Broval City Attorney
Capt. Carl Martin Representing Police Chief
The Mayor called the meeting to order, The invocation was given by the City
Attorney. The Mayor announced the special meeting had been called in order to
appoint an advisory board to investigate inequities in Civil Service matters, The
City Attorney read Section 192 of the City Charter and stated in his opinion
the Conunission has the authority to appoint an advisory board to investigate
the affairs of any department or any officer or employee of the City, and that
the Civil Service system is a department of the City according. to the Civil
Service Act. The Mayor stated Mr. Robert Freeze vrould ?ecept appointment to
the board and Mr. Robert Tench had written a letter saying he t?rould serve if a
thorough, orderly investigation vras to be made ti?Lth the rights of everyone fully
protected, that it be according to established administrative procedures of fair
play with an agenda establishing the areas of dispute or inquiry, etc, The
Mayor said the conditions mere acceptable to him. Commmissioner Fields moved
that the City Commission appoint an advisory board compr3.sed of Mayor Robert
Weatherly, Robert Freeze and Robert Tench, all being taxpayers and residents
of the City of Clearwater, to investigate impartially the records of the
Department of civil Service of the City of Cleart?rater and report back to the
Commission on any inequities found therein under the authority granted them under
Section 192 of the Charter of the City of Clear??rater, vrith the I~?yor being
designated as the chairman of this advisory board, f?7otion was seconded by
Commissioner Walters and carried unanimously.
There being no further business, the meeting vras adjourned at 5:05 P.M.
